Here are two options to consider: 1) Costs shared by All Properties -- use the increased budget costs to calculate the assessment rates used in the public information/ballot as “maximum estimated rates” (Don’t know the impact on Willdan’s work effort here as the annexation area may not be included in the property database in current work? Would be necessary to calculate rates for the entire expanded project area); or 2) Costs of Annexed Area placed on Annexed Area -- use the current project/rates (no annexation) for the ballot on the undergrounding project for the existing Town and have the annexed area bear the entire cost of the project associated with that area (probably higher rates than the rest of the Town). The Town will still have full flexibility in setting the final rates. This may push the undergrounding vote till sometime during the 2011/2012 season. This lag in timing will most likely increase cost of construction as the economy will be that much stronger. However, if this is the recommendation of the majority, we will follow your lead. Let me know your final advice on this situation. The cost is somewhat higher due to having to underground feeder lines as well as lateral lines. This would put the needed budget at approximately $5,440,000. The timing for the annexation is somewhat reversed from the order we would like. It would be better if the annexation vote occurred prior to the undergrounding vote so that we had the correct budget. If the votes are to occur as currently planned, (the undergrounding vote in January and the annexation vote in March), it may be wise to increase the budget now to cover the annexation area. We can lower it if the annexation does not occur, but it may be harder to increase the budget if it does. When Willdan runs the assessment numbers with the annexation area included, we will know the impact on the individual homeowners. Danny P. Brannon, P.E.
