understanding was the same as yours - that for now, all parcels would show a customized base assessment, an electric
meter replacement only if Danny's database showed a need for it, and a charge for all 3 laterals (same $ for each parcel, I

Danny,
I'm back in the office. My understanding, based on Friday's
call, was that there could be cases in which a lateral would be required
that wasn't initially anticipated. I thought your initial concern was
that you won't know whether or not a parcel may need a lateral - with
100% accuracy - until you are out in the field. Is this now not the case
for FPL services? The only line items that I was going to customize on
a parcel-by-parcel basis for the ballot were the "Base Assessment" and
"Electric Meter Replacement." Please note, if I only identify electric
service laterals for parcels in your database survey, this means that
any additional costs for electric service laterals that weren't
identified may not be included within a parcel's assessment. Although we
have contingencies, we wouldn't want a parcel's service lateral cost to
be subsidized by all other parcels.

That is not what I intend to do. The base assessment will be calculated
based on your survey. I will then kept that amount fixed and charge all
properties for the three potential laterals. I have already accounted
for
your concern.

underground FPL services as provided for in the survey. When you show
everybody needing a new FPL service, you will lower the base assessment
amounts on all residents. Folks who have paid for their existing
underground
services from the front may complain. On any individual property
reports, I
would have shown all AT&T services and Comcast Services being replaced,
and
the FPL services and meters being replaced per our survey. I agree that
we
were using the $5,000,000 budget to calculate the core area properties
assessments. Will you add a placeholder parcel to the database to cover
the
extra $450,000 base budget amount.
