BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 24, 1976
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session June 24, 1976 at the hour of 9:00 a.m. in the
3 Municipal Building in said City. Mr. Reinke presided with Mr. Meredith
4. and Mr. Webb present. The following business was had, to-wit:

6 Mr. Meredith. moved to approve the .minutes of the. previous meeting,
7 seconded by Mr. Webb and on unanimous voice vote the motion Was carried.

9 Mr. Loren Vance, Rose Festival Parade Co-Chairman, sent a request for
10 free parking at all -Ci:ty's: downtown parking lots and garage .on Sunday,
11 June. 27, 1976.

13 Mr. Webb moved approval of this request from 6 a.m. to 6 p.m. „seconded
14 by Mr. Meredith and on unanimous voice vote the motion Was carried.

16 Mr. Me Harold requested to block off Idl ewi,l d Drive from the intersection
17 of Mikan for 1/2 block North for July 4th for a block party from 10:00
18 a.m. to 8::0.0_ p.m. .

20 Mr. Meredith moved approval of this request, seconded by Mr.- Webb and on
21 unanimous voice vote the motion was .carried.

23 Mr. Paul Higgs, Business Manager of the -Palladium-Item sent a letter re-
24 questing the east-west alley connectingfNorth"Eleventh and Twelvth Streets
25 be made two-way. Capt. Loper recommends this request. Mr. Meredith moved
26 taking this matter under advisement until all property owners adjoining
27 this alley could be contacted, seconded by Mr. Webb and on unanimous
28 voice vote the motion was carried.

30 Capt. Loper reported he had checked the signs on the North 10th Street Park-
31 i:ng Lot and found them to be adequate.

III 33 A request from Common Council to investigate the need for a four-way stop.
34 on the,`N:orth end of the 20th Street Bridge was discussed. "Mr.: Meredith
35 recommended leaving the.-stops there until the project is completed and
36- more detailed study, can be made of their necessity, seconded by Mr. Webb
37 and on unanimous. voice vote the motion was carried.

39 Mr. Meredith moved to accept and file proof of publication for gasoline,
.40 deise.l fuel and Street Department materials , seconded by Mr. Webb and on
41 unanimous voice voteethe motion was; carried.

43 The following birds were received: Clark Oil Company; A&D Excavating Co. ,
44 Irving Materials, Inc. , Bitucote Products Co. , Warfi'eld Oil Co. , Inc. ,
45 Elstro Oil Products , Middleboro Stone Corp. , Richmond Concrete Corporation ,
46 American Aggregates Corporation, John Witt and Magaw Construction , Inc.

48 Mr. Webb moved John Witt's bid be rejected on the basis that it was not
49 properly submitted on Form A-95 nor accompanied by a bidder's check or
50 bond and all other bids be taken under advisement for study, sedonded
51 by Mr. Meredith and on unanimous voice vote the motion was carried.

53 Mr. Pierre Peters , Manager of the Corner Store at So. 5th and "A" , appeared
64 before the Board requesting the one (1) hour parking be removed from the
55 East side of South 5th Street. He has ten (10) partments above his store
56 and the tenants have no place to park since the starting of construction
III57 in 'the area. Capt. Loper of the Traffic Division will be requested to look
58 .into this: situation. Mr. Webb moved to table this request until a report
59 can be presented by the Traffic Division, seconded by Mr. Meredith and
.60: on unanimous voice vote the motion was. carri;e.d.

62. Mr. Ron Stoae.of E3elden Corporation noted that Belden has thirty-five (35)
63 or forty (40) people officed in the 600 Building in downtown Richmond. He
-64 would like to pursue the possibility of re§erved parking for these employes.
65 The Board will look into the matter, and report back to Mr. Stone.

1 Mr. Meredith presented a contract with Dover Elevator Co. for service co-
2 aye.ra9e. of the .two (2) elevator:s in the downtown parking garage at .a
3 cost of $225.0Q.

5 Mr. Meredith moved the. City enter into this contract, seconded by Mr.
6 Webb and on unanimous voice vote the motion was carried.

8 Mr. Meredith. presented a request of students from Dayton , Ohio to
9 paint house numbers on curbs at residences in the City. . Mr. Meredith
10 suggested local students might be. interested in this type project. Mr.
11 Meredith moved to take this, matter under advisement, seconded by Mr. Webb
12 and on unanimous voice vote the motion was carried.

14 Mr. Webb presented a curb cut request from William Holliday, #1 Richard-
15 son Court. Mr. Webb moved approval of this request, seconded by Mr.
16 Meredith. and on unanimous voice vote the motion was carried.

18 Mr. Bill Gervasi,o, American Consulting Engineers , reported to the Board
19 that the Traffic Safety Study being conducted by his company is 2 1/2
20 months ahead of schedule with 53%of the study completed. Mr. Gervasio
21 stated he hdd been informed of relocation of the bicycle routes and
22 therefore, it might 'be advisable to waist for route evaluation until the
23 B; cycle. Committee has selected their routes. . Mr. Gervasi,o stated that
24 the Federal Government will send a check to Mr. Meredith and American
25 Consulting Engineers will then submit, their claim.

27 There being no further business , on motion duly made , seconded and Passed,
28 the meeting was adjourned.
