HomeMy Public PortalAbout04-01-1976 fgs- BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 1 , 1976 1 The Board of Public Works and Safety of the City of Richmond, . 2 Indiana, met in regular session April 1 , 1976, at the hour of 3 9:00 a.m. , in the Municipal Building in said City. Mr. Meredith 4 presided with Mr. Webb present. Mr. Reinke was out of town. 5 The following business was had, to-wit: 6 III 7 Mr. Webb moved to approve the minutes of the previous meeting, 8 seconded by Mr. Meredith and on unanimous voice vote the motion 9 was carried. 10 11 Mr. Ed Cleary appeared before the Board to request an easement for 12 sewer in Park Wood Estates (lot 10 to lot 9) off North 31st Street. 13 14 Mr. Webb asked for deferring action on this proposal until the 15 Engineering Department has had an opportunity to go over this plan , 16 which needs dedication of easement to protect the City. 17 18 Mr. Webb moved taking this matter under advisement, seconded by Mr. 19 Meredith and on unanimous voice vote the motion was carried. 20 21 Mr. Meredith moved the Board of Works approve installation of 22 one (1) Indiana WATS line to be terminated at the switch board and 23 operator controlled, seconded by Mr. Webb and on unanimous voice 24 vote the motion was carried. 25 26 Mr. Meredith reported contracts With General Telephone concerning 27 pay phones they have installed at 7th and Promenade, 9th and 8th and 28 Promenade, and a double booth at 7th , which includes one wheel- 29 chair height. Their- agreements are for pay phones that are in- 30 stalled on City of Richmond property and General Telephone agrees 31 to pay 10% of monies collected if the pay phones have an average III32 collection over a. six (6) month period of over $50.00 per month. 33 34 Mr. Meredith moved entering contracts with General Telephone , 35 seconded by Mr. Webb and on unanimous voice vote the motion was 36 . carried. 37 38 Mr. Tony Michael came before the Board to request permission for 39 a ride-a-bike marathon for retarded children to be held Sunday, 40 April 25th at 1 :00'p.m. as established by Gov. Bowen. This marathon 41 is sponsored by the Indiana State Teacher's Association and the 42 Indiana Retarded Citizens, and is being done through schools. Eighty 43 percent (80%) of the proceeds will stay in Wayne County and will be 44 given to Green Acres School and Crestdale Learning Center. 45 . 46 ' Mr. Meredith moved approval for ride-a-bike , seconded by Mr. Webb 47 and on unanimous voice vote the motion was carried. 48 49 Mr. Webb reported that the contract for the detention basin by 50 Steeg '& Assoc. is being reviewed by the attorney. There are two 51 (2) major considerations: wage rates and clear delineation of 52 ' insurance responsibility._6TheJ oontracteshou:l d-bei in the mail 53 today and as soon as the City receiwes.'it, it willibe reviewed 54 and there will be a special Board of Works meeting to approve and III55 get that project underway. 56 57 Mr. Tom Raper of Tom Raper Sales came before the Board to discuss 58 his request for curb cuts on Northwest corner land that fronts on 59 N.W. "V" and Williamsburg Pike. The petition ,requests five (5) 60. cuts - three (3) on N.W. "V" and two (2) on Williamsburg Pike. It 61 is recommended by the Engineer's Office, the Plan Director and the 62 Traffic Division to deny these cuts. /go • Board of Works Minutes Cont'd April 1 , 1976 Page 2 1 Mr. Webb moved this petition by Tom Raper Sales be denied, 2 seconded by Mr. Meredith and on unanimous voice vote the motion 3 was carried. 4 5 Chief Louis Gibbs of the Richmond Police Department recommended 6 (upon recommendation of the Park Superintendent) James R. De- 7 Laura be appointed Special Police Officer of the Richmond Police 8 Department with enforcement duties in any Park, so designated 9 by the Park. Superintendent. 10 11 Mr. Meredith moved recommendation of appointment of Mr. DeLaura 12 be approved, seconded by Mr. Webb and on unanimous voice vote 13 the motion was carried. 14 15 City Engineer George Webb presented a request from Robert & 16 Verna Thomas of 233 Cartwright Drive for a curb cut at 233 17 Cartwright Drive. The Traffic' Division' recommends approval of 18 this request. 19 20 Mr. Meredith moved this 'requestt '=..for c.urb'2cut:•be_`.grantel 21 seconded by Mr, Webb and on unanimous voice vote the motion was 22 carried. 23 24 Mr. Duncan McKinnis, Public Relations , Richmond Chamber of 25 Commerce, appeared to request permission for an industrial display 26 in the City Building. 27 ' 28 Mr. Meredith moved permission be granted for Chamber of Commerce . 29 to place an industrial display on the second floor in the center 30 area with stipulation that this display not obstruct foot traffic:_ 31 or create a hazard for the general public-in said building,• 32 seconded by Mr. Webb and on unanimous voice vote the motion was 33 carried. ' 34 • 35 A letter was read from Pastor Heedlie Cobb of the First United 36 Methodist Church, requesting the approval of the Board for two 37 paper drives for Saturday, April 24th and Saturday, May 8th, 38 between the hours of 8:00 a.m. and 5:00 p.m. to be conducted by 39 the Youth Fellowship. 40 41 There being no one present to speak for this request, Mr. 42 Meredith moved the request be taken under. advisement, seconded 43 by Mr. Webb and on .unanimous voice vote the motion was carried. 44 45 Building Commissioner Charles Roberts submitted the report from 46 his department for the month of March , 1976. 47 48 Mr. .Meredith moved approval of this report, seconded by Mr. Webb • 49 and on unanimous voice vote the motion was carried. • 50 51 Mr. Webb moved Richmond Power & Light be permitted to move four 52 (4) light poles for construction 'of .Williamsburg Pike project, 53 seconded by Mr. Meredith and on unanimous voice vote the motion 54 was carried. 55 '56 The Clerk will notify Mr. Robert Rees of RP&L of this approval . 57 58 ' ' There being no further business, on motion duly made, seconded and 59 passed, the meeting Was adjourned. 60 • ' 61 Dorval d Meredith 62 Acting.
