HomeMy Public PortalAbout04-29-1976 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RI`CHMOND, INDIANA, APRIL 29, 1976 -_ 1 The Board of Public Works & Safety of the_'.City of Richmond, Indiana, met 2 in regular session April 29, 1976, at the hour of 9:00 A.M. , in the 3 Municipal Building i:n said City. Mr. Reinke presided with M . Meredith 4 and Mr. Webb present. _The following business was had, to-wit: 5 III6 Mr. Meredith moved to approve the minutes of the previous meeting, 78 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 9 Rex Rakow submitted hi:s:. resignation from the Richmond Police Department, 1Q to be'.effe.ctiye May 6, 1976, to accept a job offer from the Greater Egypt 11 Regional Planning and Development Commission in Carbondale, Illinois, as 12. a Police Training Specialist. 13 14 Upon the recommendation of Chief Louis Gibbs:, Mr. Meredith moved to 15 approve this resignation, seconded by Mr. Webb and on unanimous voice vote 16 the motion was carried. 17 18 Chief Gibbs recoiiuuended the appointment of Marc Andre McDugle as Proba- 19 tionary Patrolman on the. Richmond Police Department effective May 6, 1976. 20 21 Mr. Webb moved approval of this appointment, seconded by Mr. Meredith 22 and on unanimous voice vote the motion was carried. 23 . 24 Mr. Ti:m Ryder, Community Development,, presented Resolution 8-1976 - A 25 RESOLUTION OF THE: BOARD OF PUBLIC WORKS, CITY OF RICHMOND, INDIANA, -DE- 26 PARTMENT OF COMMUNITY DEVELOPMENT AUTHORIZING THE DEPARTMENT OF COMMUNITY 27 DEVELOPMENT TO CONTRACT FOR SERVICES FOR A FEASIBILITY STUDY OF ELDERLY 28 AND HANDICAPPED ROUSINGIN THE STARR HISTORIC AREA. Mr. Ryder requested 29 authorization to sign a contract with a firm to do this study with a 30 monetary limit of -$5,000. III 31 32. Mr. Meredith moved approval of Resolution 8-1976, seconded by Mr. Webb 33 and on unanimous voice vote the motion was carried. 34 35 Mr. Robert Rees, Commercial Manager of RP&L and the Street Light Committee 36 of Common Council , proposed the following: 37 38 1 . Four new street lights: be installed and one relocated on No. 36th 39 street, at a monthly rate of $24.28. 40. 2. Four lights be installed on South 14th Street between "U" 'Street 41 and the City Limits; and one light on South "U" Street between 13th 42 and, 14th, at a monthly rate of $30.35. 43 44 Mr. Webb moved approval of street light installations, seconded by Mr. 45 Meredith and on unanimous voice vote the motion was carried. 46 47 Mr. Webb received a letter from Henry Gardner, Wayne County Highway 48 Engineer, stating 5 ton :gross' weight signs should be installed at Structure 49 Way 33 located on Whitewater Blvd. 0.2 miles N.E. of .Richmond Avenue. 50 51 Mr. Webb moved installation of signs , seconded by Mr. Meredith and on 52 unanimous voice vote the motion was carried] 53 54 Mr. Rei,nk.e announced there will be a hearing in Indianapolis Monday, May 55 3_, at which the City and the public counsel will introduce their evidence 56 concerning a water rate increase.' There will be a public hearing on May 57 5 at the Common Counti:l Chamberss starting at 2:00 P.M. , giving everyone 58 there .a chance to speak and then adjourning to reconvene at 5:00 P.M. 59 ThIs• meeting is scheduled at the request of the City and any citizen may 60 attend and speak at this, meeting: 'Anyone 1nterndidto speak is requested E;1, to c :]l the City Attorneys -office at the City Bui;ldi`ng. Page 2 • • 1 The date for the auction of 13 city-owned vehicles is Wednesday, May' 2 19, at 10:00' A.M. at the impounding area of the Department of Trans- 3 portation. There are., also, approximately sixty (60) additional, 4 vehicles at the impounding area which. the Board will advertise for 5 bids. 6 7 Mr. Meredith moved to advertise and accept bids on these vehicles, - 8 seconded by- Mr. Webb and on unanimous voice vote the motion was carried. . 9 10 A Cable, TV rate. increase was, made sometime in the latter part of last= 11 year and approved by the. Board of Works in December, 1975 and sent .to • 12 Common Council for action: Th.e Board must sign and approve any change 13 in rates. The. Cable Co. went into the movie business without 'any 14 authorization or' contract with the City. On revenue they have to.. pay a 15. percentage to the City. - At the hearing at Council , a statement was made 16 by the representatives of Cable that the City had the right to increase 17 or decrease rates. In previous years Cable has paid percentage of 18 gross revenue. to the City but sole.ly on service charges from...monthly 19 bills. An Amendent to Franchise Agreement between the. City and. Cable . 20 TV was prepared and presented to the Board by Mr. Reinke. • 21 22 Cable. TV is to pay -the City four percent (4%) of gross revenue with the 23 exceEti;ons of installation services. This includes revenues from ad- 24 verttsing and movies. Cable agrees. to pay this and clarified in writing 25 that the Cty. does have the power to decrease as well as ' increase rates 26 and regulate charges. 27 28 Mr. Webb moved execution of document with' Cable TV, seconded by Mr. 29 . Meredith and on unanimous voice vote the motion was carried. 30 31 There being no- further business on motion duly made,aseconded and passed 32 the meeting was adjourned. 33 34 Robert L.
