CITY OF RICHMOND, INDIANA, MAY 23, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session May 23, 1974 at the hour of 9:00 a.m, in the
Municipal Building in said City. Mr. Judge presided with Mr. Burton
and Mr. Willis present. The following business was had to-wit:
Mr. Willis moved to approve the minutes of the previous meeting,
seconded by Mr. Burton and on unanimous voice vote the motion
was -carried.
Safety Director Donald L. Strahan presented the following letter:
BOARD OF PUBLIC WORKS AND SAFETY
Jerald J. Judge, President .
Dear Board Members:
I request permission to attend the annual Conference of the
Indiana Association of Chiefs of Police to be held June 17-19,
1974 at Hammond, Indiana.
I am an active member of this Association and have been
appointed Chairman of both the Resolutions and Nominating
Committees for the upcoming Conference.
Funds have been budgeted -for this purpose.

Mr. Willis moved to grant permission for Director Strahan to attend
the Annual Conference of the Indiana Association of Chiefs of Police,
seconded by Mr. Judge and on unanimous voice vote the motion was
carried.
Mr. Judge moved, at the request of Director Strahan, to authorize instal-
lation of a stationary stop sign at the exit onto the service drive
at the parking lot south of North "A" Street between Sixth and Seventh
Streets also "No bicycles permitted" sign, seconded by Mr. Willis and
on unanimous voice vote the motion was carried.
Captain Scott Loper, Traffic Department, presented a resolution from
the Indiana State Highway Commission restricting parking on US 27: ,
Parking shall be restricted on US 27 in the City of Richmond,
Wayne County, as follows:
"No Parking Any Time" on the west side of US 27 `(N.` 10th St. ) from
North "G" Street to Sim Hodgin Parkway, a distance of approxi-
mately 2085 feet.
"No Parking Any Time" on the east side of US 27 (N. 10th St.) from
North I Street to SR 121- SR 227 (N. J St.) a distance of approxi-
mately 490 feet.
Mr. Burton moved to restrict parking on US 27 according tothe reso-
lution, seconded by Mr. Judge and on unanimous voice vote the motion
was carried.
Brian Bisbee made inquiry regarding group rates charged by Tag's Cab.
Mr.. Burton said he would contact Tag Cab Company regarding the posting
of the group rate.

Mr. Burton moved to approve a curb cut request at 1602 North "E" St. ,
seconded by Mr. Willis and on unanimous voice vote the motion was
carried.
Mr. Willis moved to advertise for bids to be received June 6, 1974
at 9:30 a.m. for contruction of a sanitary sewer from Holsapple
Road to approximately 800 lineal feet north to Forest Drive, seconded
by Mr. Judge and on unanimous voice vote the motion was carried.i
Mr. Judge moved to award contract for the following street materials
as per recommendation of Administrative Assistant Charles Howell and
Street Commissioner Elmer Toschlog, seconded by Mr. Burton and on
unanimous voice vote the motion was carried.

Mr. Richard Freeman, 2104 Autumn Way appeared before the Board request-
ing permission to close the street at Hickory Lane and Autumn Way
to Oak Park Drive at Hartman ditch, on June 2, 1974 from 3:00 p.m. to
8:00 p.m. for a block party.
Mr. Burton moved to grant permission to close street for block party
with the stipulation the Fire Department be notified and barricades
be put up, seconded by Mr. Judge and on unanimous voice vote the
motion was carried.
There being no furhter business on motion duly made, seconded and
passed, the meeting was adjourned.
