BOARD OF PUBLIC WORKS &` SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 11 , 1975
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met in regular session December 11 , 1975 in the
3 Municipal Building in said City . Mr . Burton presided with
4 Mr . Judge and Mr . Willis present . The following business was
5 had to-wit :

7 Mr . Willis moved to approve the minutes of the previous
8 meeting , seconded by Mr . Judge and on unanimous voice vote
9 the motion was carried .

11 Capt . Scott Loper presented the following letter from
12 Joseph Humel , District Maintenance Engineer of the Indiana
13 State Highway Commission :

15 An inspection was made on October 31 , 1975 of the
16 10th Street Overpass (US 27) in Richmond by Mr . Bettge ,
17 Engineer in Bridge Design and Mr . Steve Armstrong,
18 Assistant Engineer in the Greenfield Maintenance .

20 As a result of the inspection , this bridge was placed
21 in a program to be repaired . The repair recommended
22 was a new deck and cap repair . Normal maintenance will
23 be performed until the major repairs are made .

25 Thank you for your suggestion and interest in State
26 Highway facilities .

28 Capt . Loper also presented the following resolution from
29 the Indiana State Highway Commission regulating speed at
30 U . S . 40 (National Road West) :

32 All traffic on U . S . 40 (National Road West) from a
33 point 170 feet west of S .W. 18th Street to Porterfield
34 Ave . , a distance of approximately 2400 feet . Existing
35 sones - 35 and 45 MPH .

37 All traffic on U . S . 40 (National Road West) from
38 Porterfield Avenue to a point 1000 feet west of Salisbury
39 Road , a distance of approximately 2700 feet . Existing
40 zones - 45 and 55 MPH.

42 All traffic on US 40 (National Rd . West) from a point
43 1000 feet west of Salisbury Road to a point 1000 feet
44 west of Round Barn Road , a distance of approximately
45 4800 feet . Existing zone - 55MPH.

47 Mr . Judge moved to approve the resolution regulating speed
48 at U . S . 40 (National Road West) , seconded by Mr . Willis and
49 on unanimous voice vote the motion was carried .

51 Mr . Burton moved to take under advisement a request from
52 Fire Chief John Newland to install a fire hydrant at the
53 Rich Road and Mendleson Road intersection , seconded by Mr .
54 Judge and on unanimous voice vote the motion was carried .

56 Mr . Willis moved to approve Change Order No . 5 for the
57 construction of Williamsburg Pike in the amount of $2 , 005 . 92
58 for high-early strength concrete , seconded by Mr . Burton and
59 on unanimous voice vote the motion was carried .

1 Mr . Burton moved to accept Dedication for the purpose
2 of a public street and Quit-Claim Deed for a parcel of
3 land at the intersection of Wayne Division Indian Head
4 and Dana Corp . , Dedication from Arlace Moore D/B/A A &D
5 and Quit-Claims to Arlace Moore D/B/A A & D Excavating,
6 seconded by Mr . Willis and on unanimous voice vote the
7 motion was carried .

9 Mr . Burton moved to accept Dedication from Midwest
10 Investment & Development Company to the City of Richmond
11 a parcel of real estate located at Winding Ridge Drive
12 for the purpose of a public street , seconded by Mr . Willis
13 and on unanimous voice vote the motion was carried.

15 Mr . Judge moved to advertise for bids to be taken for two
16 1976 Police Equipped Solo Motorcycles to be received on
17 December 31 ,1975 at the hour of 9 : 10 a .m. , seconded by
18 Mr . Burton and on unanimous voice vote the motion was carried.

20 Mr . Burton set the time for the last two Board of Works
21 meetings as follows : Wednesday, December 24 , 1975 at 9 : 00 a.m.
22 and Wednesday December 31 , 1975 at 9 : 00 a .m. due to the
23 holidays .

25 Mr . Judge moved to send a resolution to Council to transfer
26 $750 . 00 in the Board of Works budget , seconded by Mr . Burton
27 and on unanimous voice vote the motion was carried .

29 Mr . Judge moved to submit to Council an ordinance to transfer
30 $90 . 00 in the Controller ' s budget , seconded by Mr . Burton
31 and on unanimous voice vote the motion was carried .

33 Mr . Judge moved to sent a resolution to Council to transfer
34 $61 . 00 in the Police budget , seconded by Mr . Burton and
35 on unanimous voice vote the motion was carried .

37 Mr . Judge moved to submit an ordinance to Council to transfer
38 $100 . 00 in the Parking Meter Budget , seconded by Mr . Burton
39 and on unanimous voice vote the motion was carried.

41 Mr . Judge reported as a matter of information a transfer of
42 $925 . 00 in the Air Port Budget .

44 Mr . Judge moved to submit to Council an ordinance to transfer
45 $578 . 00 in the Street Department budget , seconded by Mr. Burton
46 and on unanimous voice vote the motion was carried .

48 There being no further business on motion duly made , seconded
49 and passed , the meeting was adjourned .
