HomeMy Public PortalAbout12-26-1974 _3 c 7 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 26, 1974 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session December 26, 1974, at the hour of 9:00 a.m. in 3 the Municipal Building in said City. Mr. Judge presided with Mr. Burton 4 and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Judge and on unanimous voice vote the motion was carried. 8 9 Louis E. Gibbs, Chief of Police presented a letter of resignation from 10 the Richmond Police Department from Steven Jay Tevis for personal reasons, 11 effective December 21 , 1974. 12 13 Mr. Judge moved to accept Steven Jay Tevis's resignation effective December 14 21 , 1974, seconded by Mr. Burton and on unanimous voice vote the motion 15 was carried. 16 17 Chief Louis Gibbs presented the following letter: 18 19 BOARD OF PUBLIC WORKS AND SAFETY 20 Jerald J. Judge, President 21 22 Dear Board Members : 23 24 I recommend that Joseph Charles Klein, age 21 , of 1404 25 Ridge Street, Richmond, Indiana and John L. Robinson II , 26 age 24, of 112 Sycamore Drive, Richmond, Indiana be appointed 27 Probationary Patrolmen on the Richmond Police Department. 28 29 Mr. Klein and Mr. Robinson II have successfully completed 30 all mental and physical examinations as required by this 31 Department. III 32 33 Please make Mr. Robinsons appointment effective January 34 2, 1975 and Mr. Kleins appointment effective January 6, 35 1975. 36 37 Sincerely, 38 /s/ Louis E. Gibbs 39 Chief of Police 40 41 Mr. Judge moved to appoint John L. Robinson II as probationary Patrolman 42 on the Richmond Police Department effective January 2, 1975 and appoint 43 Joseph Charles Klein as probationary Patrolman effective January 6, 1975, 44 seconded by Mr. Burton and on unanimous voice vote the motion was carried. 45 46 Chief Louis E. Gibbs requested an ordinance be sent to Council requesting 47 a transfer in the Police Department budget of $10,800.00 from Payrolls 48 to Other Contractual Services for radio maintenance for the Police 49 Department. 50 51 Mr. Willis moved to take under advisement the request to transfer $10,800.90 52 in the Police Department budget, seconded by Mr. Judge and on unanimous 53 voice vote the motion was carried. 54 55 The following bids were received for demolition of the service station 56 at S.W. 1st and West Main Streets: McFarland, $900.00, A & D Excavating 57 $750.00, Mike Delucio & Son, $870.00 and Cox Excavating, $675.00. 58 59 Mr. Judge moved to authorize Charles Howell , Administrative Assistant, 60 to examine the bids and award the bid to the lowest bidder if the insurance 61 is in order, seconded by Mr. Willis and on unanimous voice vote the 62 motion was carried. 63 64 Mr. DeLucio appeared before the Board stating the will be demolishing the 65 Colonial Building. 66 Board of Works Minutes December 26, 1974 Page 2 1 City Attorney, Robert Burton, stated he wanted to review the wrecking 2 permit with Building Commissioner, Claude E. Goins to make sure ad- 3 4 joining property owners would be protected before it is issued to 5 Mr. DeLucio. 6 7 Administrative Assistant, Charles Howell , stated applications will be - 8 taken in his office for the Public Service jobs available under the 9 CETA Act 1973. He stated applicants need not go through Employment 10 Agencies as fees should not be collected for these jobs. 11 12 Mr. Judge read the following letter: 13 14 Mr. Jerald J. Judge, President 15 Board of Public Works and Safety 16 Richmond, Indiana 47374 17 18 Re: US 27 & Sim Hodgin Parkway & 19 Entrance to Reid Memorial Hospital 0 Richmond; Wayne County 21 Request for Left Turn Indications 22 23 Dear Mr. Judge: 24 25 We have received the Greenfield District's report and traffic 26 engineering investigation for the addition of left turn arrows at 27 the above references location. 28 29 A review and engineering analysis by this office of the data 30 submitted,indicated that the left turning vehicular volume and 31 opposing through traffic volumes are too low to require the need for 32 a separate left turn arrow indication and phase. The installation 33 of a turn arrow would penalize the through traffic movements 34 throught the intersection as the time for the turn arrow would 35 have to be removed from the time now used for one or more through 36 traffic movements. 37 38 The net result would, therefore, be a reduction in the effi- 39 ciency of the signal operation with more delay to most of the people 40 using the signal . 41 42 In closing, we thank you for your interest in traffic safety 43 and for bringing this location to our attention. Venable 49 Chief, Division of Traffic 50 51 Mr. Judge read the following letter: 52 53 Chief Louis Gibbs 54 Richmond City Police 55 City Building 56 Richmond, Indiana 57 58 Dear Louie, 59 60 Back in 1972 when Reid held its first open house, we contracted 61 with Rose City Bus Lines for service paid for by Reid so we 62 could handle an open house and avoid the parking hassle. 63 .307 Board of Works Minutes December 26, 1974 Page 3 1 (Kathy Judge's letter cont. ) 2 3 We need to do the same Jan. 11 and 12, 1975 as we hold 4 our last open house on the expansion program. 5 6 Talked with Darrell Sheffer and we're planning to hold 7 the same stops as in 1972 - one at the northwest corner 8 of 8th and the Promenade and the other near the G St. 9 Bridge so that guests can park at the High School , then 10 ride a bus out. 11 12 We will have bus stop signs made up for the occasion. 13 Open house is from 12 noon to 8 p.m. each of the days. • 14 15 Please let me know if there are any problems you would 16 forsee with this plan. 17 18 Sincerely, 19 /s/ Kathy Judge 20 Public Relations Director 21 REID MEMORIAL HOSPITAL 22 23 Mr. Judge announced the next meeting will be January 2, 1975 and wished 24 everyone a Happy New Year. 25 26 There being no further business on motion duly made, seconded and passed, 27 the meeting was adjourned. 28 29 Jerald J.
