CALL TO ORDER AGENDA ITEM 7.A-2 Mayor Yu called the City Council Regular Meeting to order at 7:31 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Blum, Chavez, Vizcarra, Sternquist, Yu ABSENT: Councilmember — None ALSO PRESENT: City Manager Pulido, City Attorney Vail, City Clerk Kuo, Community Development Director Persico, Administrative Services Director Hause, and Parks and Recreation Director Burroughs. 3. INVOCATION Pastor Darrel Kelty from the Community of Christ provided the Invocation. 4. PLEDGE OF ALLEGIANCE A. Presentation of Colors by Troop 167 Troop 167 led those present in the Pledge of Allegiance to the Flag. 5. CEREMONIAL MATTERS — PRESENTATIONS A. ADOPTION OF RESOLUTION NO. 13-4896 DECLARING THE RESULTS OF THE CANVASS OF VOTE FOR THE GENERAL MUNICIPAL ELECTION OF MARCH 5, 2013 The City Council is requested to adopt a resolution reciting the facts of the General Municipal Election held on March 5, 2013. The City Clerk has certified the results of the canvass of vote for the election. City Clerk Kuo gave a brief summary of the staff report. City Council Minutes March 19, 2013 Page 2 Councilmember Vizcarra made a motion to adopt Resolution No. 13-4896 reciting the facts of the election and declaring the results, seconded by Councilmember Blum and unanimously carried. B. REMARKS AND PRESENTATIONS Tommy Chou from Congresswoman Judy Chu's office presented Mayor Yu with a Certificate of Recognition. Henry Lo from Assemblymember Ed Chau's office presented Mayor Yu with a Certificate of Recognition. Outgoing remarks by Mayor Yu. Mayor Pro Tem Sternquist presented Mayor Yu with a plaque. C. OATH OF OFFICE TO NEWLY ELECTED COUNCILMEMBERS City Clerk Kuo administered the Oath of Office and presented Certificate of Election to the re-elected Councilmembers Vincent Yu and Tom Chavez. D. REORGANIZATION 1) City Clerk called for nominations for election of Mayor Councilmember Vizcarra made a motion to elect Mayor Pro Tem Sternquist for the seat of Mayor, seconded by Councilmember Chavez and unanimously carried. 2) New Mayor calls for nominations for election of Mayor Pro Tem Councilmember Yu made a motion to elect Councilmember Blum for the seat of Mayor Pro Tem, seconded by Councilmember Chavez and unanimously carried. 3) Presentation to new Mayor Former Mayor Yu presented the newly seated Mayor Sternquist with a gavel. 4) New Mayor assumed chair and made remarks and introductions Remarks by Mayor Sternquist. PRESENTATION OF CERTIFICATES TO THE PUBLIC ART ADVISORY GROUP Mayor Pro Tem Blum gave a brief background on the Public Art Advisory Group and introduced its committee members. Mayor Sternquist presented certificates of recognition to the Public Art Advisory Group members Kathy Keelin, Robert Hepler, and Joanne Rosso. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Kvle Evanko, Temple City Youth Committee member, gave a summary report of the activities of the Youth Committee during this past year and invited the public to participate in the upcoming Bike Ride and Rodeo event this Saturday at Live Oak Park. 7. CONSENT CALENDAR Councilmember Yu pulled item 7.1. for further discussion. Councilmember Chavez moved to approve the remainder of the Consent Calendar, seconded by Councilmember Vizcarra and unanimously carried. A. APPROVAL OF MINUTES 1) Minutes of the City Council Special Meeting of February 19, 2013; 2) Minutes of the City Council Regular Meeting of February 19, 2013; and 3) Minutes of the City Council Special Meeting of February 27, 2013. Recommendation: Approve B. PARKS AND RECREATION COMMISSION ACTIONS — MEETING OF FEBRUARY 20, 2013 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of February 20, 2013. Recommendation: Receive and file City Council Minutes March 19, 2013 Page 4 C. PUBLIC SAFETY COMMISSION ACTIONS — MEETING OF FEBRUARY 13, 2013 The City Council is requested to review the Public Safety Commission actions of their meeting of February 13, 2013. Recommendation: Receive and file D. PUBLIC SAFETY COMMISSION ACTIONS — MEETING OF FEBRUARY 27, 2013 The City Council is requested to review the Public Safety Commission actions of their meeting of February 27, 2013. Recommendation: Receive and file E. PLANNING COMMISSION ACTIONS — MEETING OF FEBRUARY 26, 2013 The City Council is requested to review the Planning Commission Actions of February 26, 2013 Recommendation: Receive and file F. ADOPTION OF RESOLUTION NO. 13-4892 ORDERING THE ENGINEER'S REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR (FY) 2013-14 Pursuant to the 1972 State Lighting and Landscape Act, an engineer's report must be prepared for each fiscal year in which assessments are levied and collected for the City's Lighting and Maintenance District (District). The engineer's report identifies eligible program expenditures, establishes the District's operating budget, updates individual property assessments, and documents the City's compliance with all applicable laws. The City Council is requested to adopt a resolution ordering the preparation of the Lighting and Maintenance Assessment District annual engineer's report for FY 2013-14. Recommendation: Adopt Resolution No. 13-4892 ordering the engineer's report to establish Lighting and Maintenance District Assessment rates for FY 2013-14. RELEASE OF GRADING SECURITY FOR PARCEL MAP NO. 68199 LOCATED AT 6308-6314 OAK AVENUE When a developer is proposing a sub -division in the City, he/she must deposit securities to insure that required grading improvements are completed in accordance with the approved plans. After the improvements are completed by the developer, the City is notified by Los Angeles County Department of Public Works that the improvements have been completed, inspected, and found to be in compliance with the approved plans. The City was notified by the Los Angeles County Public Works Division that the grading work is completed and in compliance with the approved plans. The City Council is requested to authorize the release of a grading security bond in the amount of $38,000 for Parcel Map No. 68199. Recommendation: Authorize the release of a grading security bond. H. CONSIDERATION OF A REQUEST FROM THE AMERICAN CANCER SOCIETY FOR TEMPLE CITY TO CO-SPONSOR THE RELAY FOR LIFE OF TEMPLE CITY AT TEMPLE CITY HIGH SCHOOL ON JULY 27- 28, 2013 AND PROCLAIM JUNE 29TH PAINT THE TOWN PURPLE DAY. The American Cancer Society is a nationwide, community-based, voluntary health organization dedicated to eliminating cancer as a major health problem through research, education, advocacy, and service. Relay for Life is an overnight event designed to celebrate survivorship and raise money for research and programs for the American Cancer Society. The City Council is requested to approve the request from the American Cancer Society to co-sponsor the Relay for Life of Temple City at Temple City High School on July 27-28, 2013; proclaim June 29, 2013 Paint the Town Purple Day; and waive all fees and deposits for the use of the Temple City Park Gazebo (i.e., Pavilion) and installment of a street banner on Las Tunas Dr. Recommendation: Approve the request to co-sponsor the Relay for Life of Temple City at Temple City High School; proclaim June 29, 2013 Paint the Town Purple Day; and waive all fees and deposits for the use of the Temple City Park Gazebo and City Council Minutes March 19, 2013 Page 6 installment of a street banner on Las Tunas Drive. J. PETTY CASH AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Reports. Recommendation: Receive and file K. ADOPTION OF RESOLUTION NO. 13-4898 — APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 13-4898 authorizing payment of bills. Recommendation: Adopt Resolution No. 13-4898 I. TEMPLE CITY BIKE RIDE AND RODEO EVENT As part of the education and outreach strategies detailed in the Temple City Bicycle Master Plan, the City will hold a bicycle rodeo on Saturday, March 23, 2013. Registration for the bike ride will begin at Live Oak Park at 9:00 a.m., followed by a safety skills course at 9:30 a.m. The bike ride is scheduled for 10:00 a.m. to 12:00 p.m., followed by the bike rodeo, food for purchase, and entertainment at the park from 12:00 p.m. to 2:00 p.m. The City Council is requested to receive an update of the March 23, 2013 Temple City Bike Ride and Rodeo event, which will be held at Live Oak Park. Cynthia Yanq, Youth Committee member, gave a brief presentation regarding the upcoming bike ride and rodeo event. Public Safety Officer Ariizumi made gave a brief summary of the staff report. Javier Hernandez, representative from Bike San Gabriel Valley, commented regarding the upcoming event. Councilmember Yu made a motion to receive the update for the Bike Ride and Rodeo Event, seconded by Mayor Pro Tem Blum and unanimously carried. City Council Minutes March 19, 2013 Page 7 8. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY MEETING At 8:20 p.m., the City Council recessed to the Successor Agency Meeting. Minutes of the Successor Agency Meeting are set forth in full in the Successor Agency's records. RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 8:22 p.m. with all Councilmembers present. 12. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY — None 13. UPDATE FROM CITY MANAGER City Manager Pulido announced upcoming city events: Community meeting for the Park and Open Space Master Plan is on Tuesday, March 26 and Wednesday, March 27 at Live Oak Park, all are invited; and the annual Easter Egg Hunt is on Saturday, March 30 also at Live Oak Park. The egg hunt begins at 10 a.m. for children 5 and under and 10:30 a.m. for children between the ages of 6-9. 14. MATTERS FROM CITY OFFICIALS — None 15. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. Las Tunas Drive Streetscape & Pedestrian Improvement Ad Hoc (Councilmember Sternquist and Yu) — Formed 7/03/2012 None B. School District/City Standing Committee (Councilmember Chavez and Sternquist) — Formed 1/03/2012 None F. Rosemead Boulevard Improvement Project Standing Committee (Councilmember Blum and Yu) — Formed 6/3/2011 Mayor Pro Tem Blum announced that the committee will have an upcoming meeting on March 22. G. City Code Review Standing Committee (Councilmember Chavez and Sternquist) — Formed 11/06/2012 None 16. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER BLUM Commented that during the March 7 League of California Cities meeting, Mayor Sternquist was selected to serve on the Los Angeles County Library Commission for District 5. B. COUNCILMEMBER CHAVEZ Thanked his supporters, city staff, city commissioners, city volunteers and his family for their support during his past four years as councilmember. Requested to adjourn tonight's meeting in honor of former Councilmember William Harker. Mr. Harker was first elected to Council in 1964 and served two terms. He passed away on March 6. COUNCILMEMBER VIZCARRA Commented on the Public Art Advisory Group and the work done by its members, requested staff for an update on Council Chamber Renovation and congratulated Councilmember Yu and Chavez for being re-elected. D. COUNCILMEMBER STERNQUIST Invited the public to the reorganization reception at the Historical Society immediately following the tonight's meeting. E. COUNCILMEMBER YU Congratulated the newly seated Mayor and Mayor Pro Tem. Thanked his supporter, family and his fellow councilmembers for their support during his term as Mayor. 17. REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS — None 18. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 19. CLOSED SESSION — None 20. ADJOURNMENT The City Council Meeting was adjourned in honor of former Councilmember William Harker, at 8:27 p.m. to the City Council Regular meeting of Tuesday, April 2, 2013, at 7:30 p.m. in the Council Chambers, 5938 Kauffman Avenue.
