HomeMy Public PortalAbout07-25-1974 02-f s BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 25, 1974 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 25, 1974 at the hour of 9:00 a.m. in the Municipal Building in said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The following business was had to-wit: Mr. Willis moved to approve the minutes of the previous meeting, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Street Commissioner Elmer Toschlog reported on the problem of trash, especially scrap metal shavings falling off of overloaded trucks when being hauled on City streets, causing citizens to get flat tires. He said Glazer and Jaffe have been contacted regarding this problem. Mr. Robert Burton, City Attorney, said he would write a letter to the parties involved concerning this problem. Commissioner Toschlog said people are still extending drive-ways beyond the curbs which causes problems for the Street Department equipment. Capt. Scott Loper, Traffic Division presented the following letter: July 25, 1974 Board of Public Works and Safety Mr. Jerald J. Judge, President Dear Board Members: The Traffic Division would like to make the following recom- mendations. 111 1 . Restrict parking on the south side of the street in the 400 block of South "E" Street beginning at a point 84 feet west of the 5th Street intersection, west to it's intersection of South 4th Street, and north on South 4th Street for a total of 276 feet. 2. Restrict parking on the north side of the street in the 400 block of South "E" Street beginning at a point 74 feet west of the 5th Street intersection to it's intersection of South 4th Street and north on South 4th Street for a total of 172 feet. South "E" Street at it's intersection with South 5th Street is 28 feet wide but narrows to 26 feet in the curve. (See attached diagram) We have experienced problems with vehicles parking on both sides of the South "E" Street at the entrance of the curve. This causes any vehicle entering or exiting the curve to cross the center line creating a hazzardous situation. There are only two houses on South "E" Street which would be effected, however, both of these houses have driveways for off street parking. 111 On approval of this request, the Traffic Division shall sign the above mentioned area "No Stopping or Standing" and paint the curbs. yellow. Loper as per the above letter restricting parking on the 400 block of South "E" Street, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Judge moved to restrict parking on North llth Street in the 700, 800 and 900 blocks to parking on the east side of the street only, as per recommendation of Capt. Scott Loper, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Mr. Burton presented the following letter to the Board: July 24, 1974 Mr. Jerald J. Judge, President Board of Public Works and Safety City Building Richmond, Indiana 47374 Dear Mr. Judge: As you know, the purchase by the Second National Bank of Richmond of the real estate between 5th and 6th Streets on Main Street was subject to the maintenance of it for public off-street parking until completion of the new multi-story parking facility. We have been able to reach an understanding with the Elder Beerman Company for them to operate and maintain the lot which shall be open to the public and with any rates or charges to be upon the same basis as used in other downtown public parking lots operated by the City. Enclosed is this agreement signed by the officers of the Bank and Elder Beerman. Would you please indicate the City's consent to this by having the members of the Board of Public 111 Works and Safety sign it. Thank you for your cooperation. Very truly yours , /s/ Wayne Stidham President Mr. Burton moved to accept Mr. Stidham's letter and sign the agree- _ ment, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Fire Chief William Berry reported to the Board regarding the fire • this morning at Greenwood Apartments. He said the fire was contained to one room, but smoke damage was heavy. Most of the injuries suffered were due to panic and people jumping out of two story win- dows. He stated the Administrative Building Council does not require fire escapes on two and one-half story buildings. Claude E. Goins, Building Commissioner, stated the plans for the Greenwood Apartments were submitted to the Administrative Building Council and approved by them. He also stated the State of Indiana is working on a new building code. Mayor Byron E. Klute said more effort should be made to emphasize 111 fire safety between the State Building Council and the State Fire Marshalls ' Office. ,317 Board of Public Works and Safety Minutes July 25, 1974 Page 3 Mr. Willis moved to sign the final Agreement with the Penn Central Railroad on the 20th Street Bridge project and submit it to the County Council , seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Willis moved to approve the plans to move back the wall at the intersection of Northwest llth and Peacock Streets, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Judge moved to take under advisement the request for restricted parking in front of the residence of Charles Walker, North 15th and "A" Streets, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Robert G. Burton, City Attorney, encouraged people in the community to observe the impeachment proceedings as it is a real lesson showing how our government works. Without checks and balances as provided in our constitution this country could get into a bad situation. The whole proceedings show our system of democratic government really works.
