Introduction of New Park Commissioners Medina residents Robin Reid and John Jacob have been appointed to serve three year terms expiring December 31, 2017 on the Park Commission. We will take a few minutes at the beginning of the meeting for introductions. The new members will be attending an orientation at 6 p.m. on Wednesday prior to the regular meeting. See attached updated contact list. 3. Appointment of Officers At the first meeting of each year, the Park Commission nominates and votes on its officers. The positions that the Park Commission will be nominating are: Chair, Vice - Chair, & Secretary. No attachments for this item. Action Required: Nominate and Vote -In Officers. 4. Additions to Agenda If any Park Commissioner wishes to add an item to the agenda after the agenda has already been posted, the agenda item must be proposed at this point in the meeting. The Park Commission must agree to add the item by motion. 7. City Council Update This is a reoccurring agenda item to have the City Council Liaison to the Park Commission, Lorie Cousineau, give an update at each meeting on what is happening at the Council level. 8. Eagle Scout Project — Hamel Legion Park Griffin Schneider will be at the meeting to present his updated plan to the Park Commission on a request to complete an Eagle Scout Project at Hamel Legion Park. See attached plans. Recommended Action: Make recommendation on possible Eagle Scout Project. 9. Resolution of Support for Three Rivers Park District Proposal Trail Master Plan Three Rivers Park District has updated their regional trail master plan. This new plan shows a proposed regional trail to connect from Baker Park Reserve to Carver Park Reserve (a distance of 17 miles). The portion of the regional trail in the City of Medina is fully contained within Baker Park Reserve, connecting west to the City of Maple Plain. If the Park Commission is in support of the proposed trail, Three Rivers Park District has 1 asked us to submit a resolution of support to be incorporated into their master plan submittal to the Metropolitan Council. See attached executive summary and map. Recommended Action: Make recommendation on a resolution of support. 10.2015 Goal Setting Session This will be a time to brainstorm different projects the Park Commission wants to accomplish in 2015 and looking forward. Park Commissioners should spend some time creating a list of ideas prior to the meeting, and then we can create a timeline to prioritize these projects. Staff has started to create a list of possible 2015 goals. Please also review the final approved 2015 Capital Improvement Plan. See attached list of ideas and 2015 CIP. Recommended Action: Brainstorm ideas for 2015 goals; schedule spring park tour. 11. Staff Report a. 2015 Park Commission Representation at Council Meeting. Attached is the roster for Park Commission representation at City Council meetings for 2015. Your attendance provides a park resource and communication liaison between the Park Commission and other City government bodies. If you have a schedule conflict, please arrange a trade with another park commissioner. a. General Items. This agenda item is to give a verbal update on any other general park items. Staff representation at the January 21st Park Commission meeting will be Assistant to City Administrator Jodi Gallup and Public Works Director Steve Scherer. 2 Medina Park Commission Meeting Minutes - DRAFT December 17, 2014 Medina City Hall Page 1 of 4 The Park Commission of Medina, Minnesota met in regular session on December 17, 2014 at 7:00 p.m. at Medina City Hall. Park Commission Chair Ann Thies presided. 1) Call to Order Commissioners Present: Ann Thies, Madeleine Linck, Steve Lee, Lori Meehan, Ellis Olkon, Nate Pearson and Dino DesLauriers Commissioners Absent: None Also Present: City Council member Melissa Martinson, Public Works Director Steve Scherer and Assistant to City Administrator Jodi Gallup 2) Additions to the Agenda: A motion was made by Linck and seconded by Lee to add a brief resolution during the staff report. Motion passed unanimously. 3) Approval of Minutes: • November 19, 2014 Meeting A motion was made by Lee and seconded by Linck to approve the minutes from November 19, 2014 as presented. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) City Council Update Martinson updated the Park Commission on recent City Council actions. 6) Eagle Scout Project — Holy Name Park Fred Stephan with Troop 283 stated that he first presented his project request to build a picnic shelter to the Park Commission in September and was here tonight to address/answer the outstanding questions from the last meeting. Stephan stated that he did a sight visit with Public Works Director Steve Scherer to determine the exact location of the picnic shelter at Holy Name Park. He showed a few pictures of the exact location and the view point from that location. This location would be on the left side of the path near the parking lot. Stephan noted that the second question that was asked of him was in regards to insurance. He verified with his troop and they do provide insurance to cover these projects. The last item was in relation to pricing. He was asked to price out cedar shakes instead of asphalt shingles and to price out matching pavers to the pavers on the existing path. He showed the Park Commission an updated spreadsheet of the cost breakdown. He stated Medina Park Commission Meeting Minutes - DRAFT December 17, 2014 Medina City Hall Page 2 of 4 that the price did increase from around $1,800 to approximately $2,700 because of the cedar shakes and matching pavers. He also noted that he was proposing to connect the existing path to the picnic shelter. A motion was made by Lee and seconded by DesLauriers to recommend to the City Council to accept this project and pay for it out of Park Dedication funds. Motion passed unanimously. 7) Eagle Scout Project — Hamel Legion Park Griffin Schneider introduced himself to the Park Commission and gave a brief outline of his presentation and his background. Schneider stated that the scope of the project included framing and pouring concrete slabs for the bleachers, moving the monument and flagpole, painting the dugouts, creating dugout maintenance signs and helping with annual field maintenance. Schneider stated that his teammates for this project included Greg DeVos and Ted Fust with the Hamel Hawks, Steve Scherer with the City of Medina, and scouts and parents from Boy Scout Troop 3202. Schneider reviewed the funding sources and costs for each of the projects noting that the majority of the expense would be for the concrete slabs costing around $3,000 to $4,500. Schneider stated that the timing of the project would be April to May 2015 over two or three weekends. Scherer requested that they give themselves an extra weekend to do the work in case it rains. It was questioned if city staff would be able to be there to supervise the project on the weekends, which Scherer stated that he would not be able to be there on weekends so it would be nice to find some days that worked during the week to complete the project. Each project was then discussed in more detail. Schneider showed a picture of where the concrete slab would be placed and noted that it would extend all the way to the dugout. It was asked if the slab would be symmetrical on both sides. The Park Commission questioned the specifications of the concrete slabs. Ted Fust with the Hamel Hawks stated that he has poured concrete slabs in the past and also has a friend who does it for a business and is willing to help them out. Medina Park Commission Meeting Minutes - DRAFT December 17, 2014 Medina City Hall Page 3 of 4 The Park Commission questioned why the concrete slab would extend beyond where the bleachers were placed. It was noted that it would be nice for lawn chairs too. Discussion took place on the location of the flag pole. It was noted that the Hamel Athletic Club also uses the flag pole on the little league field, which is why it is located between the two fields. It was also noted that the proposed location would be in the way of future bleachers. Everyone agreed that the existing flag pole is rusted and an eye sore so something needed to be done with it, but it should not be moved to a different location. Discussion took place on painting the dugouts royal blue to match the team colors of the Hamel Hawks and the Hamel Athletic Club. It was noted that the dugouts were just painted beige last year so this paint job would be purely cosmetic. It was noted that these teams only play a few months of the year and the rest of the year everyone would have to look at the royal blue. The Park Commission agreed that they did not want the dugouts painted royal blue and suggested that the teams just hang a banner during their games instead. Discussion took place on the proposed dugout rules sign. The Park Commission liked the idea, but questioned where the list of rules came from? It was noted that the sign was modeled after the signs at the St. Michael/Albertville fields. The Park Commission suggested blue signs with white letters instead of green and white. The Park Commission also stated that the Hawks and the Hamel Athletic Club need to come to an agreement on the wording of the sign before it is created. Discussion took place on the maintenance items which included hanging outfield windscreens and filling in low areas with ag lime. The Park Commission did not have any problems with these items and did not think that they needed City approval. Pearson, DesLauriers and Scherer agreed to meet Schneider on site to determine the exact location of the concrete slabs and to look at the flag pole and monument locations. The Park Commission directed Schneider to bring back more detailed plans to the January meeting for further consideration. 8) Future Facilities Map Gallup noted that City Planner Dusty Finke updated the Future Facilities Map per past comments and direction from the Park Commissioners. He added a study area circle on the east side of County Road 116 and he changed some of the color schemes to make the map easier to understand. Medina Park Commission Meeting Minutes - DRAFT December 17, 2014 Medina City Hall Page 4 of 4 The Park Commission noted the following items they would like updated on the map • Remove the proposed trail connection on the Wakefield property • Fix how Morgan Road is shown on the map • Look into if the trail on Medina Road can be striped to go two ways on one side of the street • Show a new trail connection from the City owned woods in the Reserve of Medina to the new City owned woods in the Villas at Medina Golf and Country Club • Look further into switching the proposed trail south of Arrowhead from a paved trail to a turf trail 9) Staff Report • Gallup noted that the Park Commission has three seats expiring at the end of 2014. Meehan has submitted her application to renew her term. Please forward applications on to interested residents as the application deadline is December 19th • Linck stated that she would like to have a resolution thanking Ellis Olkon and Ann Thies for their many years of service on the Medina Park Commission. The Park Commissioners thanked them for their service. 10) Adjourn A motion was made by Olkon, seconded by Pearson and passed unanimously, to adjourn the meeting. Three Rivers Park District was established in 1957 after legislation was enacted in 1955 allowing for the activation of park districts whose primary duties are 'acquisition, development and maintenance of large parks, wildlife sanctuaries, forest and other reservations, and means for public access to historic sites and to lakes, rivers and streams and to other natural phenomena" (Minnesota State Statutes, Chapter 398.07). Currently, southwestern suburban Hennepin County residents do not have access to a convenient and attractive off -road regional trail that supports a north/south connection. The Baker/Carver Regional Trail will expand recreational access to park and trail facilities, residential neighborhoods, commercial nodes and downtown Maple Plain - which in turn supports bicycle and pedestrian mobility and economic development. When completed, the trail will measure approximately seventeen miles from the Lake Independence Regional Trail in Baker Park Reserve to the Lake Minnetonka LRT Regional Trail in Carver Park Reserve. The regional trail will connect the Hennepin County communities of Medina, Maple Plain, Independence and Minnetrista and the Carver County communities of Laketown Township and Victoria. Users will have the ability to effectively traverse the entire north/south length of western Hennepin County. The proposed regional trail will directly connect recreational destinations such as Baker and Carver Park Reserves, Gale Woods Farm, and Kingswood Park in addition to Lake Minnetonka LRT, Dakota Rail and Lake Independence Regional Trails - and the Luce Line State Trail, and will indirectly connect to Lake Minnetonka Regional Park. Some segments of the proposed trail already exist, or are planned for construction funding in the future. Originally a city of Minnetrista initiative, Three Rivers Park District assumed responsibility of the Baker/Carver Regional Trail planning in 2012. The proposed regional trail search corridor was expanded beyond the initial Minnetrista planning to include connection to Baker Park Reserve through the communities of Independence, Maple Plain and Medina. Baker/Carver Regional Trail Alignment Source: Three Rivers Park District Baker/Carver Regional Trail Master Plan, November 2014 v The Baker/Carver Regional Trail Master Plan is intended to reflect and expand upon the work done by Minnetrista and further incorporate the larger regional context and destinations. Active use of the Baker/Carver Regional Trail is expected to provide walking/hiking, bicycling, running/ jogging, in -line skating, and dog walking opportunities during the non -winter months. The Park District's seasonal -use data of existing regional trails indicates that significant use of the trail will occur in the spring, summer and fall seasons. Winter use of the Baker/Carver Regional Trail is dependent on weather conditions and independent winter use agreements with local communities to maintain and operate the trail during the winter season (defined as November 15 to March 31). When fully constructed, the Baker/ Carver Regional Trail is projected to generate 183,000 annual visits. In summary, the Baker/Carver Regional Trail is estimated to require at minimum; 1) acquisition costs: $435,700, 2) construction costs: $10,300,000, 3) one-time costs (maintenance equipment or similar): $100,000 and 4) annual costs: $5,000 for natural resource management and $60,000 for maintenance. Friends of the Park Program — At the end of last year, the Park Commission determined that the Friends of the Park program was too strict and full of rules that would not entice residents to participate in the program. It is a goal of the Park Commission to update this program to make it more inviting to participate. 3. Park & Trail Master Plan — This plan was approved back in March 2014, but should be reviewed annually for changes. Please continue to bring this plan with to all future meetings to reference. 4. Signage at Lakeshore Park — Lakeshore Park has many signs to include: park rules, high water levels, Aquatic Invasive Species, parking, etc. A Park Commission subcommittee should visit the site and determine if we could combine some signs and where they should be placed. 5. The Park at Fields of Medina — The final plan has been approved, sidewalks and the parking lot have been installed and the playground equipment and shelter have been ordered and delivered and are waiting for installation. The City needs to go out for bids for concrete work this spring and we would like the park complete by mid -summer. The Park Commission will be able to help with smaller park features, finalizing the design of the sport court, and helping to organize a grand opening of the park. 6. Planned Park Improvements — Review in detail two city parks at each meeting this year. The Park Commission should take site visits to the parks that will be discussed prior to the meeting to come prepared to discuss any issues or improvements needed in each park. (This was a 2014 goal that never was completed. Is the Park Commission still interested in pursuing this goal?) 7. Sign at Holy Name Park — look into replacing the restoration sign at Holy Name Park.
