HomeMy Public PortalAbout01-22-1976 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 22 , 1976 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session January 22, 1976 at the hour of 9:00 A.M. in 3 the Municipal Building in said City. Mr. Reinke presided with Mr. 4 Willis and Mr. Meredith present. The following business was had, to-wit: 5 6 Mr. Willis moved to approve minutes of the previous meeting, seconded 7 by Mr. Meredith and on unanimous voice vote the motion was carried. 8 9 Captain Scott Loper of the Traffic Safety Department again requested 10 that the Service Drive located on the south side of the new parking 11 garage be restricted to the use of city owned buses and emergency 12 vehicles only. This is not a dedicated street or alley. 13 14 Mr. Willis moved the adoption of this , seconded by Mr. Meredith and 15 on unanimous voice vote the motion was carried. 16 17 Captain Loper then asked permission to remove stop sign at the end 18 of this passage, which was denied. 19 20 Mr. Harry Voyles, Readmore Book Store, was in attendance to speak 21 against the above action. 22 23 Mr. Willis moved to deny request to remove parking spaces, seconded by 24 Mr. Meredith and on unanimous voice vote the motion was carried. 25 26 More equipment has been put in the police radio room, which creates 27 more heat. They have had difficulty with the air conditioning unit. 28 The heat will damage the equipment. They request $800.00, which will 29 be taken out of Board of Works budget, to ventilate radio room. This 30 will be cooled with outside air instead of an air conditioner. This 31 will be a low maintenance type operation. 32 33 Fire Chief Mullin presented the following certificate of Honorable 34 Mention: 35 36 On January 8, 1976, we had a fire at K.B. Laminates on N.W. 37 "K" Street. When we arrived, we found the building fully 38 involved. 39 40 Engineer Dean Bishop took a hose line 'and crawled through dense 41 smoke to get at the hottest spot of the fire , as is our 42 procedure. While doing this , he came in contact with a 440 43 volt line of electricity. Dean was severely shocked and receiv- 44 ed a lacerated forehead. Firefighter Al Bowen , hearing Dean 's 45 screams , went in and dragged the semi-conscious firefighter 46 out of the building. In doing so , he was also overcome by 47 smoke and hospitalized. 48 49 In our opinion , Firefighter Dean Bishop would not be here today, 50 had it not been for Al Bowens ' courageous act. 51 52 It seems today, that the word "thanks" is all too often forgotten. 53 So, Al Bowen , please accept this certificate of Honorable Mention, 54 and thanks for a job well done. 55 56 Mr. Meredith moved that a copy of this certificate be made a part of 57 the minutes , seconded by Mr. Willis , and on unanimous vOice vote the 58 motion carried. 59 60 Tim Ryder, Director of Community Development, presented the following 61 resolution - RESOLUTION OF THE BOARD OF PUBLIC WORKS ADOPTING LOCAL 62 POLICIES ON UNIFORM RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION 63 PURSUANT TO TITLE I OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 64 1974. /6, Board of Works Minutes Cont'd January 22, 1976 Page 2 1 Mr. Meredith moved adoption of this resolution , seconded by Mr. 2 Willis and on unanimous voice vote the motion was carried. 3 4 Captain Loper reported that Parents Without Partners of Richmond 5 wish to withdraw their request for road blocks to collect for the 6 March of Dimes on February 7th and 8th. 7 8 Mr. Meredith moved request be withdrawn, seconded by Mr. Willis 9 and on unanimous voice vote the motion was carried. 10 11 There being no further business, on motion duly made , seconded 12 and passed, the meeting was adjourned. 13 14 Robert L.
