HomeMy Public PortalAbout07-01-1976 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY' OF RICHMOND, INDI'ANA, JULY' 1 , 1976 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session July 1 , 1976 at the hour. of 9: 00 A.M. in the • 3 Municipal Building in said City. Mr. Reinke presided with Mr. Meredith 4 and Mr. Webb present. The following business was had, to-wit: 5 6 Mr. Meredith moved to approve the minutes of the previous meeting and III7 special meeting, seconded by Mr. Webb and on unanimous voice vote the 8 'motion was carried. 9 • . . 10 Mayor. Clifford Dickman announced the appointment of Lt. Charles Chris as . 11 Chief of Police, effective July 15, 1976. Lt. Chris is a 14 year veteran • 12 of:the Richmond Police Department. Mr. Meredith moved to formally accept. .13 ) Louis Gibbs' resignation effective July 14, 1976 and at the effective . -14 : . time of his resignation that the .appointment of Charles Chris as Chief of ';. 15.0 Police become effective., seconded by Mr. Webb and on unanimous voice vote 16 the motion ,Was tarried. ' 17 18 Fire Chief Paul Mullin recommended Lieutenant Robert Cook's letter of • .19 resignation be: accepted and that he be placed on pension effective July 1 , 20 1976, after having ,completed 31 years of service with. the Richmond Fire 21 .- Department. Mayor Dickman presented Lt. Cook a certificate of retirement. 22 Mr. Webb moved acceptance of this resignation effective July 1 , 1976, 23 seconded by Mr. Meredith and on unanimous voice vote the motion was carried. 24 2 5 Mr. Loren Vance of the ROSE Festival Committee for 1977, requested the follolOng parade route. for the. Rose. Festival Parade .to be held on Sunday, 27 - June 26, 1977:: : . • 28 29 Units park in Glen Miller Park,. Parade begins at 2:00 P.M. at. 22nd 30 and East Main Streets , heads west on East Main Street to. 16th Street, 31 turns right (north) on 16th Street to North "A" Street, turn left (west) ill 32 on "A" Street to 10th Street. Parade disperses at 10th and Main III 33 Streets at approximately 5:00 P.M. They further request the use of • 34 North 24th. Street, beginning at North 24th and "D" Streets going North 35 . . to the end of the street. 36 ' 37 Sgt. Richard Shoemaker of Traffic reported that the parade moved well this 38 ' year and he recommended the same route be used in future parades. ' 39 40 Mr. Meredith moved approval of the parade route with. street closures start- 41 ing at 1:30 P.M. to 5:00 P.M. June 26, 1977 and closing of '24th- Street from 42 noon to 5:00 P.M. with 24th being open to emergency traffic and access for 43 residents to homes, seconded by Mr. Webb and on unanimous voice vote the 44 motion was carried. 45 46 Sgt. Shoemaker of Traffic reported on the request from the Pallad !.umrtem 47 to make the east-west alley between Main Street and No. "A" in the 1100 48 block of Main Street two-way. Adjoining property owners have been contacted 49 and want alley to be two-way as long as the contractors put alley back in 50 original condition.. Sgt. Shoemaker recommended approval of this request. 51 . 52 Mr. Meredith moved approval of making the alley two-way, seconded by Mr. • 53 Webb and on unanimous .voice vote the motion was carried. 54 0 55 Mr. Tim Ryder of Community Development requested July 22nd, 1976 at 9:15 56 a.m. be set as the date and time to accept bids for Project 2-76=8-12-1 of III57 Hols:apple. Project. - . 58 59 Mr. Webb moved acceptance, of this request, seconded by Mr. Meredith and on - 60 unanimous voice vote the motion was carried. 61 • 62 Mr. Bruce Boyer 'of the YMCA, requested to block off parking space in front 63 of residence at 108 North 19th Street to park a bus from Camp Clements, 64 transporting campers to the fireworks at Glen Miller Park on July 4th. After 65 discussion of various alternatives , Mr. Meredith moved taking this request 66 under advi'sement. and suggested Mr. Boyer contact Photo Lab, Dr. Fox, School 67 City and others to obtain a spot off the city streets, seconded by Mr. Webb 68 and on unanimous voice vote the motion was carried. io Board of Works Minutes •Cont'd July 1 , 1976 Page 2 1 Mrs. Gay Sue Hub.bel l came to the Board seeking suggestions the City 2 might have to the problem of employee parking for Court House employees. 3 She suggested employees might be permitted to use the top floor of the 4 City Parking Garage at no cost. 5 6 Mr. Gene Warfield of Warfi'el d Oil , presented a letter to the Board from 7 his suppliers, stating a one cent (1 ) increase on all gasoline and - 8 motor supplies; therefore, his bid submitted for these products to the 9 Board at their June 24th meeting would have to show this increase. 10 11 Mr. George Webb presented a petition for a curb cut from Michael A. 12 Shipfl:ey, 22 No. 21st, which was originally presented in April and at that 13 time was denied. Traffic and Planning recommend denial of this re- 14 submission. Mr. Webb moved this petition be denied, seconded by Mr. 15 Meredith and on unanimous voice vote the motion was carried. 16 17 Mr. Webb presented a change order by Byron Ford Construction Co. in the 18 amount of. $.12,742.50 for the Performing Arts Center, to provide lighting 19 and sound system. Mr. Meredith moved acceptance of this change order, 20. Seconded' by-Mr. Webb. and on unanimous voice vote. the motion was carried. 21 22, . The Board -approved the fol lowing• Ordinances be presented to Common Council: 23 24 $30,000.00 for Rose City Bus Lines from Federal Revenue Sharing 25 • 26 $3,500.00 for Sanitary Sewer on Dana Parkway from Cumulative Capital 27 Improvement Fund (Cigarette Tax) 28 . 29 $9,300.00 for s.trai'ghtening out. of Dana Parkway and Williamsburg Pike 30 (extend Dana .Parkway and Forest Drive) from. 90% Local Road & Street 31 Fund• and 10% *Cumulative Capital Improvement Fund (Cigarette Tax) 32 33- There being no further business,- on motion duly made , seconded and passed, 34 the meeting was adjourned. 35. 36 • .
