HomeMy Public PortalAbout09-26-1974 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 26, 1974 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met September 26, 1974 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Judge presided with Mr. Willis present. 4 Mr. Burton was absent. The following business was had to-wit: 5 6 Mr. Willis moved to approve the minutes of the previous meeting, 7 seconded by Mr. Judge and on unanimous voice vote the motion was 8 carried. 9 10 11 Captain Scott Loper, Traffic Division presented the following letter: 12 BOARD OF PUBLIC WORKS AND SAFETY 13 Jerald J. Judge, President 14 15 Dear Board Members: _ 16 17 The Traffic Division would like to recommend that parking 18 on both sides of the street in the 100 block of S.W. "F" 19 Street be restricted to two hour parking. This would be 20 between the hours of 8:00 a.m. and 4:00 p.m. , except 21 , Saturdays, Sundays and Holidays. Parking on this street is 22 not restricted at the present time. 23 24 On Wednesady, September 18 and Thursday, September 19,1974 25 the Traffic Division conducted a door to door survey in the 26 100 block of S.W. "F" Street in reference to the above re- 27 quest. There is a total of 19 houses involved. Fifteen 28 homes were contacted with eleven indicating they were in 29 favor of the two hour restriction, and four homes opposed. 30 31 The survey was conducted because of the many complaints of 32 the residents in the area. They are complaining about the 111 33 High School students using all the available parking and 34 35 also throwing trash in this area. 36 The Traffic Division feels that with approval of the above 37 request we can control. the above problems plus relieve 38 some of the problems for the residents in this area. 39 40 Sincerely, 41 • /s/ Scott Loper 42 Traffic Division 43 44 Mr. Judge moved to restrict parking to two hours on both sides of 45 the street in the 100 block of Southwest "F" Street between the 46 hours of 8:00 a.m. and 4:00 p.m.except- Sat.., 'Sun. and Holidays, 47 seconded by Mr. Willis and on unanimous voice vote the motion was 48 carried. 49 50 Capt. Judge, President 54 55 Dear Board Members: 56 57 The Traffic Division would like to recommend that parking 58 on the west side of the street in the 400 block of S.W. 2nd 59 Street be restricted to two hour parking. This would be 60 between the hours of 8:00 a.m. and 4:00 p.m. , except Saturdays 61 Sundays and Holidays. Parking on the east side of the street 62 is restricted to "No Parking any Time". 63 64 On Tuesday, September 17, 1974 the Traffic Division conducted 65 a door to door survey of the 400 block of S.W. 2nd Street in 66 reference to the above request. There is a total of eighteen 67 houses involved. Fifteen homes were contacted with thirteen 68 indicating they were in favor of the two hour restriction, and 69 two homes opposed. 70 Board of Works Minutes September 26, 1974 Page 2 1 The survey was initiated in response to the many telephone calls 2 to the Traffic Division in reference to the parking situation in 3 the amve area. The two main complaints being that all available 4 parking is taken by Richmond Senior High School students, and 5 the trash being thrown about by same. 6 7 The Traffic Division feels with approval of the above request, 8 the existing condition can be controlled thus relieving some 9 of the animosity which now exists between the students and 11/ - 10 residents. 11 12 Sincerely, 13 /s/ Scott Loper 14 Traffic Division 15 16 Mr. Willis moved to restrict parking to two hours on the west side of 17 the street in the 400 block of Southwest 2nd Street between the hours 18 of 8:00 a.m. and 4:00 p.m. , except Saturdays, Sundays and Holidays, 19 seconded by Mr. Judge and on unanimous voice vote the motion was carried. 20 21 Mr. Willis moved to approve a request to install a planter and trees 22 in front of Paust Printers subject to a three foot set-back from the 23 curb and height of planter to be determined by the City Engineer's 24 study, seconded by Mr. Judge and on unanimous voice vote the motion 25 was carried. 26 27 Mayor Byron E. Klute read a letter from Dr. John Egger, Supt of Schools 28 requesting right-of-way be cleared on Henley and Backmeyer Roads for 29 students walking to school . The Mayor reported the City would see that 30 paths will be cleared. 31 32 Mayor Klute encouraged all businessmen to make one last effort to cut 33 weeds between curbs and store entrances and he stated cooperation .has 34 been good and he commended them for ther efforts. 35 36 �^ Mr. Willis moved to approve a curb cut request at 1312 South "J" 37; Street, which has been approved by Traffic and Planning, seconded by ) 38• Mr. Judge and on unanimous voice vote the motion was carried. 39 40 Mr. Judge moved upon recommendation of the Street Lighting Committee, 41 to add sixteen lights on existing wooden poles on Garwood Road from 42 Main to City Limits to Street Light Project No. 6, Park Ridge Addition, 43 seconded by Mr. Willis and on unanimous voice the motion was carried. 44 45 Mr. Judge read a letter from the St. John Evangelical Lutheran Church 46 Trustees commending Street Commissioner Elmer Toschlog for the 47 prompt action he took in installing a storm sewer to stop the flooding 48 in their basement Sunday School rooms. 49 50 There being no further business on motion duly made, seconded and 51 passed, the meeting was adjourned. 52 53 Jerald J.
