HomeMy Public PortalAbout05-29-1975 62/ BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 29, 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana 2 met in regular session May 29, 1975 at the hour of 9:00 a.m. in the 3 Board of Works Room in the Municipal Building in said City. Mr. Burton 4 presided with Mr. Judge and Mr. Willis present. The following business 5 was had to-wit: 6 7 Mr. Judge moved to approve the minutes of the previous meeting, seconded 8 by Mr. Willis and on unanimous voice vote the motion was carried. 9 10 Mr. Kehlenbrink representing the Rose Festival Committee and the Down- 11 town Merchants requested permission to close Main between 5th and 6th 12 Streets during the Rose Festival in order to have a large Flee Market. 13 14 Mr. Judge moved to grant permission to close main Street between 5th 15 and 6th Streets for the Flee Market on June 18th, 19th and 20th from 16 10:00 a.m. to 10:00 p.m. with the stipulation that no items be left 17 overnight and the area be cleaned up, seconded by Mr. Willis and on 18 unanimous voice vote the motion was carried. 19 20 Drillmaster Larry Bosell requested permission to hold an LP gas fire 21 demonstration at the National Guard Armory on June 18th from 7:00 p.m. 22 to 10:00 p.m. 23 24 Mr. Burton moved to grant permission for the LP gas demonstration, se- 25 conded by Mr. Judge and on unanimous voice vote the motion was carried. 26. 27 City Attorney Robert Burton examined proof of publication and found it 28 to be in order. 29 30 Mr. Judge moved to acceptand file proof of publication advertising for 31 bids to be received for Street Materials and Gas for the period of June 32 1 , 1975 to May 31 , 1976, seconded by Mr. Burton and on unanimous voice 33 vote the motion was carried. 34 35 Bids were received from the following: Bitucote Products Co. , Magaw 36 Construction, Magaw Hot Mis, Richmond Concrete Corp. , Middleboro Stone 37 Quarry, Inc. , Clark Oil Co. , Inc. and G&G Oil Co. , Inc. 38 39 A letter was received from Elstro Oil Products stating they will supply 40 fuel oil to the City of Richmond as long as it is available at the 41 current price less .01 discount per gallon for the 1975-1,976season. 42 43 Mr. Judge moved to take the bids under advisement for study and recom- 44 mendation seconded by Mr. Burton and on unanimous voice vote the motion 45 was carried. 46 47 Claude E. Goins, Building Commissioner, reported to the Board regarding 48 condemned property at 723 South 7th Street, stating it has been con- 49 demned for three years and nothing' has been done. 50 51 Mr. Goins said the outside appearance of the dwelling must be brought up 52 to code and weeds need to be cut and on the inside some of the electrical 53 outlets are hanging. 54 55 Mr. Conway appeared representing the owner, Central Heating and Air 56 Conditioning. 57 58 Mr. Burton moved to take the order of condemnation under advisement 59 until June 19, 1975 at 9:00 a.m. at which time Mr. Conway should appear, 60 that within one week a building permit should be taken out for repairs 61 to the dwelling and that the bulding should be secured and the weeds 62 cut immediately, seconded by Mr. Judge and on unanimous voice vote the 63 motion was carried. 64 Board of Works Minutes May 29, 1975 Page 2 1 Building Commissioner Goins appeared regarding demolition order of 2 last-week of property located at 1104 Parry Street. Mr. Goins stated 3 this property has been condemned since Sept. 25, 1970 and nothing 4 has been done to bring it up to code. The roof needs fixing, out- 5 side needs painting, needs plastering, needs glass replaced and 6 plumbing need to be brought up to code. 7 8 Mr. Gurley Fox, 1104 Parry Street, appeared before the Board regard- 9 ing this dwelling. 10 11 Mr. Burton moved to amend demolition order of last week and hold it 12 under advisement until June 12, 1975 at which time Mr. Fox is to appear 13 before this Board at 9:00 a.m. and by that time the roof is to be 14 repaired, the glass replaced and the water turned on, seconded by 15 Mr. Judge and on unanimous voice .vote the motion was carried. 16 17 Louis E. Gibbs, Chief of Police, presented a letter of resignation 18 from James S. Beeson. 19 20 Mr. Judge moved to accept the resignation from the Richmond Police 21 Department of James S. Beeson, effective June 16, 1975, seconded by 22 Mr. Burton and on unanimous voice vote the motion was carried. 23 24 Mr. Judge moved to grant permission for the South Side Baptist Church 25 at 1501 South 6th Street to hold a Bible School parade on June 14th 26- from 1 :00 p.m. to 5:00 p.m. , seconded by Mr. Burton and on unanimous 27 voice vote the motion was carried. 28 29 Mr. Burton moved to grant permission for Firefighter Terry Shores 30 and Engineer Jerry Cotter to attend the American Red Cross Aquatic and 31 First Aid School at Camp Limberlost, La Grange, Indiana from June 1 32 to June 11 , 1975, seconded by Mr. Judge and on unanimous voice vote 33 the motion was carried. 34 35 Mr. Burton moved to grant permission for Fire Chief William Berry to 36 make a fire hydrant study for the Oak Park sub-division, seconded 37 by Mr. Judge and on unanimous voice vote the motion was carried. 38 39 Mr. Burton moved to approve seven Dedications constituting a portion 40 of a public street to be known as Dana Parkway in the City of Richmond, 41 Indiana, seconded by Mr. Judge antion unanimous voice vote the motion 42 was carried. 43 44 Mr. Burton moved to take demolition order of Property located at 45 405 South 10th Street and 1225 Parry Street under advisement until 46 July 3, 1975 with the stipulation that both properties be boarded up 47 and the grass cut immediately and that Mr. George Tripp, Attorney, 48 for the estate, appear on July 3, 1975 at 9:00 a.m. to show intentions 49 of selling or that building permit has been taken out to begin repairs, 50 seconded by Mr. Judge and on unanimous voice vote the motion was 51 carried. 52 53 Mr. Burton moved to authorize Builiding Commissioner Goins to advertise 54 for demolition of properties located at 1229 South 14th Street and 55 922 South 4th Street and that the lots be cleared, seconded by Mr. 56 Judge and on unanimous voice vote the motion was carried. 57 58 Claude. E. Goins, reported his department the Bureau of Buildings has 59 again been put in charge of enforcing the Weed Ordinance for the City, 60 but that the City does not have the equipment to cut the weeds if Ill 61 the owner does not comply. He requested permission to have the City 62 Attorney prosecute violators that live within the City a lein be 63 put against property of owners living outside City for cost of hiring 64 weed cuters. 65 Board of Works Minutes May 29, 1975 Page 3 1 Mr. Burton moved to take curb cut request located at 3700 National 2 Road East under advisement, seconded by Mr. Judge and on unanimous 3 voice vote the motion was carried. 4 5 Mr. Burton moved to grant curb cut request of Ray Zaleski located 6 in the first alley south of the Mall off of South 7th Street in 7 accordance with plat submitted and subject to the following conditions: 8 (1) Permit is for egress and ingress only during period that the 9 property is used as a parking lot. (2) Subject to the compliance 10 of :;owner of all zoning requirements for use as a parking lot includ- 11 ing proper paving and compliance with the sign ordinance. (3) Sub- 12 ject to compliance with the zoning ordinance and the Bureau of 13 Buildings demolition permit granted for the demolition of the Colonial 14 Building, including the resurfacing of the party wall on the east 15 side of this property as required in the permit for the health and 16 safety of the citizens of Richmond, for its use as a parking lot. 17 (4) Compliance with the resolution, regulations . and requirements 18 of the Redevelopment Commission. (5) At such time that the pro- 19 perty is used for any other purpose than a parking lot, that the lo- 20 cation of any drive way be revised. by the Board of Works and if need 21 be, be relocated in accordance with the health and safety of the 22 citizens of Richmond. Mr. Willis seconded the motion and on unani- 23 mous voice vote the motion was carried. 24 25 Mr. Burton moved a resolution be sent to Council regarding the appoint- 26 ment by Council of a Bicentennial Commission and authorizing the 27 City Controller to handle their funds, seconded by Mr. Judge and 28 on unanimous voice vote the motion was carried. 29 30 Mr. Judge moved to advertise to receive bids for Parking Control Sys- 31 tem to be received June 10, 1975 at 2:00 p.m. , seconded by Mr. Burton 32 and on unanimous voice vote the motion was carried. 33 34 .
