Danny - Please let me know who you think will be able to attend the hearing on June 30th, 9am to talk about the other
two undergrounding projects. Also, please do not forget your resume to submit into the record at the hearing. I will
probably talk first of the consultant team then turn to you to cover at least the following points:
1) opinion of project cost
2) increased safety and reliability, including connection to existing underground feeder line (brief repeat of your
statement at last hearing - and refer to your May 3, 2011 memo to the Commission that was entered into the record at the
last hearing)
3) Place au Soleil will not be served by or benefit from the undergrounding project and has already undergrounded
utilities in that area
4) Gulf Stream Shores statements that "FPL would charge < $20,000 to underground our lines" (April 28, 2011) and "FPL
would charge < $40,000" (May 13, 2011) --- what would this provide in your opinion
After you cover these points, if you would please hand off to Habib for a discussion of the assessment methodology. Give
me a call if you have any questions. I'd like to touch base by phone sometime before the hearing -- maybe mid-day on
Wednesday while I'm driving to Gulf Stream?? Please let me know. Thanks, Susan

THE FIRM
Brannon & Gillespie, LLC was founded in December, 2001. The firm has
two members, Danny P. Brannon and James S. Gillespie. Danny P. Brannon is
a registered engineer in the state of Florida with over 28 years in the electric
utility engineering, technology, and construction management areas. During
the past eight years, Danny has provided utility coordination services for major
developers such as Lennar, Standard Pacific, First Florida, and RAM
Development providing negotiation and design services relative to the
installation of underground utility facilities. In addition, consulting services for
undergrounding existing facilities are currently being provided to the Towns of
Jupiter Island, Jupiter Inlet Colony, Palm Beach, Wellington, Gulf Stream, and
Hollywood. James S. Gillespie is currently a registered engineer in the states of
Florida, North Carolina, South Carolina, Georgia, Alabama, Texas, Missouri,
Ohio, New York, New Jersey, and Tennessee, with over thirty years of electrical
engineering and management experience. In addition to Utility Coordination,
Both Principals also provide full service professional engineering services for
commercial and industrial projects.
The firm routinely provides electrical designs associated with new
construction and renovation projects such as hotels, churches, shopping
centers, industrial facilities, funeral homes, sports fields, standby generator
installations, marinas, parking garage structures, and large multifamily
apartment buildings. Designs for renovation of historic buildings including the
Artist’s Colony in West Palm Beach, the Estee Lauder estate, and Donald
Trump's Mar-A-Lago Club in Palm Beach have also been provided.
An emphasis is placed on delivering functional and quality designs, Code
compliance, cost control, and value engineering. The firm also has extensive
expertise in negotiations with electrical, telephone, and Cable TV utility
companies to facilitate the acquisition of optimal results at a minimum cost to
clients. Brannon & Gillespie have provided designs for large scale standby
generators for clients such as Johnson & Johnson, Florida Power & Light
Company, Miami Biltmore Hotel, Miami Downtown Federal Detention Center,
and many others with generators typically ranging from one megawatt to three
megawatts. Brannon & Gillespie carries general liability and errors &
commission insurance, and is registered with the State of Florida engineering
board as an engineering business, Certificate of Authorization #6784.

Superintendent of Emergency Services, Eastern Division (1982 -
1990) Responsible for operation of Emergency Services in the Eastern
Division service territory of approximately 4100 square miles and
620,000 customers. Directed a staff of nine management and 38
bargaining unit personnel with responsibility for the operation of the
electrical distribution system including 350 feeders and 70 substations.
Superintendent of Jupiter Service Center (1980 - 1982) Responsible
for the Jupiter Service Center operation which included one management
and 25 bargaining unit personnel.
Assistant Supervisor, West Palm Beach Central Service Center
(1976 - 1980) Responsible for various crew supervisory tasks including
overhead, underground, and job scheduling. Responsibilities included
conducting investigations of customer voltage complaints, feeder load
balancing, regulator setting calculations and feeder switching for routine
maintenance or emergency restoration.
Engineer, Eastern Division Distribution Engineering Department
(1972 - 1976) Responsibilities included engineering design of overhead
and underground electrical distribution and street light facilities, which
increased in complexity from 1972 to 1976.
