BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, AUGUST 7, 1975
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session August 7, 1975 at the hour of 9:00 a.m. in the
3 Municipal Building in said City. Mr. Burton presided with Mr.Judge
4 and Mr. Willis present. The following business was had to-wit:

6 Mr. Judge moved to approve the minutes of the previous meeting, seconded
7 by Mr. Willis and on unanimous voice vote the motion was carried.

9 City Attorney, Robert Burton, moved to authorize Building Commissioner
10 Claude E. Goins, to advertise for bids to demolish dwellings located
11 at 1112 North "D" Street and to put a lein against the property,
12 seconded by Mr. Judge nad on unanimous voice vote the motion was
13 carried.

15 City Attorney, Robert Burton, examined proof of publication of adver-
16 tisement for bids for curbs, gutters and sidewalks in the North
17 Richmond Community Development Area, Project No. 1-75-7-5 and found
18 it to be in order.

20 Mr. Burton moved to accept and file proof of publication for Project
21 No. 1-75-7-5, seconded by Mr. Judge and on unanimous voice vote the
22 motion was carried.

24 One bid was received from Bertram Construction Co. , Inc. , Modoc, Ind.
25 in the amount of $42,536.96.

27 Mr. Burton moved to take the bid under advisement, seconded by Mr.
28 Willis and on unanimous voice vote the motion was carried.

30 Mr. Judge moved to advertise for bids tote taken on Thursday, August
31 21 , 1975 at 9:15 a.m. for curbs, gutters and sidewalks in the Bealview
32 area, seconded by Mr. Burton and on.:unanimous voice vote the motion
33 was carried.

35 Chuck Tennant, member of the Earlham Student Asso. explained a new
36 program they are starting called Learning Exchange in which volunteers
37 teach their skills in exchange for learning other. skills.

39 Mr. Burton moved to advertise for bids to be received on August 21 ,
40 1975 at 9:10 a.m. for between 50 to 60 junk cars, seconded by Mr..
41 Judge and on unanimous voice vote the motion was carried.

43 Mr. Burton moved at the request of Chief of Police, Louis E. Gibbs ,
44 to grant permission to send Officer Rex. Rakow to the Field Training
45 Officers Course at Champaign, Illinois on August 11 thru 22, 1975,
46 seconded by Mr. Judge and on unanimous voice vote the motion was
47 carried. •

49 Mr. Burton moved upon recommendation of Police Chief Louis E. Gibbs
50 to appoint Chesley Russell Klingman as Special Police Officer (Dog
51 Warden) of the Richmond Police Department effective August 13, 1975,
52 seconded by Mr. Judge and on unanimous voice vote the motion was
53 carried.

55 Mr. Klingman's enforcement will be limited to enforcing the Dog
56 Ordinance only.

58 Mr. Burton at the request of Fire Chief William Berry moved to grant
59 permission to install a fire hydrant on Winding Ridge Road, 350
60 feet west of U.S. 27 North, seconded by Mr. Judge and on unanimous
61 voice vote the motion was carried.

63. Mr. Burton moved to adopt Declaratory Resolution No. -6-1975 to vacate
64 a street on North 10th Street and to advertise for public hearing to
65 be held on August 28, 1975 .at 9:10 a.m. , seconded by Mr. Judge and
66 on unanimous voice vote the motion was carried.

42 Mr. Judge noted for the record that Bertram Construction Bid for curbs,
43 gutters and sidewalks received past the bid time set on July 31 , 1975
