BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 17, 1974
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session October 17, 1974, at the hour of 9:00 a.m. in
3 the Municipal Building in said City. Mr. Judge presided with Mr. Burton
4 and Mr. Willis present. The following business was had to-wit:

6 Mr. Willis moved to approve the minutes of the previous meeting, seconded
7 by Mr. Burton and on unanimous voice vote the motion was carried.

9 City Attorney, Robert Burton, introduced Don Simkin to the Board. Mr.
10 Simkin is the new assistant City Attorney. Mr. Burton stated the salary
11 for his assistant will be taken out of his own salary.

13 Mr. Charles Howell , Administrative Assistant, requested an ordinance be
14 submitted to Council appropriating $5,500.00 to purchase bus benches.

16 Mr. Judge moved to submit an Ordinance to Council appropriating $5,500.00
17 from the Cumulative Capital Improvement Building Fund for bus benches,
18 seconded by Mr. Burton and on unanimous voice vote the motion was carried.

20 Mr. Judge moved to advertise for bids to be received on Thursday, Novem-
21 ber 7, 1974 at 9:15 a.m. for bus benches, seconded by Mr. Burton and on
22 unanimous voice vote the motion was carried.

24 Elmer Toschlog, Director of Transportation, requested an ordinance be sent
25 to Council appropriating $36,800.00 from Revenue Sharing Fund. He explained
26 $12,300.00 is needed for purchasing a liquid calcium chloride tank and
27 a porta-patch machine.

29 The liquid calcium chloride tank is needed to do a better job of snow
30 and ice removal . It will eliminate the use of sand in some areas.

32 The Porta-Patch machine will make it possible to patch all thru the
33 winter with hot mix.

35 Mr. Toschlog said $24,500.00 is needed for salaries and wages on the
36 payroll for the Rose City Bus Lines. The inflation costs of gasoline
37 and parts and the fact that the driver's wages have gone up caused the
38 need for extra money in the budget.

40 Mr. Judge moved to submit an ordinance to Council appropriating $36,800.00
41 from the Revenue Sharing Fund as requested by Mr. Toschlog, seconded by
42 Mr. Willis and on unanimous voice vote the motion was carried.

44 Capt. Scott Loper, Traffic Division requested three parking spaces. be
45 restricted to No Parking On Friday only next to People at 8th & Main.

47 Mr. Burton moved as per request of Capt. Scott Loper to restrict three
48 parking spaces to No Parking on Friday next to Peoples, seconded by
49 Mr. Judge and on unanimous voice vote the motion was carried.

51 Mr. Judge moved to advertise for bids to be taken on November 7, 1974
52 at 9:10 a.m. for a Porta-Patch Machine, seconded by Mr. Burton and on
53 unanimous voice vote the motion was carried.

66 I , Officer Gordon L. Jenkins, wish to submit my resignation as a
67 member of the Richmond,Indiana Police Department to enter private
68 business. I wish this resignation to become effective, October
69 21 , 1974.

1 Director Strahan said Mr. Jenkins was a very good officer and we are
2 sorry to lose him.

4 Mr. Judge on behalf of the Board, expressed thanks to Mr. Jenkins
5 for his service to the City of Richmond and he said we regret losing
6 a trained officer.

8 Mr. Judge moved to accept the resignation of Officer Jenkins , seconded
9 by Mr. Willis and on unanimous voice vote the motion was carried.

11 Transportation Director, Toschlog, stated the leaf pick-up will be
12 same as the street sweeping schedule.

14 Mr. Judge stated as a matter of information an ordinance will be
15 going to Council transferring $4,251 .03 in the Park Dept. Budget and
16 a Resolution transferring $1 ,423.96.

18 Mr. Judge reported a Resolution will be going to Council transferring
19 $340.00 in the City Plan Dept. and an ordinance transferring $100.00.

21 Mr. Judge moved to authorize installation of a street light at
22 611 1/2 North 20th Street in the alley on existing pole with the
23 provision that once the bridge is built and the lighting on the bridge
24 is completed, this light will be removed, seconded by Mr. Willis and
25 on unanimous voice vote the motion was carried.

27 Mr. Judge moved to install five (5) street lights on South 22nd
28 Street from South "E" to the end of the Cul-de-sac as per design,
29 seconded by Mr. Willis and on unanimous voice vote the motion was
30 carried.

32 Mr. Judge moved to submit to Council an ordinance appropriating $160,000
33 from the Cumulative Capital Improvement Fund (Cigarette Tax) for the
34 construction of the 20th Street Bridge, seconded by Mr. Burton and
35 on unanimous voice vote the motion was carried.

37 There being no further business on motion duly made, seconded and
38 passed, the meeting was adjourned.
