Danny - Please review the attached letter questioning the data regardig onsite utilities. Habib checked his information
which shows that cable and telephone need to be undergrounded. Please check on this as soon as possible and let us
know if the data used in the calculations needs to be corrected. Needs to be done today or tomorrow. Let me know if you

Dear Ms. Taylor:
I have reviewed that attached property assessment for my home at 1601 North Ocean
Blvd. During the 2006 renovation to the home I undergrounded the electrical, cable and
phone services.
Your assessment for 1601 shows that only the electrical service was undergrounded and
that I am being further assessed for both the phone and cable lateral replacements.
I would eciate your review of this matter.

NOTICE OF HEARING TO IMPOSE AND PROVIDE
FOR COLLECTION OF NON -AD VALOREM ASSESSMENTS
FOR UTILITY UNDERGROUNDING PROJECT
PUBLIC HEARING ON JUNE 30, 2011 9:00 AM

The Commission of the Town of Gulf Stream, Florida (the "Town") is considering a capital
improvements project to underground overhead utilities, including electrical, fiber optic/cable
television and telephone facilities, that serve certain properties within the Town (the "Project").
If the Project proceeds, the cost will be funded by assessments against certain real property
within the Town that will be specially benefited by the Project and will be billed on the annual
property tax bill. The assessment for each parcel of real property is based on the benefit
that it will receive as a result of the Project. The assessments will be collected on the
annual property tax bill for not less than 10 years nor more than 20 years depending upon
the project financing obtained by the Town.
Both the Utility Undergrounding Project non -ad valorem assessment amount shown on the
reverse side of this notice and the ad valorem taxes for the parcel will be collected on the ad
valorem property tax bill mailed in November of each year that the assessment is imposed.
Failure to pay the assessments will cause a tax certificate to be issued against the property
which may result in a loss of title. A more specific description of the assessment program is
included in Resolution No. 011/2 adopted by the Commission on May 13, 2011. Copies of
Resolution No. 011/2 and the preliminary assessment roll are available for review at the Town
Hall, 100 Sea Road, Gulf Stream, Florida 33483. Information regarding the assessment for
your specific property is on the reverse side of this page.
The Commission will hold a Public Hearing at 9:00 a.m., or as soon thereafter as the matter
can be heard, on June 30, 2011, at the Town Hall, 100 Sea Road, Town of Gulf Stream,
Florida 33483, for the purpose of receiving comments on the proposed project and special
assessments. You are invited to attend and participate in the public hearing or to file written
comments with the Commission within 20 days of this notice or any time prior to the public
hearing.
If you decide to appeal any decision made by the Commission with respect to any matter
considered at the hearing, you will need a record of the proceedings and may need to ensure
that a verbatim record is made, including the testimony and evidence upon which the appeal is
to be made. In accordance with the Americans with Disabilities Act, persons needing a
special accommodation or an interpreter to participate in this proceeding should contact the
Town Clerk's Office at 561-276-5116 at least three (3) days prior to the date of the hearing.

The purpose of this assessment is to fund a Utility Undergrounding Project benefiting certain
property located within the incorporated area of the Town of Gulf Stream. The total
assessment revenue to be collected within the Town of Gulf Stream for the Utility
Undergrounding Project through non -ad valorem assessments is estimated to be $5,839,729
(not including annual interest and annual administration costs).
The maximum assessment for the above parcel is proposed to be $12,025.32 and will bear
interest at a not to exceed rate of 10% per annum over the term of the financing obtained
by the Town and will include annual costs related to administration and collection not to
exceed 6%. The term of the financing will be not less than 10 years nor more than 20
years. The maximum amount of the assessment will be confirmed at the public hearing
described below. If there is a mistake on this notice, it will be corrected. If you have
