the Municipal Building in said City. Mr. Reinke presided with Mr.
Willis and Mr. Meredith present. The following business was had, to-wit:

Mr. Willis moved to approve minutes of the previous meeting, seconded
by Mr. Meredith and on unanimous voice vote the motion was carried.

Captain Scott Loper of the Traffic Safety Department again requested
that the Service Drive located on the south side of the new parking
garage be restricted to the use of city owned buses and emergency
vehicles only. This is not a dedicated street or alley.

Mr. Willis moved the adoption of this , seconded by Mr. Meredith and
on unanimous voice vote the motion was carried.

Captain Loper then asked permission to remove stop sign at the end
of this passage, which was denied.

Mr. Harry Voyles, Readmore Book Store, was in attendance to speak
against the above action.

Mr. Meredith and on unanimous voice vote the motion was carried.

More equipment has been put in the police radio room, which creates
more heat. They have had difficulty with the air conditioning unit.
The heat will damage the equipment. They request $800.00, which will
be taken out of Board of Works budget, to ventilate radio room. This
will be cooled with outside air instead of an air conditioner. This
will be a low maintenance type operation.

Fire Chief Mullin presented the following certificate of Honorable
Mention:

On January 8, 1976, we had a fire at K.B. Laminates on N.W.
"K" Street. When we arrived, we found the building fully
involved.

Engineer Dean Bishop took a hose line 'and crawled through dense
smoke to get at the hottest spot of the fire , as is our
procedure. While doing this , he came in contact with a 440
volt line of electricity. Dean was severely shocked and receiv-
ed a lacerated forehead. Firefighter Al Bowen , hearing Dean 's
screams , went in and dragged the semi-conscious firefighter
out of the building. In doing so , he was also overcome by
smoke and hospitalized.

In our opinion , Firefighter Dean Bishop would not be here today,
had it not been for Al Bowens ' courageous act.

It seems today, that the word "thanks" is all too often forgotten.
So, Al Bowen , please accept this certificate of Honorable Mention,
and thanks for a job well done.

Mr. Meredith moved that a copy of this certificate be made a part of
the minutes , seconded by Mr. Willis , and on unanimous vOice vote the
motion carried.
