I was of the understanding that this was a 31 day process if all went as fast as possible. ( From First reading to final
adoption)

Subject: Gulf Stream Project Schedule
Lee - I know you are working with Danny on a project construction schedule so a timeframe can be presented at the
public meeting. I had a few thoughts about the schedule and assessment process -- wanted to throw them out for
discussion and consideration.
If the Town does not want to advance the funds for construction (if there is funding available for this), then the timing of
executing contracts for engineering, construction, etc. all has to follow final adoption of the assessments. The steps
required to adopt the assessments under the home rule process and sec. 197.3632, F.S., are:
- Draft ordinance and initial resolution
- 1st reading of ordinance
- Advertise Ord. public hearing (at least 10 days prior to public hearing)
- Hold public hearing and adopt Assessment Ordinance (same meeting may be used for ord. and initial resol. adoption)
- Adopt Initial Assessment Resolution (incorporates the assessment methodology report and authorizes mailing of
statutory notices, publication of rate
schedule and sets date for Public Hearing)
- Mail First Class Notices and Publish newspaper notice - at least 20 days prior to the public hearing
- Hold Public Hearing and adopt Final Assessment Resolution

This process, including drafting of documents and printing mailings, etc., will probably take a couple of months (there are
30 days consumed by notice time alone). Anyway, just wanted to set this out so that we didn't propose an overly
optimistic start time for project construction.
