CITY OF RICHMOND, INDIANA, JULY 31 , 1975
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session July 31 , 1975 at the hour of 9:00 a.m. in the
3 Municipal Building in said City. Mr. Judge presided with Mr. Willis
4 present. Mr. Burton was absent. The following business was had to-wit:

6 Mr. Willis moved to approve the minutes of the previous meeting,
7 seconded by Mr. Judge and on unanimous voice vote the motion was
8 carried.

10 Mr. Judge moved to grant request of Jim Scott, Glenroy Construction
11 Co. to block one lane of traffic on North "A" between 5th and 6th
12 Streets for demolition of old library, seconded by Mr. Willis and on
13 unanimous voice vote the motion was carried.

15 Mr. Judge moved upon request of Chief of Police, Louis E. Gibbs, to
16 withdraw all Police Powers as a Special Police Officer for Dog Warden
17 from Charles K. McClure, effective immediately, seconded by Mr. Willis
18 and on unanimous voice vote the motion was carried.

20 Mr. Judge moved to grant permission to send Officers Charles Klein
21 and John Robinson II to the Thirty Seventh Session of the Basic Law
22 Enforcement Training Course to be conducted at the Indiana Law Enforce-
23 ment Academy, Plainfield, Ind. from August 4, 1975 to October 10, 1975,
24 seconded by Mr. Willis and on unanimous voice vote the motion was
25 carried.

27 Mr. Judge moved upon request of Chief of Police Louis E. Gibbs to re-
28 appoint Gordon Larry Jenkins as a Patrolman Technician on the Richmond
29 Police Department effective Tuesday, August 5, 1975, seconded by Mr.
30 Willis and on unanimous voice vote the motion was carried.

32 Mr. Judge moved to grant permission for Four Wheel Drive parade with
23 the stipulation it be limited to 15 vehicles and subject to traffic
34 division approval , seconded by Mr. Willis and on unanimous voice vote
35 the motion was carried.

37 Mr. Judge moved to advertise for bids to be taken August 21 , 1975 at
38 9:30 a.m. for construction of a Performing Arts Center, seconded by
39 Mr. Willis and on unanimous voice vote the motion was carried.

41 Mr. Judge examined proof of publication for bids to be received for
42 curbs, gutters and sidewalks in the Fairview, Kinsey and Holsapple
43 additions and found it to be in order.

45 Mr. Judge moved to accept and file proof of publication, seconded by
46 Mr. Willis and on unanimous voice vote the motion was carried.

48 No. bids were received by the 9:15 a.m. advertised time for curb,
49 gutter and sidewalk construction; however one bid was received unopened
50 at 9:25 a.m. from Bertram Construction Co. , Inc. , Modoc, Indiana.

52 Mr. Judge moved upon request of Building Commissioner, Claude E.
53 Goins, to take condemnation order of dwelling at 1422 North "F" Street
54 owned by Arby & Mona Miller under advisement until next week, seconded
55 by Mr. Willis and on unanimous voice vote the motion was carried.

57 Mr. Willis moved to approve curb cut request at 2002 North "E" Street,
58 seconded by Mr. Judge and on unanimous voice vote the motion was
59 carried.

61 Mr. Judge moved to submit ordinance to Council to transfer $25.00 in
62 the Weights and Measures Budget, seconded by Mr. Willis and on
63 unanimous voice vote the motion was carried.

1 Mr. Judge moved to submit to Council an ordinance to transfer $57.48
2 in the Street Department Budget, seconded by Mr. Willis and on unani-
3 mous voice vote the motion was carried.

5 Mr. Judge moved to submit a resolution to Council to transfer
6 $8,000.00 from the Off-Street Parking Fund to the Parking Meter Fund,
7 seconded by Mr. Willis and on unanimous voice vote the motion was
8 carried.

10 Mr. Willis read a letter from the City Attorney's Office stating
11 the statute which prohibits the destruction of public property as
12 follows: "Whoever maliciously or mischievously injures or causes
13 to be injured any property of another, or any public property,
14 is guility of malicious trepass, and, on conviction, may be fined
15 a sum equal to two fold the value of the damage done, or a fine of
16 not less than five dollars ($5.00) nor more than one hundred fifty
17 dollars ($150.00) , or imprisonment in the county jail or penal farm
18 not more than twelve months. "

20 Mr. Willis stated this information was requested regarding the destruc-
21 tion of curbs and gutters and sidewalks the City has been constructing.

23 Mr. Judge moved to advertise for bids to be taken on August 14, 1975
24 at 9:15 a.m. for construction of curbs, gutters, and sidewalks
25 separately in the Holsapple, Kinsey and Fairview additions, seconded
26 by Mr. Willis and on unanimous voice vote the motion was carried.

28 Mr. Judge moved to advertise for bids to be takenAugust 14, 1975
29 at 9:20 a.m. for asphalt materials for the City of Richmond Community
30 Development projects, seconded by Mr. Willis and on unanimous voice
31 vote the motion was carried.

33 There being no further business on motion duly made, seconded and
34 passed, the meeting was adjourned.
