HomeMy Public PortalAbout05-20-1976 ,203 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RI:CHMOND, I:NDIANA,- MAY 20, 1976 • 1 The Board of Public Works & Safety of the City of Richmond, Indiana, . 2 met in regular session May 20, 1976, at the hour. of 9:00 w::m. in the 3 Municipal Building in said City. Mr. Reinke presided with Mr. Meredith 4 and, Mr. Webb present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting, seconded 7 by Mr. Meredith and• on unanimous voice vote the motion was carried: 8 9 Diana Brown and Nonia Jack requested ano parking area at N.W. "L" and 10 Boyer Street where cars are blocking vision at intersection. Since . 11 neither were present, Captain Loper was requested to look at the inter- 12 section and contact the petitioners. . _ . 13 14 Mr. Grant Spears and Mrs. Harriet Bard, representing the Library Board, 15 brogght before the. Board of Works the. following problems: • 16 17 1 . Parking is becoming a major problem for them and they would like 18 • the one. hour parking in the driveway South of the building . 19 enforced. This driveway is now being used by the public for 2- 20 way traffic, creating a traffic hazard. 21 2. The Library Board had an understanding with .the City as to the 22 use oaf ground north and south of the Library. In 1968 or 69 23 the City Engineer. negotiated with the Library .for land for turn- 24 ing lane on North A onto 5th Street and property west of the 25 old building. The Library Board was given, a verbal assurance 26 that there would be some land given to the. Library immediately 27 - south of the present building. 28 . 29 3. They would like the median on 5th to be shortened to lessen - 30 congestion in Library driveway. They will submit a sketch show- - 31 ing problems. III 32 33 • Captain Loper, Mr. Webb and Library representatives will look i:nto•situa- 34 t%on and try to alleviate traffic problems. 35 36 Captain Louis Gibbs requested the appointment of five persons., Jerry • 37 Haynes , William Hillard, Gary McFarland, Richard Smith and Michael Elstro, • 38 as Special Police Officers with powers limited to enforcing City Ordinance 39 No. 2777-1973, commonly known as the Street Sweeping Ordinance. 40 41 The Board took this matter under advisement until their scheduled special 42 meeting Friday, May 22nd. 43 . 44 Officer James. Haskins read his resignation from the Richmond Police De- 45 partment, to become effective May 23, 1976, at midnight. 46 -47 Mr. Webb moved approval of this resignation , seconded by Mr. Meredith and 48 on unanimous voice vote the motion was carried. . 49 50 Captain Gibbs recommended that William L. Shake be appointed Probationary 51 Patrolman of the Richmond Police Department, effective May 27, 1976. 52 53 Mr. Meredith moved approval of this appointment, seconded by Mr. Webb and 54 on unanimous; voice vote the motion was carried. 55 III56 Park. Superintendent, Don McBride and Department of Transportation Director, 57 Jerry Haynes request the transfer of RAT (Retired Adult Transportation) 58 from the Park Department to the Department of Transportation. This is a 59 . federally funded project and has 3 vehicles. The Park Board feels the 60 operation would be much more efficient through the Dept. of Transportation 61 as the vehicles would be stored at the City Garage which would alleviate 62 the taking of vehicles home by the drivers , the- vehicles would be properly 63 protected and properly supervised. -3 ° t7 Board of Works. Minutes Cont'd May 20, 1976 Page 2 1 Mr. Meredith moved approval of this transfer, seconded by Mr. Webb and 2 on unanimous: voice vote the motion was carried. 3 4 A letter was presented from Safe-Way Taxi at Connersville in regard to 5 them operating taxi service in Richmond. They have been hauling Penn- 6 Central Train Crews . Mr. Ph.i:lpot of Tags Taxi of Richmond complained 7 about the operating of the Connersville firm. Mr. Reinke will send a 8 letter to the Safe-Way Taxi informing them of the City Ordinance re- 9 gulating providing of taxicab service and requiring licensing of those 10 so doing. 11 • 12 Mr. Webb presented a curb cut request from Mr. Dave White at 1505 North 13 14 . 15 This matter was taken under advisement until the special meeting schedul- 16' e.d for Friday, May 22nd. ' . 17 18 Mr. Meredith announced the City h.as now funding approval for a van for 19 Weights and Measures. Kurdys-Brookbank Chevrolet presented the lowest 20 and best bid of $4,940.00 less deletion of air conditioning of $370.00 21 for a. cost of $4,570.00. 22 . 23 Mr. Meredith moved acceptance of the bid of Kurdys-Brookbank Chevrolet, 24 less air conditioning, seconded by Mr. Webb and on unanimous voice vote 25 the motion was carried. Mr. Reinke presided with Mr. Meredith 4 and Mr. Webb present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting, seconded 7 by Mr. Meredith and on unanimous voice vote the motion was carried. 111 8 9 Regarding St. Mary`.s request on vacation of the alley running through 10 their property, Chef Mullin, the. Police Department and the Department 11 of Sanitation reported no problem. Mr. Reinke will Trite to inform Mr. 12 Godsey that the Board is ready to act off this request when St. Mary is. 13 14 Mr. Robert Brooks from the Board of Aviation Commissioners submitted a 15 request for direction signs. to Richmond Municipal Airport. These signs 16 must meet State pecifi'cations. Captain Loper will get with Mr. Brooks 17 and make a report back to the Board on the cost and State approval . 1$ 19: Mr. Meredith reported the City rate on mileage to be paid on a per mileage (-20 - basis -h:as been low and in checking found the State and County are going 21 to fourteen cents (14' ) a mile, effective July 1 , 1976. 22 23 Mr. Meredith moved the. City change their mileage rate effective immediate- 24 ly to fourteen cents (T4t) a mile , seconded by Mr. Webb and on unanimous 25 voice vote the motion was carried. 26 27 Mr. f4ebb presented a request from the Street Light Committee to install 28 26 - 175 watt Mercury Vapor Post Top Street Lights on South 27th Street 29 from South nEft north to Southeast Parkway, for a net increase of $(1.i05.44 30 per month_, and, 1- 250 watt Mercury Vapor Street Light on Wood Pole on 31 South 22nd Street, south of "L" for $6.07 per month. 32 III33 Mr. Webb Moved to approve this request from the Street Light Committee, 34 seconded by Mr. Meredith and on unanimous voice vote the motion was 35 carried., 36 37 :Chief Paul Mullin recommended the appointment of Mr. Edward Kenney and 38 Mr. Franklin DeVito to the Fire Department as probationary firefighters, 39 effective May 13, .1976. 40 41 Mr. Meredith moved. approval of these appointments , seconded by Mr. Webb 42 and oh unanimous voice vote the motion was carried. 43 44 Mr. Meredith reported the present contract for bench ads has expired. 45 He has contacted various advertising agencies in Richmond and the only 46 one showing interest is Bench Ads: of Indiana, Inc. 47 48 Mr. Meredith moved renewal of contract on the same basis as last year, 49 seconded by Mr. Webb andon unanimous voice vote the motion wascarried. 50 51 Mr. Webb reported that on December" 18, 1975 bids were received for the 52 detention basin on South '16th Street and at that time contract documents 53 were not completed as the. State had not approved. Bids had minimum time 54 of thirty (30) days. Approval was: made on February 23, 1976. On May 3, 55 1-976 the consulting engineering firm gave permission to start construction. 56 . The low bidder was contacted and refused the. contract on May 6 , 1976. III57 After consultation , it was decided to elect to go to the #2 bidder, which 58 is A & D Excavating. They are willing to go with their bid price. The 59 consulting engineer firm has gone through documents and they state every- 60 thing Is in order and contractor is qualified to do the work. 61 62 Mr. gebb moved giving contract to A &. D Excavating at bid price of 63 ' $212,996.56"., seconded by Mr. Meredith and on unanimous voice vote the 64 motion was carried. Arlace D. Moore, owner. of A & D Excavating is present 65., to sign the contract. Construction will begin immediately. '�J Board of Works Minutes Cont'd May 13, 1976 Page 2 1 Mr. Dale Jacobs of Jacobs and Maze presented addendum No. 1 for the 2 Salisbury Road Sanitary Sewer project. . 3 4 Mr. Meredith moved approval of addendum #1 , seconded by Mr. Webb and 5 on unanimous voice vote the motion was carried. 6 7 Mr. Mi:ke. Herold, Idlewild. Drive, requested permission to block Idlewi`ld 8 Drive from Mikan to Capri on Mom. 30 from 10:30 a.m. to 9:00 p.m. for 9 a block. party. Moveable barricades will be used.
