Susan,
Concerning this memo, There are considerable costs associated with telephone, cable tv, legal, surveying, administration,
etc. that are not dependant on the FPL connected or demand load. Typically, there are no records as to residential
customer peak loads, only KWH consumption. Almost all residential customers are only billed by the kilowatt hours they
consume with no record as to how it is distributed during a monthly billing period.

same person that was comparing the Hillside assessment to that of Las Casita. I think Willdan is reviewing this
