CITY OF RICHMOND, INDIANA, AUGUST 15, 1974
1 The Board of Public Works and Safety of the City of Richmond, Indiana,
2 met in regular session August 15, 1975, at the hour of 9:00 a.m. in
3 the Municipal Building is said City. Mr. Judge presided with Mr.
4 Burton and Mr. Willis present. The following business was had to-wit:

6 Mr. Willis moved to approve the minutes of the previous meeting,
7 seconded by Mr. Judge and on unanimous voice vote the motion was carried.

9 Lt. Dan Wogoman, Traffic Division, presented the following letter:

14 Dear Board Members:

16 A request was made to the Traffic Division from Councilmen
17 John Brown and Phil Marino for a Left Turn Arrow at the inter-
18 section of North 10th and "J" Street for Southbound traffic turn-
19 ing left onto North "J" Street.

21 On July 19, 1974 the Traffic Division took a 16 hour hand
22 count at that intersection from 6:00 AM to 10:00 PM. They found
23 that a total of 23,343 vehicles passed through the intersection
4 in that time period. There were a total of 9,826 vehicles South-
25 bound and out of that number, 1 ,778 made a left turn onto North
26 "J" Street, which is 18% of the vehicles.

28 The Traffic Division request that the Board of Works send
29 a letter to the State Highway for their study on this. matter. It
30 is our understanding that there is plands for widening of North
31 "J" Street and also when the' new bridge:,is built at North 20th
32 Street, it is felt that the traffic flow will increase greatly.

38 Mr. Judge moved to have the Clerk write a letter to the State Highway
39 Dept. requesting their study on this matter, seconded by Mr. Burton
40 and on unanimous voice vote the motion was carried.

43 Police, Lewis E. Doren:

50 I recommend that James Arthur Haskins, age 23, of 4178
51 Royal Oaks Drive, Richmond, Ind,. be appointed :a .Probationary
52 Patrolman on the Richmond Police Department.

54 Mr. Haskins has successfully completed all mental and
55 physical examinations as required by this Department.
56 Please make this appointment effective Monday, August
57 19, 1974.

63 Mr. Judge moved to appoint James ArthurHaskins as a Probationary Patrol-
64 man on the Richmond Police Department effective Monday, August 19, 1974,
65 seconded by Mr. Burton and on unanimous voice vote the motion was carried.

9 Fort Wayne, Indiana August 21-24, 1974, I will be attending
10 with Fire Chief William Berry.

13 tion of Chiefs of Police 81st Annual Conference at Washington
14 D.C. September 21-26, 1974.

16 I am a member of both organizations and funds have been budgeted
17 for my attendance.

23 Mr. Judge moved to grant permission for Director Strahan to attend the
24 State Fire Conference and the Chiefs of Police 81st Annual. Conference,
25 seconded by Mr. Burton and on unanimous voice vote the motion was
26 carried.

36 The following is presented to the Board of Public
37 Works and Safety for action.

39 1 ) Request permission for the Fire Chief to attend
40 the Indiana Fire Chief Convention at Ft. Wayne
41 from August 22nd through August 25th.

43 2) Request permission for the Fire Chief to attend
44 the International Association of Fire Chiefs
45 convention in Salt Lake City from September 13th
46 through 19th. I am a delegate to this convention from
47 the Great Lake Division.

49 Funds are available within the Fire Department budget for
50 the expenses to attend the conventions.

56 Mr. Burton moved to grant permission for Chief Berry to attend the
57 Conventions, seconded by Mr. Judge and on unanimous voice vote the
58 motion was carried.

69 Mr. Willis moved to approve the request from Sambo Restaurant, U.S.
61 40 East, for a drainage ditch as per plans submitted, seconded by
62 Mr. Judge and on unanimous voice vote the motion was carried.

1 Mr. Willis moved to approve request for one curb cut for drive way
2 between 512 and 516 Southwest 2nd Streets, Traffic Division and
3 Planning Dept. have approved this request, seconded by Mr. Judge
4 and on unanimous voice vote the motion was carried.

7 report for the month of July 1974.

52 City Attorney Robert G. Burton reported on the complaint from Mr.
53 Al Taylor and Mrs. Bouley concerning the break-in at the Greenwood
54 Apartments. The Chief of Police investigated the complaint and
55 found the following facts: The Officer did immediately go to the
56 scene upon receiving the complaint; the primary concern of Mr.
57 Taylor and Mrs. Bouley was that no arrest was made; Two Police
58 Officers went down and one Detective. When Officers talked to
59 witnesses, no would would indicate who they say coming into the
60 apartment. Mr. Taylor thought maybe one person would come forward
61 to identify suspect. Mr. Taylor was concerned that an arrest
62 did not follow the investigation.

1 Mr. Judge moved to prepare an ordinance for Council for an additional
2 appropriation for the Motor Vehicle Highway Fund in the amount of
3 $1 ,100.00, seconded by Mr. Burton and on unanimous voice vote the
4 motion was carried.

6 Mr. Judge reported for the record a request for a transfer of funds
7 in the Park Department will be submitted to Council in the amount
8 of $7,910.00.
9
10 There being no further business on motion duly made, seconded and
11 passed, the meeting was adjourned.
