CITY OF RICHMOND, INDIANA, NOVEMBER 7, 1974
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session November 7, 1974, at the hour of 9:00 a.m. in
3 the Municipal Building in said City. Mr. Judge presided with Mr. Burton
4 and Mr. Willis present. The following business was had to-wit:

6 Mr. Willis moved to approve the minutes of the previous meeting, seconded
7 by Mr. Judge and on unanimous voice vote the motion was carried.

9 Mr. Willis moved to approve curb cut request at 1425 E. Main Street
10 as per plans submitted, seconded by Mr. Burton and on unanimous voice
11 vote the motion was carried.

13 Mr. Judge moved to take request of Dal Jacobs for dedication of a street
14 off U.S. 40 East under advisement, seconded by Mr. Willis and on unani-
15 mous voice vote the motion was carried.

17 Mr. Burton, City Attorney, examined proof of publication of bids for
18 Trailer Mounted Heating and Remixing Plant for Asphalt Patching Materials,
19 and found it to be in order.

21 -Mr. Judge moved to accept and file proof of publication, seconded by Mr.
22 Willis and on unanimous voice vote the motion was carried.

24.. One bid was received for the Heating and Remixing Plant for Asphalt
25 Patching Materials from Ralph Brown Equipment Co. in the amount of $7496.00.

27 Mr. Judge moved to take the bid under advisement, seconded by Mr.
28 Willis and on unanimous voice vote the motion was carried.

30 Mr. Judge moved to take the request of Fire Chief William Berry to move
31 a fire hydrant 35 ft. north on Northwest 11th Street under advisement,
32 seconded by Mr. Willis and on unanimous voice vote the motion was carried.

34 Lewis E. Doren, Chief of Police, presented the following letter:

41 I request permission for Lieutenant Daniel Wogoman, Sergeants
42 George Brouse, Stephen Sanford and Michael Tyra to attend a
43 Seminar on Homicide Investigation.

45 The Seminar will be held at Cincinnati , Ohio from November 11 -
46 November 16, 1974.

48 There are funds in the Police Department Budget for this purpose.

54 Mr. Judge moved to grant permission for Lieutenant Daniel Wogoman, Ser-
55 geants George Brouse, Stephen Sanford and Michael Tyra to attend a
56 Seminar on Homicide Investigation, seconded by Mr. Burton and on unanimous
57 voice vote the motion was carried.

59 Donald L. Strahan, Director of Public Safety, presented the following
60 letter.

67 I am hereby submitting my resignation as a member of the Richmond
68 Police Department, effective with the close of business November
69 18, 1974.

1 I have greatly enjoyed serving the citizens of this Community
2 for the past twenty-four years.

4 I have considered it a great honor to serve as Assistant
5 Chief and then as Chief of Police of one of the best Police
6 Departments in the State of Indiana.

8 I would like to thank all past administrations , but in parti-
9 cular thank this administration for their trust and confidence
10 in me as I advanced through the ranks.

16 The Board members expressed their appreciation to Chief Doren for his
17 years of dedicated service and wished him good luck in his future
18 endeavors.

20 Public Safety Director Donald L. Strahan, presented the following letter:

27 I wish to recommend Major Louis E. Gibbs to the position of
28 Chief of Police, a vacancy created by the retirement of the
29 present Chief Lewis E. Doren.

31 I further recommend that Detective Captain Ronald Chesnut
32 be promoted to the position of Administrative and Training
33 Officer with the rank of Major, the position presently held
34 by Major Gibbs.
35
36 Please make these promotions effective Tuesday, November 19,
37 1974 and these men _ be place in an acting capacity effective
38 Thursday November 14, 1974 as Chief Dorens last day of work
39 will be Wednesday November 13, 1974.

45 Mayor Byron E. Klute recommended the appointment of Major Louis E.
46 Gibbs to the position of Chief of Police

48 Mr. Burton moved to confirm the recommendation of Mayor Klute to appoint
49 Major Louis E. Gibbs to the position of Chief of Police, seconded by Mr.
50 Judge and on unanimous voice vote the motion was carried.

52 City Attorney Robert Burton examined proof of publication for adver-
53 tisement for bids to be taken -for used bus stop benches and found it to
54 be in order.

56 Mr. Judge moved to accept and file proof of publication for bids for
57 bus stop benches, seconded by Mr. Willis and on unanimous voice vote11/
58 the motion was carried.

60 One bid was received from Bench Ad of Indiana, Inc. in the amount of
61 $4,990.00.

63 Mr. Judge moved to take the bid for used bus stop benches under advise-
64 ment, seconded by Mr. Burton and on unanimous voice vote the motion was
65 carried.

67 There being no further business on motion duly made, seconded and passed,
68 the meeting was adjourned.
