CITY OF RICHMOND, INDIANA, JUNE 20, 1974
The Board of Public Works and Safety of the City of Richmond, Indi-
ana, met in regular session June 20, 1974, at the hour of 9:00 a.m.
in the Municipal Building in said City. Mr. Judge presided with
Mr. Burton and Mr. Willis present. The following business was had
to-wit:
Mr. Willis moved to approve the minutes of the previous meeting,
seconded by Mr. Burton and on unanimous voice vote the motion was
carried.
Mr. Gordon Alexander, 831 South .10th Street appeared before the
Board with a complaint regarding an arrest. The complaint was
referred to the Police Chief Lewis Doren.
Scott Loper, Traffic Captain, presented the following letter:

Dear Board Members:
On behalf of Mr. John Garman of the Richmond Area Chamber of
Commerce, I am requesting that parking be removed from the
east side of the street in the 1st block of South 9th Street
from Wednesday, June 19th thru Saturday, June 23rd. This
request is in conjunction with Rose Festival Week. It is my
understanding that the area requested is needed for official
cars of the Rose Festival . All cars will be marked as such.
This same request was approved during the 1973 Rose Festival .

Mr. Judge moved that parking be removed from the east side of the
street in the 1st block of South 9th Street from Wednesday, June 19th
thru Sunday, June 23rd, seconded by Mr. Willis and on unanimous
voice vote the motion was carried.
Captain Scott_ Loper, Traffic Division presented the following
letter:

Dear Board Members:
The Traffic Division would like to recommend the installation
of an automatic traffic signal with walk wait lights at the
intersection of South 13th and "E" Street.
Recent traffic studies of the intersection indicated the need
for a fully signalized intersection to replace the present
four (4) way stop. (See attached vehicle and pedestrian
count. )

The Traffic Division would like to recommend in conjunction
with the above request, that the automatic traffic signal
located at the intersection of 4th and East Main Street be
removed, relocated and installed at the intersection of
South 13th and "E" Streets. Mr. Robert Rees of Richmond
Power & Light has indicated that the signal at 4th and East
Main Street could be removed and installed at 13th and
South "E" Street for an estimated cost of $2,256.45.
This estimate is based on Richmond Power & Light crews
performing the work.

Mr. Judge moved to remove the automatic signal located at the inter-
section of 4th and East Main Street and relocate the automatic
signal at the intersection of South 13th and "E" Street, seconded
by Mr. Burton and on unanimous voice vote the motion was carried.
Mr. John Mercier from Alcoa requested permission to install a 30,000
gal . LP gas storage tank. He stated they have permit from the
state Fire Marshall .
Mr. Judge moved to approve location, and installation of gas
stroage tank at Alcoa, seconded by Mr. Willis and on unanimous
voice vote the motion was carried.
Mr. Phillip Kidd appeared regarding condemnation of dwelling at 918
Liberty Avenue. He stated there was no money available to repair
or demolish the dwelling.
Mr. Burton moved to authorize Claude E. Goins, Building Commissioner,
to advertise for bids for demolition of dwelling at 918 Liberty
Avenue and put lein against the property, seconded by Mr. Judge
and on unanimous voice vote the motion was carried.
Lewis E. Doren, Chief of Police, presented the following letter to
the Board:

Dear Board Members:
I recommend that James Stickler Beeson, age 22 of 700 West
Main Street be appointed a Probationary Patrolman on the
Richmond Police Department.
Mr. Beeson has successfully completed all mental and physical
examinations as required by this Department. Mr. Beeson is
a 1974 graduate from Indiana University and has a Bachelors
Degree in Forensic Studies.
Please make this appointment effective June 24, 1974.

Mr. Burton moved to appoint James Stickler Beeson as a Probationary
Patrolman effective June 24, 1974, seconded by Mr. Judge and on
unanimous voice vote the motion was carried.
Mr. Judge moved to authorize Claude E. Goins, Building Commissioner,
to advertise for bids to demolish dwellings located at 1105 and
1107 North "H" Street owned by Alonzo & Thelma Patterson and to
put lein against the property, seconded by Mr. Burton and on unani-
mous voice vote the motion was carried.
William Berry, Fire Chief reported dwellings at 19 South 18th Street
and South 18th and East Main are open and a fire hazard because
children are playing in them.
Chief Berry reported children started a fire on the third story at
19 South 18th Street yesterday.
Mr. Judge moved to have Building Commissioner, Claude E. Goins,
order the buildings boarded up, seconded by Mr. Burton and on
unanimous voice vote the motion was carried.
Mr. Willis moved to approve curb cut at Cox's on National Road West,
as per plans submitted subject to State Highway approval , seconded
by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Judge moved to authorize installation of three street lights
on wood poles, two on South West 20th Street and on South West
"A" Street as per plans submitted, seconded by Mr. Burton and on
unanimous voice vote the motion was carried.
Mr. Willis, City Engineer reported two Barrett Law petitions for
sanitary sewers are pending development of the Wernle Home property.
There being no further business on motion duly made, seconded and
passed, the meeting was adjourned.
