CITY OF RICHMOND, INDIANA, JUNE 13, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session June 13, 1974, at the hour of 9:00 a.m. in
the Municipal Building in said City. Mr. Judge presided with Mr.
Burton and Mr. Willis present. The following business was had to-wit:
Mr. Willis moved to approve the minutes of the previous meeting,
seconded by Mr. Burton and on unanimous voice vote the motion was
-carried.
Mr. Bob Marshall appeared before the Board at 9:00 a.m. regarding
condemned property he owns located at 508 South 10th Street.
Claude E. Goins, Building Commissioner asked Mr. Marshall what
would be done to the property he owns located at 508 South 10th Street.
Mr. Marshall stated he would have a definite answer for the Board
within two weeks as to whether he would remodel the property or have
it torn down.
Mr. Judge moved to have Mr. Marshall appear June 27, 1974 at 9:00 a.m.
to inform the Board of his definite intentions regarding property he
owns at 508 South 10th Street, seconded by Mr. Burton and on unanimous
voice vote the motion was carried.
Building Commissioner Goins also reported on the following three
condemned properties:
1107 North "H" Street James Cox, owner
1107 North "H" Street Thelma & Alonzo Patterson
918 Liberty Avenue Trust Estate
Mr. Judge moved the Clerk write letters ordering the above stated
owners to appear before the Board June 20, 1974 at 9:15 a.m. , seconded
by Mr. Burton and on unanimous voi.ce vote the motion was carried.
Police Chief Lewis E. Doren presented the following:

Dear Board Members:
I request that the following persons be appointed
Special Police Officers, with powers limited to en-
forcing City Ordinance No. 2777-1973, commonly known
as the Street Sweeping Ordinance.
Rick Jones,age 24, 921 1/2 South 8th Street
Paul Drew,age 28, 1820 Shamrock Court
Clarence Toschlog, age 61 , 805 Turner Road
Harodl Haas, age 53, P.O. Box 589, Middleboro, In.
It has been found that in certain Street Sweeping Districts
the volume of tickets issued does not warrant using a
regular Police Officer.
These men are Street Department employees already
involved in the Street Sweeping Program will be able to
issue tickets to violators, thereby freeing Police Officers
for other duties.

Mr. Burton moved to approve the appointment of Rick Jone, Clarence
Toschlog, Paul Drew and Harold Hass as Special Police Officers
stipulating their powers are limited to the enforcement of Ordi-
nance No. 2777-1973 (Street Sweeping) subject to the control of
the Chief of Police and any rules and regulations as the Chief
sets forth, seconded by Mr. Judge and on unanimous voice vote the
motion was carried.

Dear Chief:
I , Officer Ralph Bane, wish to submit my resignation
as a member of the Richmond, Indiana Police Department
for other employment. I wish this resignation to
become effective July 1 , 1974.

Mr. Judge moved to accept the resignation of Officer Ralph D. Bane,
effective July 1 , 1974, seconded by Mr. Burton and on unanimous voice
vote the motion was carried.
Mr. Judge stated the Transporation Committee in their meeting
Wednesday, June 12, 1974 recommended increasing bus fares to thirty
cents and bus tokens to four for $1 .00. This need for an increase is
due to the considerable increase in costs for gas and supplies.
Mr. Judge stated a Public Hearing on the request for a fare increase
for Rose City Bus Lines will be held June 20, 1974 at 7:30 p.m.
in the Board of Works Room. This will be a joint meeting of the
Board of Works and the Transportation Committee.
Richard Freeman set July 3, 1974 at 9:15 a.m. as the time to receive
bids for 100 Bus Benches for the Bus Lines.
John E. Von Pein, Sr. presented the following to the Board:

My name is John E. Von Pein, Sr.
My wife and I own the Von Pein Mobile Home Court at
3701-3711 East Main Street.
The City of Richmond is now considering the construction
of a Sambos restaurant on land adjoining ours to the east.
For 24 years we have owned this ground. During these years
and before, drainage has always by natural contour been to
the east.
The reason for my visit to your board is to go on record
as to alerting you to the drainage problems in this area.
I urge that in the development of this ground to the east
of us, careful consideration be given to the amount and
height of fill permitted and the construction of drainage
ditches.
After the development of the land to the east of us I expect
our ground to still drain to the east with no back ups.

Mr.Judge stated that once plans for development of this area
are concrete, Mr. Von Pein will be consulted as to the drainage
situation.
Traffic Captain Scott Loper presented to the Board for approval
the following seven intersections which the Traffic Division feels
"Right Turns on Red" as passed in 1973 by the Indiana General
Assembly should be prohibited and the reasons why:
1 . South 5th & "G" Street - Turn Arrows are presently in use.
2. North 7th & "D" Street - North Bound Intersection is off-set.
3. North 5th & "D" Street - North Bound - Visibility to the West.
4. North 7th & Ft. Wayne Avenue - North Bound - Intersection
is off-set.
5. Sheridan Street & N.W. "J" Street - West Bound - Visibility
to the South - Soutar Bound, Visibility to the East.
6. North West 5th & Richmond Avenue - All intersections Off-
set, Turn Arrows & Delayed Signals.
7. North West & "L" Street - West Bound, Visibility to the
South - South Bound, Off-set Intersection.
The Traffic Division request Signs be placed at the above
Intersections to prohibit TURNS ON RED.

Mr. Willis moved to approve the recommendation of the Traffic Divi-
sion to prohibit "Right Turns on Red" at the above seven stated
intersections, seconded by Mr. Judge and on unanimous voice vote
the motion was carried.
Mr. Burton reported the acquisition of property from Kenneth Koontz and
Erma Thomas necessary for the 20th Street Bridge Project. Mr. Koontz
and Mrs. Thomas ahve signed a Memorandum of Understanding. The intent
is that the City of Richmond will have acquired by this procedure all
of the real estate owned by Erma E. Thomas and that part of the real
estated owned by Kenneth C. Koontz which is required by the project.
Mr. Burton moved the Board adopt and agree to the Memorandum of
Understanding between Kenneth C. Koontz and Erma E. Thomas for acqui-
sition of properties in the North 20th Street Bridge project, seconded
by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Judge reported the delay in finishing the Rubber Railroad Crossing
at Avco was due to Penn Central being unable to get delivery of
9 foot ties.
Mr. Burton moved to accept proof of publication for the vacating
of street and alleys as being in order, seconded by Mr. Judge and
on unanimous voice vote the motion was carried.
No one appeared for or against any of the vacations.
Mr. Burton moved to adopt Confirmatory Resolution No. 1-1974 for vacation
of an alley located at North of North J between 13th and 14th Streets,
seconded by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Burton moved to adopt Confirmatory Resolution NO. 2-1974 for vaca-
tion of an alley located at South of North "H" Street between 16th and
17th Streets, seconded by Mr. Judge and on unanimous voice vote the
motion was carried.

Mr. Burton moved to adopt Confirmatory Resolution No. 3-1974 for
vacation of an alley at North "J" between 16thand 17th Streets,
seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Mr. Burton moved to adopt Confirmatory Resolution No. 4-1974 for
vacation of a street located at North 14th from "F" to "G" Streets,
seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Mr. Burton moved to adopt Confirmatory Resolution No. 5-1974 for
vacation of a street located at North "G" Street a distance of 142
feet, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
There being no further business, on motion duly made, seconded and
passed, the meeting was adjourned.
