HomeMy Public PortalAbout08-14-1975 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, 'INDIANA, AUGUST 14, 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session August 14, 1975 at the hour of 9:00 a.m. in the 3 Municipal Building in said City. Mr. Burton presided with Mr. Judge 4 and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Judge and on unanimous voice vote the motion was carried. 8 9 Mr. Burton moved upon recommendation of Chief of Police, Louis E. Gibbs, 10 to advance OfficerJames Haskins to the rank of Patrolman First Class 11 on the Richmond Police Department effective August 19, 1975, seconded 12 by Mr. Judge and on unanimous voice vote the motion was carried. 13 14 Mr. Judge upon request of Safety Director, Donald L. Strahan, moved to 15 install an emergency traffic signal at Winding Ridge Road, estimated 16 cost to be $2,045.96, seconded by Mr. Burton and on unanimous voice 17 vote the motion was carried. 18 19 Mr. Burton moved to restrict twenty-five parking spaces on the 20 Municipal Parking Lot located immediately south of the new library 21 as follows: ONE HOUR PARKING 8:30 a.m. to 5:00 p.m. , Tuesday, 22 Wednesday, Thursday and Saturday; and 8:30 a.m. to 9:00 p.m. Monday 23 and Friday; except on Sunday and Holidays. Mr. Judge seconded the 24 motion. 25 - 26 This action was taken upon recommendation of Capt. Scott Loper, Traffic 27 Division. 28 29 An ordinance will be sumitted to Council to transfer $200.00 in the 30 Airport Budget. 31 32 Mr. Judge moved to submit a resolution to Council to transfer $50.00 33 in the Board of Works Budget, seconded by Mr. Burton and on unanimous 34 voice vote the motion was carried. 35 36 Mr. Willis moved to install 'street lighting at the new intersection 37 at Dana Parkway, South through the project, seconded by Mr. Burton 38 and on unanimous voice vote the motion was carried. 39 40 City Attorney, Robert Burton, examined proof of publication for bids 41 to be received for Community Development project No. 1-75-10-5 in the 42 Fairview area and found it to be in order. 43 44 Mr. Burton moved to accept and file proof of publication. 45 46 Bids were received from the following: George E. Russell , Inc. , 47 Maxwell , Ind. in the amount of $62,309.00; Jul Gerken, Inc. , Richmond, 48 Ind. in the amount of $34,658.24; Bertram Construction Co. , Inc. , 49 Modoc, Ind. in the amount of $45,949.14 and Edward E. Smarrelli , 50 Richmond, Ind. , in the amount of $47,016.74. 51 52 Mr. Burton moved to take bids under advisement, seconded by Mr. 53 Willis and on unanimous voice vote the motion was carried. 54 55 City Attorney Robert Burton examined proof of publication for bids 56 to be received for Community Development Project No. 1-75-11-5 in the 57 Holsapple area and found it to be in order. 58 59 Mr. Judge moved to accept and file proof of publication. 60 61 The following bids were received: Bertram Construction Co. in the 62 amount of $22,356.58 and George E. Russell , Inc. in the amount of 63 $32,004.00. 64 L�U Board of Works Minutes August 14, 1975 Page 2 1 Mr. Judge moved to take bids under advisement, seconded by Mr. 2 Burton and on unanimous voice vote the motion was carried. 3 4 City Attorney, Robert Burton, examined proof of publication for 5 bids to be received for Community Development Project No. 1-75- 6 9-5 in the Kinsey area and found it to be in order. 7 8 Mr. Judge moved to accept and file proof of publication, seconded 9 by Mr. Burton and on unanimous voice vote the motion was carried. 10111 11 The following bids were received: George E. Russell in the amount 12 of $28,625.00 and Bertram Construction, Inc. , in the amount of 13 $21 ,652.80. 14 15 Mr. Judge moved to take bids under advisement, seconded by Mr. Burton 16 and on unanimous voice vote the motion was carried. 17 18 Mr. Burton announced there will be a Special Board of Works meeting 19 on August 19, 1975 at 9:15 a.m. 20 21 Mr. Judge moved to award bid for Community Development Project No. 22 1-75-7-5 in the North Richmond area to Bertram Construction Co. in 23 the amount of $42,536.96 and to execute the contract with Bertram, 24 seconded by Mr. Burton and on unanimous voice vote the motion was 25 carried. 26 27 Mayor Charles A. Howell requested a Farmer's Market be set up in 28 the west side of the City Building Parking Lot to start one week 29 from Saturday, which will be August 23, 1975 and run through the 30 second week in October. No fee will be charged as long as the lot 31 is cleaned up when the market is over each week. 32 33 Mr. Judge moved to reserve the west side of the City Building Park- 34 ing lot for a Farmer's Market, seconded by Mr. Burton and on unani- 35 mous voice vote !the motion was carried. 36 37 Mr. Judge moved to advertise for bids to be taken on September 4, 1975 38 at 9:15 a.m. for the signalization of North 20th and'North"E" Streets, 39 seconded by Mr. Willis and on unanimous voice vote the motion was 40 carried. 41 42 Mr. Willis moved to relocate the fire hydrant located at North 20th 43 and North "E" Streets, seconded by Mr. Burton and on unanimous voice 44 vote the motion was carried. 45 46 Mr. Willis will 'notify the Water Company. 47 48 Mr. Willis moved to remove the traffic signal located at the southwest 49 corner of Northwest 5th Street and Richmond Avenue, seconded by Mr. 50 Judge and on unanimous voice vote the motion was carried. 51 52 Mr. Judge moved to install two street lights on Campbell Avenue, 53 seconded by Mr. Burton and on unanimous voice vote the motion was 54 carried. 55 56 There being no further business on motion duly made, seconded and 57 passed, the meeting was adjourned. 58 59 Robert Burton 60 President 61 62 ATTEST: Margaret Mellen 63 Clerk of the Board
