HomeMy Public PortalAbout22-032 - city to budget $15,000 for Conga-Locka and seek funding opportunitiesSponsored by: Vice Mayor Taylor Co -sponsored by: Mayor Williams, Commissioners Bass, Davis and Dominguez RESOLUTION NO. 22-032 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO BUDGET FIFTEEN THOUSAND DOLLARS ($15,000.00) FOR FISCAL YEAR 2022-2023 FOR AN ANNUAL HISPANIC CONGA-LOCKA FESTIVAL; FURTHER, DIRECTING THE INTERIM CITY MANAGER TO SEEK FUNDING OPPORTUNITIES AND ESTABLISH PARTNERSHIPS FOR ADDITIONAL FUNDING; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Opa-Locka (' a preeminent South Florida community Heritage Conga-Locka Festival ("Festival' annual festival celebrating the culture of owners; and 'City") desires to highlight its reemergence as by continuing the tradition of a Hispanic '), which was established in 2021 to be an the City's Hispanic residents and business WHEREAS, the 2021 Festival was a great success offering a vibrant activity that served to engage residents, improve the City's image and provide high quality cultural enrichment for residents, business owners and visitors; and WHEREAS, the Interim City Manager recommends an amount of Fifteen Thousand Dollars ($15,000.00) from the 2022-2023 Fiscal Year budget for the Festival, subject to Commission approval of the FY 2022-2023 Annual Budget, including a Special Events budget with $94,300 as currently reflected in the FY 2022-2023 Tentative Budget; and WHEREAS, the City Commission hereby accepts the Interim City Manager's recommendation and further directs the Interim City Manager to seek funding opportunities and establish partnerships for additional funding for the Festival; and WHEREAS, the Interim City Manager is hereby required to produce a detailed budget to the City Commission with a specific plan of action for the Festival within thirty (30) days from the approval of this Resolution. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Resolution No. 22-032 Section 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. Section 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager, Darvin E. Williams, to budget Fifteen Thousand Dollars ($15,000.00) for Fiscal Year 2022- 2023 subject to Commission approval of the FY 2022-2023 Annual Budget, including a Special Events budget with $94,300.00, as currently reflected in the FY 2022-2023 Tentative Budget; and further directs the City Manager to seek funding opportunities and establish partnerships for additional Festival funding. The Interim City Manager shall produce a detailed budget to the City Commission within thirty (30) days from the approval of this Resolution showing a specific plan of action for the Hispanic Heritage Conga-Locka Festival to be held within the City. Section 3. SCRIVENER'S ERRORS Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, following review by the City Attorney, and without need of public hearing, by filing a corrected copy of same with the City. SECTION 4. EFFECTIVE DATE This Resolution shall be effective immediately. PASSED and ADOPTED this 14th day of September, 2022. Staff Summary: The City of Opa-locka desires to highlight its reemergence as a preeminent South Florida community by continuing the tradition of Hispanic Heritage Conga-Locka Festival which was established in 2021 as an annual festival celebrating the culture of the City's Hispanic residents and business owners. Financial Impact: This is a FY 23 event and will be charged to the Parks & Recreation Special Events account, 72-572403, which has $94,300 available. This account will be subsequently amended with an additional $15,000 to ensure that the other Special Events budgeted for this account have the funding intended for each of these events. Proposed Action: Staff recommends the City Commission authorize expenditure of $15,000 in FY 23 in support of an Annual Hispanic Heritage Conga-Locka Festival, subject to Commission final approval of the FY 23 Annual Budget, including a Special Events budget with $94,300 as currently reflected in the FY 23 Tentative Budget.
