HomeMy Public PortalAbout05-01-1975 ,_5/ BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 1 , 1975 1 The Board of Public Works & Safety of the City of Richmond, Indiana, 2 met in regular session May 1 , 1975 at the hour of 9:00 a.m. in the 3 Municipal Building in said City. Mr. Burton presided with Mr. Judge 4 and Mr. Willis present. The following business was had to-wit: 5 6 Matt Nepote, Administrative Assistant, appeared before the Board 7 requesting premission to take bids for two fire hose dryers for 8 No. 2 and No. 3 Fire Stations. 9 10 Mr. Burton moved to advertise for bids to be received on May 22, 1975 11 at 9:15 a.m. for two fire hose dryers , seconded by Mr. Judge and on 12 unanimous voice vote the motion was carried. 13 14 Mr. Burton moved at the request of Police Chief, Louis Gibbs , to pro- 15 mote Detective Sergeant (Acting) Todd Thompson to the position of 16 Detective Sergeant effective May 1 , 1975, seconded by Mr. Willis and 17 on unanimous voice vote the motion was carried. 18 19 Mr. Judge moved to advance Officer Timothy Tyler to the rank of Patrol- 20 man First Class effective May 6, 1975, seconded by Mr. Willis and on 21 unanimous voice vote the motion was carried. 22 23 Mr. Burton moved to grant permission for Chief of Police, Louis E. 24 Gibbs and Sergeant Pennington to attend a Civil Disturbance Orienta- 25 tion Course at Augusta, Georgia from May 18th to 25th, seconded by 26 Mr. Judge and on unanimous voice vote the motion was carried. 27 28 Mr. Burton moved to grant permission for Officers Jim Beeson, Rex Rakow, 29 Jon Carrico and Sergeant Shoemaker to attend a Tear Gas Seminar June 30 2nd, 3rd and 4th at Saltsburg, Pennsylvania, seconded by Mr. Judge 31 and on unanimous voice vote the motion was carried. 32 33 Mr. Burton moved to appoint David Gross as a Special Police Officer 34 with powers limited to enforcing City Ordinance No. 2777-1973 (Street 35 Sweeping Ordinance) , effective May 1 , 1975, seconded by Mr. Judge 36 and on unanimous voice vote the motion was carried. 37 38 Mr. Burton moved to appoint Ray Jewell Dearing III as a Special Police 39 Officer (Security Guard) at Greenwood Apartments, with his powers 40 limited to the Greenwood Apartments grounds , effective May 1 , 1975, 41 seconded by Mr. Willis and on unanimous voice vote the motion was 42 carried. 43 44 Mr. Burton moved to appoint Joel David Caves as a Probationary Patrol- 45 man on the Richmond Police Department effective May 7, 1975, seconded 46 by Mr. Judge and on unanimous voice vote the motion was carried. 47 48 City Attorney Robert Burton examined proof of publication for Declara- 49 tory Resolution No. 5-1975 and found it to be in order. 50 51 Mr. Judge moved to accept and file Proof of Publication , seconded by 52 Mr. Burton and on unanimous voice vote the motion was carried. 53 54 No Remonstrants appeared against Declaratory Resolution No. 5-1975. 55 56 Mr. Burton moved to adopt Confirmatory Resolution No. 5-1975 to vacate 57 portion of an alley running East of North 7th Street on the South 58 side of the First National Bank Parking Lot subject to existing uti- 59 lity easements and access to trash pick-up by the Sanitary District, • 60 seconded by Mr. Willis and on unanimous voice vote the motion was 61 carried. Board of Works Minutes May 1 , 1975 Page 2 1 Tom Koorsen, Housing Inspector, reported on the Huddleston Properties 2 located at 922 South 4th Street, 1225 Parry Street, 1229 South 14th 3 and 405 South 10th Street, stating an agreement has been made by 4 George Tripp, Attorney, executor of the estate, that all properties 5 would be made secure and boarded up. 6 7 This matter was taken under advisement until May 14, 1975, at which 8 time Mr. Koorsen will appear before the Board with a progress report 9 regarding the Huddleston properties. 10 11 Mrs. Fay Jose and Mr. Rod Ross appeared before the Board regarding 12 changes in the bicycle Ordinance. 13 14 A committee consisting of Robert Goodwin, Elmer Toschlog, Scott 15 Loper and Ralph Willis will meet with Mrs. Jose and her committee to 16 see what can be done. 17 18 Mr. Judge moved upon request of Mayor Charles A. Howell to make avail- 19 able a limited number of parking spaces in the Municipal Parking Lot 20 on North 6th Street for rent on a monthly basis, and a fee of $10.00 21 per month in advance be set, seconded by Mr. Burton and on unanimous 22 voice vote the motion was carried. 23 24 Mayor Charles A. Howell stated an ordinance will be presented to 25 Council appropriating $35,000.00 from the Federal Revenue Sharing 26 Trust Fund for the purpose of constructing a structure for the 27 Performing Arts in Glen Miller Park. 28 29 Mr. Judge moved to grant permission for Director Donald L. Strahan 30 and Chief of Police Louis Gibbs to attend a Kidnap-Hostage Seminar 31 at the Indiana Law Enforcement Academy at Plainfield, Indiana, May 32 5-6, 1975, seconded by Mr. Burton and on unanimous voice vote the 33 motion was carried. 34 35 Director Strahan read a letter he received from Miami University 36 expressing their appreciation for Richmond's participation in 37 hosting Miami University Field placements in Criminology. 38 39 Mr. Judge moved to grant permission for Major Chesnut, Detective 40 Lt. Gene Goodwin and Director Strahan to attend the Quarterly Re- 41 training Session of the FBINA at Jeffersonville, Indiana, Thursday 42 May 8, 1975, seconded by Mr. Burton and on unanimous voice vote 43 the motion was carried. 44 45 Mr. Judge moved to submit an ordinance to Council appropriating 46 $1 ,000.00 from the Motor Vehicle Highway Cash Operating Fund for 47 motor oil for the Street Department, seconded by Mr. Burton and on 48 unanimous voice vote the motion was carried. 49 50 Mr. Judge moved to submit a resolution to Council transferring $200.00 51 in the City Clerk's budget from postage to travel for the purpose of 52 attending the International Institute of Municipal Clerks conference 53 in Denver, Colorado in May, seconded by Mr. Burton and on unanimous 54 voice vote the motion was carried. 55 56 Mr. Willis moved to approve a curb cut request at 349 S.W. 2nd Street, 57 seconded by Mr. Judge and on unanimous voice vote the motion was 58 carried. 59 60 Mr. Judge moved to release Street Lighting Project for relighting 61 of Glen Miller Park, seconded by Mr. Burton and on unanimous voice 62 vote the motion was carried. 63 64 There being no further business on motion duly made, seconded and 65 passed, the meeting was adjourned. 66 Robert G.
