HomeMy Public PortalAbout01-16-1975 7 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 16, 1975 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session January 16, 1975, at the hour of 9:00 a.m. in 3 the Municipal Building in said City. Mr. Burton presided with Mr. Judge 4 and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Judge moved to approve the minutes of the previous meeting, seconded 7 by Mr. Willis and on unanimous voice vote the motion was carried. 8 9 Chief of Police, Louis E. Gibbs , presented the following letter: 10 December 26, 1974 11 BOARD OF PUBLIC WORKS AND SAFETY 12 Jerald J. Judge, President 13 14 Dear Board Members: 15 16 Due to the unexpected retirement of Lawrence Howe the Police 17 Department Radio Technician, effective January 1 , 1975; it 18 will become necessary to contract the radio maintenance for 19 the Police Department, Fire Department and the City Govern- 20 ment radio equipment. These circumstances therefore require 21 an ordinance be prepared for Council Meeting Monday January 6, 22 1975 requesting the transfer of Mr. Howe' s salary of $10,800 23 from General L-1 Payrolls (1-11-ill ) to General L-lla Other 24 Contractual Services (2-26-264) . 25 26 Sincerely, 27 /s/ Louis E. Gibbs 28 Chief of Police 29 30 Mr. Burton moved to submit an ordinance to Council transferring $10,800 31 in the Police. Department budget, seconded by Mr. Judge and on unanimous 32 voice vote the motion was carried. 33 4 Chief Gibbs presented the following letter: 35 36 Chief of Police • 37 Police Department 38 Richmond, Indiana 47374 39 40 Dear Chief: 41 42 I , Officer Richard F. Andrews, wish to submit my resignation 43 as a member of the Richmond, Indiana Police Department, for 44 personal reasons. I wish this resignation to become effective 45 January 28, 1975. 46 47 /s/ Richard F. Andrews 48 49 Time: 12:00 noon 50 51 Date: Jan. 12, 1975 52 53 Mr. Burton moved to accept the resignation of Officer Richard F. Andrews 54 effective January 28, 1975, seconded by Mr. Judge and on unanimous 55 voice vote the motion was carried. 56 11/ 57 Chief Gibbs requested permission to send Captain Loper and Sergeant 58 Shoemaker to a Traffic Engineering Conference at Purdue University Febru- 59 ary 3rd through February 7, 1975. It is sponsored by Purdue University 60 Shcool of Engineering and Indiana Section of Insitute of Traffic Engineers. 61 62 Mr. Judge moved to grant permission to send Captain Loper and Sergeant 63 Shoemaker to the Traffic Engineering Conference, seconded by Mr. Burton 64 and on unanimous voice vote the motion was carried. 65 66 Police Chief, Louis E. Gibbs , requested permission to promote Patrolman 67 Technician Todd Thompson to the position of Detective Sergeant (Acting) 68 effective January 15, 1975 and to receive the same pay as a Detective 69 Sergeant, seconded by Mr. Willis and on unanimous voice vote the motion 70 was carried. Board of Works Minutes January 16, 1975 Page 2 1 Mr. Burton moved to promote Patrolman Technician Todd Thompson to the 2 position of Detective Sergeant (Acting) effective January 15, 1975 3 and to receive the same pay as a Detective Sergeant, seconded by Mr. 4 Willis and on unanimous voice vote the motion was carried. 5 6 Mr. Burton commended the Fire Department and the Police Department 7 for the fine job they did at the fires at Garwood Apts •and 810 No. 8 "G" Street. 9 10 Fire Chief William Berry said he would like to commend the firemen 11 for a job well done and in particular Don Seal , Irvin Perkins and 12 Jan Vogelsong. 13 14 Captain Scott Loper, Traffic Division, read a letter from the State 15 Highway Commission stating right turn on red will be permitted at the 16 intersection of US 40 (E. Main Street) and 12th and US 40 (E. Main 17 Street) and 13th Street. 18 19 Mr. Burton moved to concur with the State Highway Commission and per- 20 mit right turn on red at those intersections, seconded by Mr. Willis 21 and on unanimous voice vote the motion was carried. 22 23 Captain Scott Loper presented a thorough traffic study regarding the 24 petition requesting the installation of a traffic signal at the inter- 25 section of North 12th and "G" Streets , a copy of which is on file in 26 the Clerk's Office. 27 28 Captain Loper said additional school limit signs and speed limit signs 29 have been posted at this intersection. 30 31 Mr. Burton moved to accept the recommendation of Captain Loper and 32 deny the request for the traffic signal at the intersection of North 33 12th and "G" Streets with the stipulation chartreuse cross walks 34 and school crossing be painted at the intersection, seconded by Mr. 35 Judge and on unanimous voice vote the motion was carried. 36 37 Mr. Judge moved to submit ordinance to Council appropriating $25,000 38 from the Federal Revenue Sharing Trust Fund to purchase a new street 39 sweeper and to advertise for bids for a sweeper at 9:15 a.m. on 40 January 30, 1975, seconded by Mr. Burton and on unanimous voice vote 41 the motion was carried. 42 43 Mr. Burton moved to approve request for a curb cut at 521 Northwest 44 "L" Street as per plans submitted, seconded by Mr. Willis and on unani- 45 mous voice vote the motion was carried. 46 47 Mr. Judge moved to approve request for a curb cut at Walled Lake Door, 48 Northwest "L" and 11th Streets as per plans submitted, seconded by 49 Mr. Burton and on unanimous voice vote the motion was carried. 50 51 Mr. Judge moved to approve carryovers from the 1974 budget to the 1975 52 budget, seconded by Mr. Burton and on unanimous voice vote the motion 53 was carried.
