HomeMy Public PortalAbout12-19-1974 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 19, 1974 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session December 19, 1974 at the hour of 9:00 a.m. in the 3 Municipal Building in said City. Mr. Judge presided with Mr. Burton and 4 Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Burton and on unanimous voice vote.the motion was carried. 8 III9 Mrs. Josephine Hunter, 718 North 15th Street, appeared before the Board 10 requesting the traffic signal be re-installed at the intersection of 11 North 12th and "B" Streets for the safety of the school children crossing 12 there. 13 14 Mr. Judge moved to refer the request to the Traffic Division for study 15 and recommendation, seconded by Mr. Burton and on unanimous voice vote 16 the motion was carried. 17 18 Mr. Hugh Ronald, Earlham College appeared before the Board requesting per- 19 mission to install five joint direction signs for Earlham College and I.U. 20 East. 21 22 Mr. Willis moved to approve the request for five Trail Blazer signs for 23 Earlham College and I .U. East, subject to the approval of Captain Loper, 24 Traffic Division, seconded by Mr. Burton and on unanimous voice vote the 25 motion was carried. 26 27 Louis E. Gibbs, Chief of Police, presented the following letter: 28 29 Board of Public Works & Safety 30 Jerald J. Judge, President 31 32 Dear Board Members: III 33 34 I recommend that Steven Jay Tevis, age 23, of 344 S.W. 2nd Street, 35 Richmond, Indiana, be appointed a Probationary Patrolman on the 36 Richmond Police Department. 37 38 Mr. Tevis has successfully completed all mental and physical 39 examinations as required by this Department. 40 41 Please make this appointment effective December 23, 1974. 42 43 _ Sincerely, 44 /s/ Louis E. Gibbs 45 Chief of Police 46 47 Mr. Judge moved to appoint Steven Jay Tevis as Probationary Patrolman 48 on the Richmond Police Department effective December 23, 1974, seconded 49 by Mr. Burton and on unanimous voice vote the motion was carried. 50 51 Chief of Police Louis E. Gibbs, presented the following letter: 52 53 Board of Public Works & Safety 54 Jerald J. Judge, President 55 56 Dear Board Members: 57 III 58 I request that Calvin Curtis Brown, Sr. , age 39, of 620 59 North 9th Street, Richmond, Indiana be appointed a Special 60 Police Officer. 61 62 Mr. Brown will be employed as a Campus Policeman at Earlham 63 College. His Police powers will be limited to the Campus 64 and the Streets adjacent thereto. 65 66 Please make this appointment effective December 20, 1974. 67 68. Sincerely, 69 /s/Louis E. Gibbs 70 Chief of Police 5o� Board of Works Minutes December 19, 1974 Page 2 1 Mr. Judge moved to appoint Calvin Curtis Brown, Sr. , as Special 2 Police Officer effective December 20, 1974, seconded by Mr. Burton and 3 on unanimous voice vote the motion was carried. 4 5 Mr. Judge moved upon recommendation of Charles Howell , Administrative 6 Assistant, to award bid for Trailer Mounted Heating & Remix Plant to 7 the only bidder Ralph Brown Equipment Co. in the amount of $7,496.00, 8 seconded by Mr. Burton and on unanimous voice vote the motion was 9 carried. 10 11 Mr. Judge moved upon recommendation of Administrative Assistant, 12 Charles Howell , to award contract for exterminating birds under the 13 North 10th Street Bridge to Rogers Bird Exterminating Co. in the 14 amount of $250.00, seconded by Mr. Willis and on unanimous voice 15 vote the motion was carried. 16 17 Charles Howell , Administrative Assistant, announced bids would be 18 accepted at 9:00 a.m. in his office Thursday, December 26, 1974 for 19 demolition of property located at S.W. 1st and Main Streets. Anyone 20 interested should contact Mr. Howell for specifications. 21 22 Mr. Howell also announced an Auction will be held today at 6:00 P.M. 23 at the Police Department Garage to sell lost and stolen items held 24 longer than six months by the Police Department. 25 26 Captain Scott Loper, Traffic Division, presented the following letter: 27 28 Ms. Margaret Mellen, Clerk 29 Board of Public Works & Safety 30 Richmond, Indiana 47374 31 32 Re: US 27, SR 227 (10th St. ) & SR 121 33 (N. "J" St) Richmond; Wayne County - 34 Request for Left Turn Indications 35 36 Dear Ms. Mellen: 37 38 We have received the Greenfield District's engineering 39 report and investigation that was made to ascertain whether traffic 40 conditions are such at this location to require the addition of a left 41 turn arrow into the signal phasing. 42 43 A review and analysis of the data submitted, indicates that 44 the left turning vehicular volumes, (southbound to eastbound) are 45 sufficient to fulfill the minimum requirements of the standard 46 criteria for the installation of a left turn indication and phasing. 47 48 With the inclusion of the left turn phasing for southbound to 49 eastbound traffic, the "RIGHT TURN ON RED" movement for northbound 50 to eastbound traffic will need to be prohibited. 51 52 By copy of this letter, we are instructing our Greenfield 53 District Engineer and his staff to proceed with the addition of 54 the left turn indication and phasing at this intersection at 55 their earliest convenience after receipt of the Official Action 56 prohibiting "RIGHT TURN ON RED" for the northbound to eastbound 57 traffic. 58 59 In closing, we thank you for your interest in traffic safety 60 and for bringing this locationto our attention. 61 62 Very truly yours, 63 /s/ Clinton A.
