HomeMy Public PortalAbout05-27-1976 070� BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF 'RI:CHMOND, - I:NDIANA, MAY 27, 1976 1 The Board of Public Works & Safety of the City of Richmond, Indiana, 2 met in regular session May 27, 1976, at the hour of 9:00 a.m. in the 3 Municipal Building in said City. Mr. Reinke presided with Mr. Meredith 4 and Mr. Webb present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous regular and 7 special meetings , seconded by Mr. Meredith and on unanimous voice vote 8 the motion was carried. 9 10 Dr. George Blakey, Richmond Bi:centenni:al ' Committee, requested permission 11 to place a time capsule on Municipal Building grounds west of the Free- 12 dom Fountain. The capsule will contain momentos- of the. City, will be 13 sealed, marked by a bronze placque and opened in fifty (50) years. The 14 ceremony will be at noon on July 4, 1976. ' 15 16 Mr. Webb moved approval of this request, seconded by Mr. Meredith and 17 on unanimous voice vote the motion was carried. 18 19 Mr. Reinke reported he had contacted two out of town taxi: cab-companies 20 on complaints of their operating in Richmond.without 'being licensed. 2] The companies have agreed to comply with Ordinance 1773-1959 of the City 22 of Richmond as of June 1 , 1976. 23 24 Mr. Webb presented Change Order No. 2 for the South 16th Street Detention 25 Basin which reduces fence quantity for a net decrease of $2,632.00. 26 27 Mr. Webb moved Change Order No. 2 be authorized, seconded by Mr. Meredith 28 and on unanimous voice vote the motion was carried. 29 30 Mr. Webb presented a curb cut request for the First Assembly of God, 315 31 National Road West. The Plan Department, Engineering Department and 32 Traffic recommend approval be granted with the following stipulations: 33 34 1 . Radius of east side of cut reduced to 5 feet. 35 2. Interior drive to be paved and 20 feet wide. - 36 3. Cut to be used as -entrance only. ' 37 4. Mouth of cut to be approximately 40 feet and it shall provide a 38 minimum of 6" of clearance between power pole and approach t(west 39 side). •- 40 5. Owner to post $700 bond before start of construction. 41 42 Mr. Meredith moved approval of request subject to stipulations set forth 43 by Engineer and subject to approval of State Highway Commission , seconded 44 by Mr. Webb and on unanimous voice vote the motion was carried. 45 , . 46 Chief Paul Mullin of the Richmond Fire Department requested $90,000.00 47 - from Revenue Sharing money to replace a twenty-six year old pumper. 48 49 The. Clerk will advertise this and receive bids for opening on July 8, 1976. 50 51 Mr. Webb moved Chief Mullin 's, request be granted, seconded by Mr. Meredith 52 and on unanimous voice vote the motion was carried. 53 54 Captain Loper reported that in answer to a complaint that statutory 20' 55 no parking was not in effect at N.W. "L" and Boyer, trees have been trimmed 5.6 and curb has been painted on all four corners back 20' . 57 58 Captain Loper presented a request from the Department of Natural Resources 59 to erect "Bicycle Route" signs at appropriate locations along Abington 60 Pike, south of S.W. "G" and along S.W. "G" , west of Abington Pike and 61 across College Avenue into the Earlham campus. 62 63 Mayor Dic;man commented he feels this should be cleared with the local 64 bicycle committee. ,7 ' Board of Works Minutes Cont'd , , May 27, 1976 Page 2 1 Mr. Meredith moved approval of this: request subject to approval- of the 2 bj'cycle committee, seconded by Mr. Webb and on unanimous voice vote 3 the motion was carried. 4 5 Captain Loper presented a request from Mr. Harry Greenlee of the Rose 6 Festival Committee to block the. 400 block of East. Main Street on 7 Saturday, June 26th from 3:30 to 5:30 for a Battle of Hoses which. is,in III 8 conjunction with the Rose Festival . 9 10 Mr. Meredith. moved approval of this request,: seconded by Mr. Webb and on 11 unanimous voice vote the motion was carried. 12 . , . - . . 13 Captain Loper presented a request from Robert Beck, 402 N.W. 5th Street, 14 to block. the 500 block of Peacock. Road on Sunday, August 1st, from 10:00 15 a.m. to 5:00 p.m. He recommended this request not be granted on Peacock 16 Road as it is heavily traveled. . 17 18 Mr. Meredith moved this request be denied, seconded by Mr. Webb and on 19 unanimous voice vote the. motion was carried. . . 20. . _ . 21 Captain Loper will inform Mr. Beck. of this ' deni:al , with the reasons. 22 23 Messrs. Jerry Haynes, William Hillard, Gary McFarland, Richard Smith and 24 Michael Elstro came before .the Board to request appointment as Special 25 Police Officers with powers limited to enforcing City Ordinance No. 2777- 26 1973, effective June 2nd through. November 15, 1976. 27 • 28 Mr. Reinke moved approval of these appointments, seconded by Mr. Meredith 29 and on unanimous voice vote the motion was -carried: . . 3Q 31 Mr. Dale Jacobs of Jacobs-Maze & Associates reported he had- reviewed the III32 bids received on May 21st for the Salisbury Road Sanitary Sewer. All 33 birds were in proper form and mathmatically correct. Eastern Indiana • 34 Asphalt Paving of Winchester, Indiana, is the lowest qualifed bid submitted. 35 - 36 Mr. Webb moved approval of Eastern Indiana Asphalt Paving subject to State 37 approval and subject to execution 'of agreement-with the County; seconded 38 by Mr. Meredith and on unanimous voice vote the motion was carried. 39 40 Bi'ds were accepted for removal of junk autos from the City impounding 41 area. . Mr. Reinke ordered proof of publication be filed. The following 42 bids were recorded: , 43 44 Salisbury Auto Parts & .Sales $35.01 per car 45 'Recycling Center 32.25 per car 46 47 Mr. Webb moved Salisbury Auto Parts bid be accepted, seconded 6y Mr. 48 . ' 'Meredith and on unanimous voice vote the motion was carried. 49 . 50 Mr. Dale Jacobs. presented curb cuts to be approved for Second National 51 Bank. as follows: 2 cuts off South 5th between Main and the service drive 52 and 1 double cut off South 6th between Main and the service drive.
