HomeMy Public PortalAbout07-24-1975 9, BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 24, 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session July 24, 1975 at the hour of 9:00 a.m. in the 3 Municipal Building in said City. President Burton presided with Mr. 4 Judge and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Judge and on unanimous voice vote the motion was carried. 8 III 9 Mr. Burton moved to take under advisement until 9:00 a.m. August 7, 1975 10 the demolition of property at 1112 North "D" Street, owned by William 11 Hoch, seconded by Mr. Judge and on unanimous voice vote the motion was 12 carried. 13 14 Mr. Jim Tash appeared before the Board requesting permission for a Four 15 Wheel Drive parade to be held on Saturday, August 30, 1975 sponsored by 16 the Richmond JC's and McDonalds. 17 18 Mr. Burton moved to take condemnation order of proerty located at 1422 19 North "F" Street owned by Arby and Mona Miller under advisement until 20 9:00 a.m. next week, seconded by Mr. Judge and on unanimous voice vote 21 . the motion was carried. 22 23 Cliff Dickman and George Clinton appeared before the Board requesting 24 permission to install brick pavement across 4th Street. 25 26 Mr. Burton moved to grant permission for brick pavement across 4th Street 27 as per site. plan submitted and contingent upon retaining curbs on both 28 sides of the street with exception of ramp for wheel chairs and proper 29 street grades as per City Engineer Ralph Willis's recommendation, seconded 30 by Mr. Willis and on unanimous voice vote the motion was carried. 31 32 Claude E. Goins, Building Commissioner, reported Mr. Burnam called III 33 regarding condemned dwelling he owns at 1214 North "F" Street and said 34 he has no funds to tear it down. 35 36 Mr. Burton moved to authorize Building Commissioner Goins to advertise 37 for bids to demolish dwelling at 1214 North "F" Street and to put lein 38 against the property, seconded by Mr. Judge and on unanimous voice vote 39 the motion was carried. 40 41 Commissioner Goins reported the Madden Construction Co. has obtained 42 a building permit and repairs have been started on dwelling at 1012 43 South 5th Street owned by Harold McFarland. 44 45 Tom Koorsen, Housing Inspector, reported on condemned dwelling at 1104 46 Parry Street owned by Gurley Fox stating he did make an inspection of 47 this dwelling and found the floor deteriorated, plaster off of most of 48 the walls and the plumbing does nol; meet the code. Mr. Koorsen stated 49 in his opinion it would not be feasible to repair. 50 51 Mr. Burton stated the Board of Works does appreciate the deep attachment 52 Mr. Gurley Fox has for his property, but on the other hand the Board 53 is obligated to up-hold the Building Code. 54 55 Mr. Burton moved to authorize Building Commissioner Goins to advertise 56 for bids to demolish dwelling at 1104 Parry Street and to put lein 57 against the property, seconded by Mr. Willis and on unanimous voice vote III 58 the motion was carried. 59 60 Mr. Judge moved to advertise for bids to be taken on August 7, 1975 at 61 9:15 a.m. for construction of curbs, gutters, and sidewalks in the Fair- 62 view, Kinsey and Holsapple additions, seconded by Mr. Willis and on 63 unanimous voice vote the motion was carried. Howell announced he has received word that the new 2 pumper fire truck will be delivered next week. 3 4 Mr. Burton moved to take request for curb cut at 2125 North "E" Street 5 under advisement, seconded by Mr. Judge and on unanimous voice vote 6 the motion was carried. 7 8 Mr. Burton read a resolution controlling turning movements at the 9 intersection of US 40 (S.W. 1st) and US 40 (Main Street) in the City 10 of Richmond as approved by the Indiana State Highway Commission on 11 July 10, 1975 as follows: 12 13 "TURN ON RED" shall be prohibited on the north and west approaches 14 of the intersection of US 40 (S.W. 1st St.) and US 40 (Main St. ) . 15 16 "RIGHT TURN ON RED" shall be permitted on the east approach of the 17 intersection of US 40 (S.W. 1st St. ) and US 40 (Main St.) . 18 19 ' Right turns shall be prohibited on the south approach of the intersec- 20 tion of US 40 (S.W. 1st St. ) and US 40 (Main St. ) in conformance with 21 the NO RIGHT TURN control posted for movement on this approach. 22 23 Right turns shall be permitted on the south approach (one-way cutoff) 24 of the intersection of US 40 (S.W. 1st St. ) and US 40 (Main St) in 25 conformance with the YIELD control posted for movement on this approach. 26 27 There being no further business on motion duly made, seconded and 28 passed, the meeting was adjourned. 29 30 31 Robert Burton 32 President 33 34 ATTEST: Margaret Mellen 35 Clerk of the Board
