BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 27, 1974
1 The Board of Public Works and Safety of the City of the City of Richmond,
2 Indiana, met in regular session November 27, 1974 at the hour of 9:00 a.m.
3 in the Municipal Building in said City. Mr. Judge presided with Mr. Burton
4 and Mr. Willis present. The following business was had to-wit:

6 Mr. Willis moved to approve the minutes of the previous meeting, seconded
7 by Mr. Judge and on unanimous voice vote the motion was carried.

III9 Mr. Judge moved to prepare an ordinance for Council transferring $95.50 in
10 the Mayor's budget, seconded by Mr. Burton and on unanimous voice vote the
11 motion was carried.

13 Mayor Byron E. Klute reported to the Board regarding the multi-level parking
14 structure proposed for the downtown area. A study by the Carl Walker Firm
15 in 1972 showed the need, he said. Part of the agreement with Elder-Beerman
16 in trying to get them to come to Richmond was that necessary parking would
17 be provided. Elder-Beerman contribures approximately $40,000.00 to the
18 property tax base annually. He further stated, the Second National Bank is
19 planning to build on the lot between 5th and 6th Streets thus eliminating
20 the available parking there and the County is planning to build on the lot
21 between 4th and 5th Streets.

23 Mr. Judge moved to advertise for bids to be taken on December 19, 1974, at
24 3:30 p.m. for construction of a new multi-level parking garage, seconded by
25 Mr. Burton and on unanimous voice vote the motion was carried.

38 Dear Mr. Strahan:

40 This is to acknowledge receipt of your letter of November 15,
41 1974, concerning the installation of left turn indications and
42 phasing for US 27 southbound vehicles entering the hospital 's
43 parking lot at the above referenced location.

45 We are by copy of this letter, instructing our Greenfield
46 District Engineer to schedule and conduct the appropriate traffic
47 engineering investigation at the above referenced location to determine
48 if left turn signals and phasing are justified. Upon receipt of the
49 District's study, we will inform you of the results and any subsequent
50 action to be taken by the Indiana State Highway Commission.

60 Mr. Judge moved to prepare for Council an ordinance transferring $955.00
61 in the Fire Department budget, seconded by Mr. Willis and on unanimous voice
62 vote the motion was carried.

64 Charles Howell , Administrative Assistant, reported that he has a list of
65 the locations of approximately 100 bus benches, but that inspection has
66 not yet been made to see if they are O.K. He will report back at the
67 next meeting.

1 Mr. Judge moved to submit to Council an ordinance transferring $460.00
2 in the Board of Works budget, seconded by Mr. Willis and on unanimous voice
3 vote the motion was carried.

5 Mr. Judge moved to submit to Council a resolution transferring $81.60 in the
6 Bureau of Buildings budget, seconded by Mr. Burton and on unanimous voice
7 vote the motion was carried.

9 Mr. Judge said he had received a letter from J. Brandon Griffis thanking
10 the Board for the action taken on the sidewalk in front of his house.

12 Mayor Byron E. Klute announced the appointment of Patricia Puttoff as
13 Commissioner to the Richmond Sanitary District.

15 There being no further business on motion duly made, seconded and passed,
16 the meeting was adjourned.
