HomeMy Public PortalAbout11-14-1974 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 14, 1974 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session November 14, 1974, at the hour of 9:00 a.m. in 3 the Municipal Building in said City. Mr. Judge presided with Mr. Burton 4 and Mr. Willis present. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, seconded 7 by Mr. Judge and on unanimous voice vote the motion was carried. 8 9 Mr. William Foston, 1039 South 23rd St. appeared before the Board 10 requesting permission to move a house from the 1100 block of So. 23rd St. 11 to the 1200 block of So. 23rd St. - 12 13 Building Commissioner Claude Goins stated he would confer with Mr. 14 Foston on the location of the house and the route to be taken during 15 moving. He said he would also make an .:inspection of the house. 16 17 Mr. Judge moved to approve the moving of a house by Mr. Foston from 18 the 1100 block of South 23rd St. to the 1200 block subject to it 19 meeting the requirements of code inspection by Building Commission 20 Claude Goins, seconded by Mr. Burton and on unanimous voice vote the 21 motion was carried. 22 23 Police Chief Louis E. Judge, President 29 30 Dear Board Members: 31 32 I wish to recommend the following promotions: 33 34 Detective Lieutenant James Hieger to the rank of Detective 35 Captain, Detective Sergeant Gene Goodwin: to the rank of 36 Detective Lieutenant and Patrolman John Ross to the rank 37 of Detective Sergeant. _ 38 39 Lieutenant Hieger entered into service with the Department 40 Aug.ust 1 , 1962, Sergeant Goodwin March 1 , 1963 and Patrol- 41 man Ross March 6, 1963. 42 43 These promotions were made necessary by the retirement of 44 Lewis E. Doren as Chief of Police and the subsequent ad- 45 vancements that followed. 46 47 Please make these appointments effective November 19, 1974. 48 49 Sincerely, 50 • /s/ Louis E. Gibbs 51 Chief of Police 52 53 Mr. Judge moved to approve the promotions of Detective Lieutenant 54 Hieger to Detective Captain, Detective Sergeant Goodwin to Detective 55 Lieutenant and Patrolman Ross to Detective Sergeant effective 56 November 19, 1974, seconded by Mr. Burton and on unanimous voice vote 57 the motion was carried. 58 Mr. Judge, on behalf of the Board, congratulated these men on their 59 60 promotions and wished them luck in the future. 61 62 Fire Chief William H. Berry requested an Ordinance be presented to 63 Council to transfer $1350.00 withinthe Fire Department's Budget. 64 Board of Works Minutes November 14, 1974 Page 2 1 Mr. Judge moved to submit an Ordinance to Council requesting a 2 transfer of $1350.00 within the Fire Departments Budget, seconded 3 by Mr. Burton and on unanimous voice vote the motion was carried. 4 5 Mr. Judge asked Safety Director Strahan about the barricade situation 6 at Test Jr. High School . 7 8 Director Strahan stated they have not used the barricade to his 9 knowlege but he would check into the matter. 10 11 Mr. Judge requested the Police Department write to the State Highway 12 Commission requesting a study for possible left turn signal at 13 Reid Hospital as requested by Common Council Monday night. 14 15 Mr. Judge moved to release St. Light Project # 9 & 10, 43 lights on 16 W. Main St. to 18th St. and 40 lights ill Glen Hills _Add. , seconded 17 by Mr. Burton and on unanimous voice vote the motion was carried. 18 19 Mr. Judge moved to take lighting project on Debolt Lane under advise- 20 ment until the next meeting, seconded by Mr. Burton and on unanimous 21 voice vote the motion was carried. 22 23 Mr. Judge moved to submit an Ordinance to Council requesting a 24 transfer within the City Clerk's Budget of $148.80, seconded by Mr. 25 Burton and on unanimous voice vote the motion was carried.' 26 Mr. Judge moved to submit an Ordinance to Council requesting a 27 transfer of $2255.00 within the Motor Vehicle Highway Budget, seconded 28 by Mr. Burton and on unanimous voice vote the motion was carried. 29 30 Mr. Judge moved to submit an Ordinance to Council appropriating 31 $650,000.00 from the Federal Revenue Sharing Trust Fund for a Parking 32 Garage ( $440,000 - Concrete Construction; 165,000 - Exterior panels 33 and facade; $45,000 Elevators) , seconded by Mr. Burton and on 34 unanimous voice vote the motion was carried. 35 36 Mr. Judge stated bids have not been taken for the Parking Garage as 37 yet, but it should be contracted by December or January. 38 39 Mr. Judge moved to submit an Ordinance for $750.00 from the Federal 40 Revenue Sharing Trust Fund for O. I .C. (Opportunity Industrialization 41 Center) , seconded by Mr. Burton and on unanimous voice vote the motion 42 was carried. 43 44 Mr. Judge stated the main purpose of 0. I .C. is to help provide skills 45 and training for the individual and to help industry by providing a 46 qualified labor force. 47 48 Mayor Klute presented information concerning O. I.C. , stating the $750.00 49 is needed to establish headquarters and for rental of office space. 50 He stated the $750.00 is not to be used as match funds but O.I.C. is 51 to be contracted by the City to provide these services and educating 52 these people. Contract will be drawn up by City Attorney Robert Burton. 53 54 Mayor Klute presented a petition from residents of the 200 block and 55 300 block of S.W. 2nd Street regarding the parking problem caused 56 by High School students on S.W. 2nd St. It also stated the students 57 litter the area with papers and pop bottles. 58 59 Mayor Klute stated these residents would be contacted as to the 60 feasiblity of having 2 hour parking on S.W. 2nd Street and they would 61 also be told to contact the School Board regarding a solution to 62 this problem. 63 64 65 2S7y Board of Works Minutes November 14, 1974 Page 3 1 Mr. Burton moved to accept and sign dedication of land to be used 2 as a public street from Parkland Development Co. , seconded by Mr. 3 Willis and on unanimous voice vote the motion was carried.
