BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 8, 1976
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session April 8, 1976, at the hour of 9:00 A.M. in the
3 Municipal Building in said City. Mr. Reinke presided with Mr. Meredith
4 and Mr. Webb present. The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting, seconded
III 7 by Mr. Meredith and on unanimous voice vote the motion was carried.

9 Pastor Heedlie Cobb of First United Methodist Church came before the
10 Board to request approval for their Youth Fellowship to conduct two
11 paper drives for Saturday, April 24 and Saturday, May 8, between the
12 hours of 8:00 .A.M. and 5:00 P.M. Captain Loper suggested trucks collect-
13 ing paper should use their flasher lights and stop at curbs for pickup.

15 Mr. Webb moved approval of this request, seconded by Mr. Meredith and
16 on unanimous voice vote the motion was carried.

18 Mr. Ed Nicholson presented a request to hold a Farmers' Market on the
19 City Parking Lot from July 3 until a further order of the Board from
20 8:30 a.m. to 1 :00 p.m. The Board recommended that sellers be basically
21 limited to home-grown items rather than items bought wholesale and sold
22 retail.

24 Mr. Meredith moved approval of this request, seconded by Mr. Webb and on
25 unanimous voice vote the motion was carried.

27 Mr. Ed Cleary brought a petition for permission to construct a sanitary
28 sewer on Park. Wood Drive, which will be located between curb and property
29 line 10', wide and adjacent to south line of Lot #9 Park Woods Estates Sub-
30 Division, in accordance with City of Richmond specifications. Sewer ditch
III31 will be backfilled with granular material (gravel ) . Condition of street
32 will be restored to existing condition and to be maintained by Owner of
33 Lot #10.

35 Mr. Webb moved permission be granted, which would be for City property
36 only, seconded by Mr. Meredith and on unanimous voice vote the motion was
37 carried.

39 Chief Paul Mullin recommended the promition to Captain , effective April
40 8, 1976, of Lt. Charles Carroll , Lt. James Ghearing, Lt. Melvin Ponder,
41 Lt. Donald Ashenfelter, Lt. Lewis Lakes and Lt. Cleal Rheuble.

43 Mr. Meredith moved approval of this request, seconded by Mr. Willis and
44 on unanimous voice vote the motion was carried.

46 Mr. Meredith reported the following as per requests given him at Common
47 Council:
48 1. Mrs. Nellie Harris' complaint of gasoline fumes in the 800-
49 900 block of No. "H" and No. "I Mr. Barker, owner of a
50 filling station at No. 10th and "I" , is going to re-line
51 all tanks at this station. The Fire Department is handling
52 flushing operations.
53 2. Mr. Webb will report to Council on the sewer used in the
54 detention basin.
55 3. Mr. Meredith will check on the situation of a sewer installa-
III56 tion on So. "L" between 20th and 22nd.
57 4. Mr. Reinke will send a letter to the Firefighters Union
58 asking that Art. XI of their contract be negotiated to have
59 firemen voluntarily take an increase to 60+ hours; hire
60 civilian personnel to man radio communication facilities;
61 change expiration date of contract as it presently stands
62 so it expires some other year rather than an election year.

1 Mr. George Webb, Mr. Robert Goodwin and Capt. Scott Loper'presented
2 requirements for curb cut specifications to be kept on file in the
3 Engineer's office and Clerk's office for the convenience of persons
4 requesting curb cuts. The application for curb cuts is on file in the
5 Engineers's office. The expressway requirement will be deleted.

7 Mr. Meredith moved adoption of these requirements , seconded by Mr. Webb
8 and on unanimous voice vote the motion was carried.

10 Chief Louis Gibbs recommended Officer Harold Raver be advanced from the
11 rank of Probationary Patrolman to that of Patrolman First Class on the
. 12 Richmond Police Department, effective April 9, 1976. .

14 Mr. Meredith moved this recommendation be approved, seconded by Mr. Webb ,
15 and on unanimous voice vote_ the motion was carried.

17 Mr. James White requested permission for a curb cut at 1310 N.W. 19th
18 Street. Mr. Webb moved approval of this curb cut subject to final
19 approval by traffic, planning and engineering, seconded by Mr. Meredith
20 and on unanimous voice vote the motion was carried.

22 There being no further business, on motion duly made, seconded and
23 passed, the meeting etas adjourned.'
