HomeMy Public PortalAbout07-03-1975 BOARD OF PUBLIC WORKS SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 3, 1975 1 The Board of Public Works & Safety of the City of Richmond, Indiana, 2 met in regular session July 3, 1975 at the hour of 9:00 a.m. in the 3 Municipal Building in said City. Mr. Burton presided with Mr. Judge 4 and Mr. Willis present. The following business.was had to-wit: 5 6 Mr. Judge moved to approve the minutes of the previous meeting, 7 seconded by Mr. Willis and on unanimous voice vote the motion was 8 carried. 9 10 Louis E. Gibbs, Chief of Police, requested Officer Claude Wayne Loudy 11 be advance from the rank of probationary Patrolman to that of Patrolman 12 First Class. 13 14 Mr. Judge moved to advance Office Claude Wayne Loudy to the rank of 15 Patrolman First Class on the Richmond Police Department effective 16 July 8, 1975, seconded by Mr. Willis and on unanimous voice vote the 17 motion was carried. 18 19 Roy Wagner appeared before the Board to request permission for the 20 Tarum Shrine parade to be held August 16, 1975 at 2:00 p.m. 21 22 Mr. Judge moved to grant permission for the Tarum Shrine parade, 23 seconded by Mr. Willis and on unanimous voice vote the motion was 24 carried. 25 26 Claude E. Goins, Building. Commissioner, reported to the Board regarding 27 condemned dwellings located at 405 South 10th Street and 1225 Parry 28 Street stating he has been informed that Verlin Miller has purchased 29 these properties and has agreed to tear down the dwellings starting 30 next week. 31 32 Mr. Goins also reported Glen Hall has signed a release to permit the 33 City to tear down dwelling at 1400 North "F" Street. 34 35 Mr. Judge moved to authorize Building Commissioner Goins to advertise 36 for bids to demolish dwelling at 1400 North "F" Street and to put 37 a lein against the property, seconded by Mr. Willis and on unanimous 38 voice vote the motion was carried. 39 40 Mr. Gurley Fox appeared before the Board regarding dwelling at 41 1104 Parry Street. Mr. Fox agreed to have Housing Inspector, Tom 42 Koorsen, inspect the inside of the dwelling today. Inspector Koorsen 43 reported the roof needs repair, outside needs painting, windows need 44 replaced and the yard needs cleaned up. 45 46 Mr. Judge moved to have Mr. Fox report back to the Board on Sept. 4, 47 1975 at 9:00 a.m. to report progress, seconded by Mr. Burton and on 48 unanimous voice vote the motion was carried. 49 50 Mr. Willis moved upon request of Traffic Captain Scott Loper to approve 51 blocking off the parking lane on the East side of North 11th Street 52 from the East-West alley north to North "A" during construction and 53 to take under advisement a request to close off East-West alley from 54 the west edge of the Harrington-Hoch parking .lot west to llth Street, 55 seconded by Mr. Burton and on unanimous voice vote the motion was 56 carried. 57 58 Mr. Burton moved to deny the recommendation of the State Highway 59 Commission and not approve the speed study recommendations on U.S 60 40 between Salisbury Road and S.W. 18th Street, seconded by Mr. Willis 61 and on unanimous voice vote the motion was carried. 62 63 Mr. Willis moved to grant.easment right-of-way to General Telephone 64 Co. on Williamsburg Pike from Sheridan Street to IR 70, seconded by 65 Mr. Judge and on unanimous voice vote the motion was carried. 66 67 g6 Board of Works Minutes July 3, 1975 Page 2 1 Mr. Burton moved upon request of Robert Goodwin, to adopt the following 2 swimming pool regulations, seconded by Mr. Willis and on unanimous 3 voice vote the motion was carried. 4 5 1 . Swimming pooks, including the deck area around the pool , shall 6 be considered an accessory building under zoning regulations 7 and shall be subject to all requirements for same as stated 8 in Ordinance #2325-1968. (Zoning Ordinance) 9 BELOW GROUND POOLS 10 2. A walk-way of five (5) feet minimum width shall be provided 11 around below ground pools. 12 13 3. A fence of six (6) feet in height shall enclose the pool 14 and adjacent walk-way. 15 16 4. All gates in the fence shall be equipped with a self-closing 17 and self-latching device. When the pool is closed the gates 18 shall be kept locked. 19 20 5. A water filtering and pump system approved by the State Board 21 of Health shall be provided. 22 23 ABOVE GROUND POOLS 24 25 1 . An above ground pool with a fence on top will be considered 26 sufficient fencing if the combined height of the pool , and 27 the fence on top meet or exceed minimum heights specified 28 in #3 above. 29 30 2. Above ground pools with ladders locked in an elevated posi- 31 tion are sufficient to satify the requirements for gates 32 in #3 above, but must be locked in an elevated position 33 when the pool isn't in use. 34 35 3. A water filtering and pump system approved by the State 36 Board of Health shall be provided. 37 38 39 Mr. Judge moved to submit an Ordinance to Council to transfer $627.18 40 in the Board of Works Budget, seconded by Mr. Burton and on unanimous 41 voice vote the motion was carried. 42 43 There being no further business on motion duly made, seconded and 44 passed, the meeting was adjourned. 45 46 Robert G.
