BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 21 , 1974
1 The Boarrd of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session November 21 , 1974 at the hour of 9:00 a.m. in the Munici-
3 pal Building in said City. Mr. Judge presided with Mr. Burton and Mr.
4 Willis present. The following business was had to - wit:

6 Mr. Willis moved to approve the minutes of the previous meeting, seconded
7 by Mr. Burton and on unanimous voice vote the motion was carried.

9 Mr. Judge moved to sent an Ordinance to Council transferring;$2,000.00 in
10 the Police Department budget from payrolls to repair of equipment, seconded
11 by Mr. Burton and on unanimous voice vote the motion was carried.

13 Captain Scott Loper, Traffic Division presented the following letter:

18 Dear Board Members:

20 The traffic Divison would like to recommend that Parking on both
21 sides of the street in the 200 and 300 blocks of Southwest 2nd
22 Street be restricted to TWO-HOUR PARKING. The restriction would
23 be in effect between the hours of 8:00 A.M. and 4:00 P.M. , except
24 Saturdays, Sundays and Holidays. There are no parking restrictions
25 in the above mentioned areas at this time.

27 On Tuesday, November 19, 1974, the Traffic Division conducted a door
28 to door survey inthe 200 and 300 blocks of Southwest 2nd Street
29 in reference to the above request. Listed below is the results of
30 that survey.

34 Number of Homes Contacted - 38

36 Homes not Contacted - 14

38 Homes Having a Garage - 24

40 Homes with No Garage - 14

42 Those in Favor of Restriction - 27

48 Seventy Three precent of the total homes in the area were contacted
49 with Seventy One percent being in favor of the restriction, Twenty
50 Three percent opposed, and Six percent expressing no opinion.

52 The survey was initiated upon receipt of a petition signed by a
53 majourity of residents living in the 200 and 300 block of Southwest
54 2nd Street, requesting assistance with their problem. Their major
55 problem being that of High School students using all the available
56 parking space and littering their property, sidewalks, and Streets
57 with trash.

59 The Traffic Division feels with approval of the above request the
60 problems of the petitioners may be relieved by control of the requested
61 restriction.

1 , Mr. Burton moved to restrict parking on both sides of the street in the

6 Mr. Judge moved upon request of Charles Howell , Administrative Assistant,
7 to advertise for bids to be received on Thursday, December 19, 1974 at
8 2:30 P.M. for construction of Fire Stations , seconded by Mr. Burton and
9 on unanimous voice vote the motion was carried.

11 Mr. Willis moved upon request of Fire Chief, William H. Berry, to
12 authorize the fire hydrant located at Northwest llth and "L" Streets
13 be moved 35 feet to the north of said location, seconded by Mr. Judge
14 and on unanimous voice vote the motion was carried.

16 Mr. Judge moved to submit to Council an Ordinance to transfer $150.00
17 in the City Attorney's budget, seconded by Mr. Willis and on unanimous
18 voice vote the motion was carried.

20 Mr. Judge moved to prepare a resolution for Council to transfer $90.00
21 in the Board of Public Works and Safety budget, seconded by Mr. Burton and
22 on unanimous voice vote the motion was carried.

24 Mr. Judge read the following letter from J. Brandon Griffis:

33 Gentlemen:

35 On Sunday, October 27, 1974, I reported to my Councilman Roger Cor-
36 nett, the fact that a dangerous conditons existed in the curb and
37 side-walk in front of my home at 123 South 20th Street, in this
38 city.

40 Sections of the curbs on this block have been in disrepair for
41 sometime. Somehow, we were by-passed in the general curb repair
42 program. Prior to October 27, 1974, as it was picking up the
43 leaves in front of my home, the Street Department broke up a
44 section of this curbing and part of the sidewalk. As a result
45 of this, a condition of broken and cracked sidewalk, together with
46 loose chunks of cement, creates a dangerous unsightly condition.

48 I don't want anyone to fall and be injured. Not having received any
49 response from my efforts to remedy this, I now again call this to
50 your attention with the request that it be corrected.

69 Because of a previous engagement, I am unable to attend the meeting
70 in person. I would like to bring to your attention the parking lot
71 between South 4th & 5th South of Main, which is heavily gravelled now.

3 Over the past year or so, authomobiles have been driving over the
4 sidewalk and creating a dangerous condition on the sidewalk -
5 loose stone or gravel , plus the breaking of the sidewalk, which
6 is nothing to brag about.

8 It is up to the board, but I suggest that the drivers be encouraged
9 to use the driveways. You realize winter is upon us , and snow
III 10 and ice could create other problems.

18 As a matter of information Mr. Judge said the Park Department requested a
19 resolution to be sent to Council transferring $211 .57 in their budget.

21 Mr. Judge moved an ordinance be sent to Council for the Parking Meter Dept.
22 for 1975 in the amount $21 ,650.00, seconded by Mr. Willis and on unanimous
23 voice vote the motion was carried.

25 Mr. Judge moved an ordinance be prepared for Council in the amount of
26 $875.00 for the 1975 Surplus Barrett Law Budget, seconded by Mr. Willis
27 and on unaimous voice vote the motion was carried.

29 Mr. John Boldrey, Richmond Area Chamber of Commerce, appeared before the
30 Board requesting permission to errect four signs at the entrances of the
31 City.

33 Mr. Judge moved to grant permission for the Chamber of Commerce signs with
34 the stipulation that the property owners be contacted, seconded by Mr.
35 Burton and on unanimous voice vote the motion was carried.

37 Mr. Judge moved to set the Board meeting for next week on Wednesday, Novem-
38 ber 27, 1974 at 9:00 a.m. due to Thanksgiving Holiday, seconded by Mr. Burton
39 and on unanimous voice vote the motion was carried.

41 There being no further business on motion duly made,seconded and passed,
42 the meeting was adjourned.
