HomeMy Public PortalAbout11-13-1975 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 13, 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session November 13, 1975 at the hour of 9:00 A.M. in 3 the Municipal Building in said City. Mr. Burton presided with Mr. 4 Judge and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Judge moved to approve the minutes of the previous meeting, seconded 7 by Mr. Willis and on unanimous voice vote the motion was carried. 8 9 Mr. Burton moved to grant permission for Major Chesnut to attend the 10 Indiana Attorney General 's Conference with the Prosecuting Attorney, 11 Gerald E. Surface, December 3 & 5, 1975 at the Marriott Inn, in 12 Indianapolis, seconded by Mr. Judge and on unanimous voice vote the 13 motion was carried. 14 15 City Attorney, Robert Burton, examined proof of publication for Declara- 16 tory Resolution No. 7-1975 to vacate an alley and found it to be in 17 order. 18 19 Mr. Burton moved to accept and file proof of publication for Declaratory 20 Resolution No. 7-1975, seconded by Mr. Judge and on unanimous voice 21 vote the motion was carried. 22 23 John Harlan, Attorney, representing Oberle-Jordre appeared for the 24 vacation stating they intend to fence in this area which lies west of 25 the 700 block of Sheridan. 26 27 Mr. Willis moved to adopt Confirmatory Resolution to vacate the alley 28 located west of the 700 block of Sheridan, seconded by Mr. Judge and 29 on unanimous voice vote the motion was carried. 30 31 Mr. Burton moved to reserve seven spaces in the North 10th Street parking 32 lot for General Telephone Company trucks at the rate of seven dollars 33 ($7.00) per month per stall , 24 hours per day with notice to be posted, 34 "violators will be towed away" during the period of construction of 35 the new General Telephone Building, seconded by Mr. Judge and on unani- 36 mous voice vote the motion was carried. 37 38 Leslie Hiller's request to sell fruit on the promenade was referred to 39 the Park Board. Mr. Hiller is to call Mr. Burton after the Park Board 40 meeting in order for his request to appear on the agenda for next week. 41 42 Mayor Charles A. Howell appeared before the Board to request an addi- 43 tional appropriation for the excavating, landscaping and fencing of a 44 detention basin on South 16th Street. He said Wernle Home has agreed 45 to deed over to the City 27.38 acres that could be used for recreation 46 after the land scaping is finished. There would be enough land for 47 180 parking stalls , two tennis courts, a full size football field and 48 two softball diamonds. 49 50 Mr. Willis explained the basin would be landscaped to allow for a 51 60 ft. high ski slope. 52 53 Mr. Judge moved to submit to Council an ordinance appropriating $244,000.00 54 from the Cumulative Storm Sewer Fund and $229,000.00 from the Cigarette 55 Tax fund for this improvement, seconded by Mr. Burton and on unanimous 56 voice vote the motion was carried. 57 58 Mr. Burton moved to sign an agreement with John E. Simons, Architect, 59 to construct a pedestrian skywalk over South 8th .Street from the 60 Richmond Parking Garage to the Knollenberg Dept. Store, seconded by 61 Mr. Judge and on unanimous voice vote the motion was carried. 62 63 64 65 66 /BAP Board of Works Minutes November 13, 1975 Page 2 1 Knollenberg's will pay 50 percent of the cost. 2 3 Mr. Burton moved to sign an agreement with John E. Simons, Archi- 4 tect, to construct a pedestrian skywalk over South 7th Street from 5 the Richmond Parking Garage to the Elder-Beerman Dept. Store, 6 seconded by Mr. Judge and on unanimous voice vote the motion was 7 carried. 8 9 Elder-Beerman will pay 50 percent of all costs. 10 11 Mr. Burton moved to approve dedication of land extending South 12 29th Street, seconded by Mr. Willis and on unanimous voice vote the 13 motion was carried. 14 15 Mr. Burton moved to approve sale of the following unused test 16 equipment for radio repair which is in storage, seconded by Mr. 17 Judge and on unanimous voice vote the motion was carried. 18 19 1 - S1052B DC VTVM Voltmeter $ 135.00 20 1 - Triplet model 850 VTVM 10.00 21 1 TU546 Test Set 122.00 22 1 - TEK lA Tone Generator 20.00 33 1 - Electro model PS 30 Power Supply 20.00 24 1-Bird model 43 Wattmeter with 2 Elements. 28.00 25 . 1-Eico model 950 Capacitor Analyzer 10.00 26 27 $ 345.00 28 29 Mr. Willis moved to sign contract modification Agrement No. 2 regarding 30 the 20th Street Bridge in the amount of $10,866.60, the City to pay 31 50 percent of the amount, seconded by Mr. Burton and on unanimous 32 Voice vote the motion was carried. 33 34 Claude E. Goins 9 Building Commissioner 10 11 12 Mr. Judge moved to submit to Council an Ordinance to transfer 13 $1 ,450.00 in the Fire Department Budget, seconded by Mr. Burton and 14 on unanimous voice vote the motion was carried. 15 16 Mr. Judge moved to submit to Council an ordinance to transfer 17 $5,940.00 in the Board of Works Budget, seconded by Mr. Burton and 18 on unanimous voice vote the motion was carried. 19 20 Mr. Judge moved to submit to Council an additional appropriation 21 in the amount of $32,200.00 in the Board of Works budget, seconded 22 by Mr. Burton and on unanimous voice vote the motion was carried. 23 24 Mr. Judge reported ordinances will be sent to Council to appropriate 25 the following from Revenue Sharing Funds: $22,000 for Rose City 26 Bus Lines , $64,000 for Police Salaries and $30,000 for Street Materials. 27 28 There being no further business on motion duly made, seconded and 29 passed, the meeting was adjourned. 30 31 32 Robert Burton 33 President 34 35 ATTEST: Margaret Mellen 36 Clerk of the Board 37 38 39 40 41
