BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA , OCTOBER 9 , 1975
1 The Board of Public Works and Safety of the City of. Richmond, Indiana,
2 met in regular session October 9., 1975 at the hour of 9:00 a.m. in the
3 Municipal Building in said City. Mr. Burton presided with Mr. Willis
4` present. Mr. Judge was absent. The following business was had to-wit: ,

6 Mr. Willis moved to approve the minutes of the previous meeting, seconded
7 by Mr. Burton and on unanimous voice vote the motion was carried.

9 Mr. Burton moved to grant permission to, send Officers Harold L. Raver
10 and Philip R. Dunnington.to the thirty-eighth session of the Basic
11 Law Enforcement Training:Course..to be conducted at the Indiana Law
12 Enforcement Academy in Plainfield, Indiana from October 13th to
13 December 19, 1975, seconded by Mr. Willis and on unanimous voice vote
14 the motion was carried.

16 Mr. Burton moved to grant permission to send Lieutenant Dan Wogoman to
17 the IDACS Coordinators Workshop, October 20th and 21st, 1975, seconded
18 by Mr. Willis and on unanimous voice vote the motion was carried.

20 Claude E. .Goins, Building Commissioner, reported on a condemned garage
21 located at 1205 Boyer Street, : owned .by William Diamond.

23 Mr. William. Diamond appeared before the Board regarding condemned garage
24 at 1205 Boyer Street, stating he was on disability and has to go the
25 Veterans Hospital and does not have the money to fix up the garage.

27 Claude E. Goins, Building Commissioner, said the main complaint is the
28 debris in the yard.

30 Mr. Diamond stated he is going to hire Woodrow Wilson to repair the
31 garage as soon as he gets the money.

III 33 . . Mr. Burton moved to take the matter under advisement until next Thursday,
34 seconded by Mr. Willis and on unanimous voice vote the motion was carried.

36 Building Commissioner Goins presented the report from the Bureau of Buildings,
37 for the month of September, 1975. .

19 Mr. Burton moved to advertise for bids to be received for eleven (11 )
20 white police cars and four assorted colors on September 23, 1975 at 9:15
21 a.m. , seconded by Mr. Willis and on unanimous voice vote the motion was
22 carried.

24 Mayor Charles Howell requested the Board designate someone to meet
25 with Wernle Home regarding a detention basin to help control the flood-
26 ing on South 16th Street below South "L" Street. Mayor Howell said
27 the amount of ground needed for a detention system should be made
28 available for useful purposes, such as some type of Park and Recreation
29 center for baseball , football and some type of toboggan sledding.

31 Mr. Burton authorized the City Engineer to meet with representatives
32 of Wernle Home to explore this possiblity.

34 Mr. Willis moved to accept the dedication of a parcel of real estate
35 for the purpose of a public street to be known as Dana Parkway,
36 seconded by Mr. Burton and on unanimous voice vote the motion.was
37 carried.

39 Mr. Burton moved to temporarily move the traffic signal from North
40 19th and "E" to the North 20th Street and "E" intersection until the
41 new signals are installed, seconded by Mr. Willis and on unanimous
42 voice vote the motion was carried.

44 Mr. Willis moved to install stop signs at all approaches to the inter-
45 section of the new 20th Street Bridge and Hawkins Road, seconded by
46 .Mr. Burton and on unanimous voice vote the motion was carried.

48 Captain Scott Loper requested approval to remove parking at the following
49 locations:

51 1 . First block South 7th Street, west side of the street from
52 the Promenade south to the first alley. This will result
53 in the loss of five parking spaces.

55 2. First block of South 8th Street, east side of the street
56 from the Promenade south to the first alley. This will
57 result in the loss of five parking spaces.

59 3. First block of South 9th Street, west side of the street
60 from the Promenade, south to the first alley. This will
61 result in the loss of five parking spaces.

63 4. First block of North 10th Street, west side of the street
64 from the Promenade, north to the first alley. This will
65 result in the loss of six parking spaces.

67 The removal of the parking spaces is necessary so as to establish
68 the much needed loading zones in the Central .Business district. A
69 total of (21 ) parking spaces shall be lost.

1 Mr. Willis moved to take the request to remove the above parking
2 spaces under advisement until next Thursday, seconded by Mr. Burton
3 and on unanimous voice vote the motion was carried.

5 Mr. Willis moved to award contract for Community Development Project
6 No. 1-75-25-9 for sanitary sewers in the Richard's Addition to the
7 low bidder, Mike Delucio & Son in the amount of $39,243.50, seconded
8 9 by Mr. Burton and on unanimous voice vote the motion was carried.
10 Mr. Burton moved to grant permission to send Detective Sergeant
11 Delbert Davis to a seminar for law enforcement photographers to
12 be held in Fort .Wayne, Indiana, October 28th and 29th, 1975,
13 seconded by Mr. Wiaai`s and on unanimous voice vote the motion was
14 carried.

16 There being no further business on motion duly made, seconded and
17 passed, the meeting was adjourned.
