BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 6, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session June 6, 1974, at the hour of 9:00 a.m. in the
Municipal Building in said City. Mr. Judge presided with Mr. Burton
and Mr. Willis present. The following business was had to-wit:
Mr. Willis moved to approve the minutes of the previous meeting,
seconded by Mr. Burton and on unanimous vote vote the motion was
carried.
111 Mr. Burton moved to continue hearing for Robert Marshall regarding
condemned property at 508 South 10th Street until next Thursday,
June 13, 1974 at 9:00 a.m. , seconded by Mr. Judge and on unanimous
voice vote the motion was carried.
Traffic Captain Scott Loper presented a requst from Mr. Caplinger
to have a Shrine Day Parade, September 7, 1974 at 2:00 p.m.
Mr. Judge moved to grant permission for the Shring Day Parade on
September 7, 1974 subject to the approval of Traffic Division Captain
Scott Loper, seconded by Mr. Willis and on unanimous voice vote
the motion was carried.
Captain Loper presented the following letter to the Board:

SUBJECT: U.S. 27 Traffic island at Reid. Memorial Hospital
ma .
Dear Captain Loperin ,entrance
We would very much like to pursue the removal of several feet
of the traffic island. on U.S. 27, as it is creating a problem
for southbound traffic that is turning left into our main
entrance. We feel that this would create a much smoother flow
of traffic at this intersection as it would open up the turning
radius for traffic.
We are willing to consider our portion of the costs of doing
this as soon as we are informed what these costs will be.
We would also like to get some relief on light timing during
the 8:00 p.m. to 8:30 p.m. period of time each day. As you
recall , I discussed this with you several months ago. This
period of time is when we have all of our visitors leaving
the hospital and it creates a large bottleneck in our driveway.
We will appreciated hearing from you as to what can be done
regarding these problems.

Mr. Judge moved to approve removal of 40 feet of the traffic island
on U.S. 27 at the main entrance of the hospital , as per plans , and
that the Clerk should write a letter to Mr. Joe Schleter, State Traffic
Engineer advising him of the Board's approval , seconded by Mr. Judge
and on unanimous voice vote the motion was carried.
Administrative Assistant, Charles Howell , reported to the Board that
he has sold four of the City cars and has twelve left.
MR. Willis moved to deny curb cut and deceleration lane request on
U.S. 40 East between K-Mart and the von Pein Trailer Court, seconded
by MR.Judge.
The motion and second to deny curb cut and deceleration lane was
withdrawn.
Mr. Willis moved to take under advisement the curb cut and decelera-
tion lane request on U.S. 40 East between K-Mart and Von Pein Trailer
Court, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
Mr. Willis moved to sign an Agreement permitting the following pro-
perty owners the right to tap in privileges into the proposed sanitary
sewer running from Holsapple Road approximately 800 feet North to
Forest Drive contigent upon Easement rights being conveyed to the
City of Richmond by separate instruments by each of said owners,
seconded by Mr. Burton and on unanimous vocie vote the motion was
carried. The owners are as follows: Robert and Vera Ross, Sun
Oil Company, Rich Development Company, Inc. , Buster Gray and Eula
Slaven, and First South Missionary Baptist Church.

Mr. Burton moved to accept and file proof of publication for bids
to be received for construction of a sanitary sewer from Holsapple
Road to Forest Drive, seconded by Mr. Judge and on unanimous voice
vote the motion was carried.
Bids for construction of the sanitary sewer were received as follows:
Mike Delucio & Son $9,872.00
A & D Excavating 15,165.00
Eastern Indiana Asphalt Paving, Inc. $ 8,353.20
Mr. Judge moved to take the bids under advisement for study by the
Engineers ' Department, seconded by Mr. Burton and on unanimous voice
vote the motion was carried.
There being no further business on motion duly made, seconded and
passed, the meeting was adjourned.
