HomeMy Public PortalAbout10-23-1975 /7- 3 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND , INDIANA, OCTOBER 23 , 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session October 23, 1975 at the hour of 9:00 a.m. in 3 the Municipal Building in said City. Mr. Burton presided with Mr. Judge 4 and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Judge and on unanimous voice vote the motion was carried. 8 Safety Director,. Donald Strahan, reported on the meeting of the Mayor's 9 Safety Commission with Lin Sadler, of the State Highway Commission, 10 Greenfield District. We came to an agreement with their recommendation 11 to reduce the speed to 35 miles per hour at the West side Plaza and 12 extended on out to the Salisbury Road. 13 14 Some of the other projects discussed was the possibility of putting 15 in a left turn lane at the median at the Garwood Road intersection and 16 the removal of the median strip at, the Winding Ridge Drive intersection. 17 18 Mr. Burton moved to have the Clerk send a letter to Mr. Hoover to 19 request an inspection be made of the North 10th Street Overpass (U.S. 20 27 North) to check the possibility of resurfacing it, seconded by Mr. 21 Judge and on unanimous voice vote the motion was carried. 22 23 Some of the other things discussed were: All phase red on North and 24 South "A" Streets, flashing signals at the 8th and 9th and Main Street 25 intersections at a given time and the restudy of the traffic situation 26 at Elks Road and National Road East. 27 28 City Attorney, Robert Burton, examined proof of publication for bids 29 to be received -for 15 white police cars and four assorted colors and 30 found it to be in order. 31 III 32 Mr. Burton moved to accept and file proof of publication for bids to 33 be received for 15 white police cars and four assorted colors, seconded 34 by Mr. Judge and on unanimous voice vote the motion was carried. 35 36 Bids were received from the following: Fred First Ford,. Inc. in the 37 amount of $66,051 .45, Kurdys-Brookbank Chevrolet in the amount of 38 $66,800.00 and Raper Plymouth in the amount of $66,422.75. 39 40 Mr. Burton moved to take the bids under advisement, seconded by Mr. 41 Judge and on unanimous voice vote the motion was carried. 42 43 Mr, Burton read a letter from Mr. Jack R. Turnbaugh, Business Manager 44 of the Richmond Community Schools stating the problem concerning 45 -construction at the Hibberd School has been corrected as of October 46 16, 1975. 47 48 Mr. Willis moved to grant permission for the Christian & Missionary 49 Alliance Church at 321 S.W. "C" Street to put up two informational signs 50 subject to approval of the State Highway Commission and Captain 51 Scott Loper, seconded by Mr. Burton and on unanimous voice vote the 52 motion was carried. 53 54 Mr. Judge moved to grant permission for the Dennis Junior High School 55 Spirit March to be held October 28, 1975 at 3:10 P.M. from -Dennis 56 _ to Lyboult Field, seconded by Mr. Burton and on unanimous voice vote 57 the motion was carried. 58 59 Mr. Judge moved to authorize release of Street Lighting projects No. 60 four, five, seven and eight at the following locations: S. W. 1st 61 and National Road to S.W. "D" Streets; South 4th Street from "I" to 62 "K" Streets; South 7th Street Park and South 9th Street from Elm to 63 "E" Streets, seconded by Mr. Burton and on unanimous voice vote the 64 motion was carried. - 65 Board of Works Minutes October 23, 1975 Page 2 1 Mr. Willis moved to send a letter to the Richmond Water Company 2 requesting relocation of fire hydrants at North 16th and "J" Streets , 3 and North 18th and "J" Streets, seconded by Mr. Burton and on 4 unanimous voice vote the motion was carried. _ 5 6 Mr. Judge announced the City Building will be closed on Monday, 7 October 27, 1975 for Veterans Day. 8 9 Mr. Burton moved to adopt Declaratory Resolution No. 7-1975 to 10 vacate an alley across from the Common Lumber Company and to 11 publish the date of the public hearing to be held on November 12 13, 1975 at the hour of 9:10 a.m. in the Board of Works Room, 13 seconded by Mr. Judge and on unanimous voice ote the motion was 14 carried. 15 16 Mr. Burton moved to authorize Matt Nepote, Administrative Assistant, 17 to accept applications for rental of spaces in the downtown 18 parking garage the cost to be $12.50 per month, seconded. by Mr. 19 Judge and on unanimous voice vote the motion was carried. 20 21 There being no further business on motion duly made, seconded and 22 passed, the meeting was, adjourned. 23 24 25 Robert Burton 26 President 27 28 ATTEST: Margaret Mellen 29 Clerk of the Board
