CITY OF RICHMOND, INDIANA, JULY 18, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana
met in regular session July 18, 1974, at the hour of 9:00 a.m. in the
Municipal Building in said City. Mr. Judge presided with Mr. Burton
and Mr. Willis present. The following business was had to-wit:
Mr. Willis moved to approve the minutes of the previous meeting,
seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Mr. Willis moved to sign final plans for construction of the 20th
Street Bridge, as submitted by Butler, Fairman & Seufert, Inc. ,
seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Lewis E. Doren, Chief of Police, presented the following letter:

Dear Board Members:
I wish to recommend that Officer Theodore Blanford be
advanced from the rank of Probationary Patrolman to that
of Patrolman First Class on the Richmond Police Department.
Officer Blanford has successfully completed one year of
probation as required.
Please make this advancement effective July 23, 1974.

Mr. Judge moved to advance Officer Theodore Blanford to Patrolman
First Class on the Richmond Police Department effective July 23,
1974, seconded by Mr. Burton and on unanimous voice vote the motion
was carried.
Mr. Judge read a letter from Glazer Scrap Corporation to William
H. Berry, Fire Chief, thanking him for his efforts and services
during the fire at their place of business on Saturday July 13th.
Mr. Burton moved to execute the Settlement Agreement between R.W.
Clinton & Associates and the City of Richmond, seconded by Mr. Judge
and on unanimous voice vote the motion was carried.
Donald L. Strahan, Public Safety Director, reported they are doing
a study of the fire alarm boxes to determine which ones should be
relocated. He said they plan to discuss with the school officials
the possibility of moving the alarms inside the buildings for
greater protection.
Claude E. Goins, Building Commissiner, reported the weeds have
been cut at 411 South 9th Street and the Marshall property at
508 South 10th Street is being painted on the outside and the back
section has been torn off.
Fire Chief William H. Berry said he would like to have a control
ordinance for fire hazards and pollution of the scrap yards. He
sites the recent fire at Glazer's as an example of the need for such
an ordinance. The cars are piled up too high and need to have a
fire break between them. Also the gas tanks should be removed. He
said it took 760,000 gal . of water to contain that fire. Four
Fire Companies were tied up for 13 hours, fire hose was ruined, also
one new tire and other equipment. Three firemen had wrenched backs
from pulling the hose. Chief Berry sai.d he is working with Building
Commissioner Goins on the ordinance.
There being no further business on motion duly made, seconded and
passed, the meeting was adjourned.
