HomeMy Public PortalAbout03-13-1975 3i BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 13, 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session March 13, 1975 at the hour of 9:00 a.m. in the 3 Municipal Building in said City. Mr. Burton presided with Mr. Judge 4 and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Judge and on unanimous voice vote the motion was carried. III 8 9 Mrs. Gretchen Smith, Chairman Heart Fund, appeared before the Board 10 requesting to change the date of the "Penny Pitch" from Saturday April 11 26, 1975 to Saturday May 3, 1975 due the March of Dimes Walk-a-thon 12 being scheduled for April 26. 13 14 Mr. Burton moved to approve the change of date for the Heart Fund "Penny 15 Pitch" from April 26, 1975 to May 3, 1975, seconded by Mr. Judge and on 16 unaimous voice vote the motion was carried. 17 18 Louis E. Gibbs , Chief of Police, presented the following to the Board: 19 20 BOARD OF PUBLIC WORKS AND SAFETY 21 Robert G. Burton, President 22 23 Dear Board Members: 24 25 I request permission to send Lieutenant Charles Chris 26 to Police Management School #2 at Bloomington, Indiana 27 from April 14-18, 1975. 28 29 The Course is sponsored by the Indiana Law Enforcement 30 Agency. 31 32 The only cost to the Department will be for transporta- 33 34 tion. 35 Sincerely, 36 /s/ Louis E. Gibbs 37 Chief of Police 38 39 Mr. Judge moved to grant permission for Lieutenant Charles Chris to 40 attend Police Management School #2, April 14-18, 1975, seconded by 41 Mr. Burton and on unanimous voice vote the motion was carried. 42 43 Mr. Judge moved to submit an Ordinance to Council Monday, March 17, 44 requesting an appropriation of $500.00 from the General Fund to City 45 Court Corrections Officer, seconded by Mr. Burton and on unanimous voice 46 vote the motion was carried. 47 48 Mr. Judge moved to submit an Ordinance to Council Monday, March 17 49 requesting a transfer of $230.00 within the City Court Budget from 50 "Supplies" Film and other Supplies--Drivers School ($200.00) and from 51 "Services Personal " Court appointed attorneys ($30.00) to "Supplies" 52 Officials Records , seconded by Mr. Burton and on unanimous voice vote 53 the motion was carried. 54 55 Mr. Burton moved to submit the following monthly report from the Bureau 56 of Buildings as part of the minutes, seconded by Mr. Judge and on unani- 11/ mous voice vote the motion was carried: 58 59 Board of Public Works and Safety 60 50 North 5th Street 61 Richmond, Indiana 47374 62 63 Gentlemen: 64 65 The following is a report from the Bureau of Buildings for the 66 month of February, 1975. Goins 29 Building Commissioner 30 31 Hearing to vacate a street located on South 12th Street, North of 32 South "J" and South of -South "L" Street was held at 9:10 a.m. (Hibberd 33 School ) 34 35 Mr. Burton examined proof of publication and found it to be in order. 36 37 Mr. Burton moved to accept and file proof of publication, seconded by 38 Mr. Judge and on unanimous voice vote the motion was carried. 39 40 No one appeared in person or by written remonstrance. 41 42 Mr. Burton moved to adopt Confirmatory Resolution adopting Declaratory 43 Resolution No. 2-1975 with legal description as contained with the 44 exclusion of any existing utilities, seconded by Mr. Judge and on 45 unanimous voice vote the motion was carried. 46 47 Claude E. Goins , Building Commissioner, reported on the Huddleston Pro- 48 perty located at 39 South 19th Street stating he had contacted Mr. 49 Tripp and the property had a stopped up sewer which will be replaced 50 but the house is otherwise secure. 51 52 Mr. Leonard Dailey, 2516 N.W. 16th Street appeared before the Board 53 requesting water pipes be installed in his block and also something be 54 done about drainage problems in his area. 55 56 Mr. Willis stated an appropriation has been made to build a sewer 57 in the Holsapple addition which would not be completed in a couple 58 of years. 59 60 Mr. Burton stated the Board would have Chief Berry look into the 61 possibility of installing a fire hydrant in the 2500 block of N.W. 62 16th Street. 63 3 Board of Works Minutes March 13, 1975 Page 3 1 Chief of Police Lewis E. Gibbs presented a letter containing his 2 recommendation that Officer Joel Thomas Moffet be charged with the 3 violation of certain sections of rules and regulations of the City 4 of Richmond Police Department, as is more particularly set forth 5 in Chief Gibbs letter attached to these minutes. Upon Chief Gibbs 6 recommendation the Board of Public Works and Safety adopted a Reso- 7 lution made by Jerald J. Judge and seconded by Ralph E. Willis , 8 charging Officer Joel Thomas Moffet with the following violations 9 of the rules and regulations of the City of Richmond Police Depart- 10 ment; 11 Article V, Under General Disciplinary Rules; Rule #2 Conduct 12 unbecoming a police officer of the Richmond Police Department; 13 Rule #13 Insubordination or disrespect toward a superior 14 officer; Rule #14 Willful maltreatment of a prisoner or any 15 other person and Rule #22 Publically criticizing the official 16 action of a superior officer; 17 And further, that a hearing be held upon said charges on Wednesday, 18 March 26, 1975 at the hour of 10:00 a.m. and, further, that Officer 19 Moffet be personally served with a written notice notifying him of 20 the time and the place of the hearing, and of the charges brought 21 against him. 22 23 Director of Public Safety Donald Strahan announced the ground breaking 24 for Fire Station No. 2 at 10:30 a.m. Friday, March 14, 1975. 25 26 Director of Community Development Richard Freeman requested reserved spaces in 27 City Building Parking Lot for use by the Community Development depart- 28 ment car pool . 29 30 Mr. Burton moved to take this matter under advisement until next week, 31 seconded by Mr. Willis and on unanimous voice vote the motion was 32 carried. 33 34 There being no further business on motion duly made, seconded and 35 passed the meeting was adjourned. 36 37 38 Robert G.
