BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 16, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session May 16, 1974, at the hour of 9:00 a.m. in the
Municipal Building in said City. Mr. Judge presided with Mr. Burton
and Mr. Willis present. The following business was had to-wit:
Mr. Burton moved to approve the minutes of the previous meeting,
seconded by Mr. Willis and on unanimous voice vote the motion was
carried.
Councilman Greg Merchanthouse presented for the Board's approval
recommendation from the Street Lighting Committee the release of
street light project No. 14 in the Buchholtz Sub Division on North-
west 20th and Northwest 19th Streets. This is for 17 aluminum
pole type lights with underground wiring.
Mr. Judge moved to approve project No. 14 to be put on the bottom
of the list, seconded by Mr. Willis and on unanimous voice vote the
motion was carried.
Mr. Judge moved to take under advisement a request for one or two
street lights in the alley between Northwest Fifty and Northwest
Sixth Streets between Main and Southwest "A" Streets, seconded by
Mr. Willis and on unanimous voice vote the motion was carried.
Mr. Judge moved to grant permission for a "running race" under
sponsorship of the YMCA for Sunday afternoon June 23rd subject to
approval of the Traffic Department, seconded by Mr. Burton and on
unanimous voice vote the motion was carried.
Mr. Judge moved to grant permission for a Rose Festival Parade
June 23, 1974 at 1 :30 p.m. subject to approval of the Traffic De-
partment, seconded by Mr. Willis and on unanimous voice vote the
motion was carried.
Building Commissioner Claude E. Goins presented the following report
for the month of April 1974.

Mr. Judge moved to approve release of street lighting projects No.
7 and No. 8, seconded by Mr. Willis and on unanimous voice vote
the motion was carried.
Mr. Judge moved to accept and file proof of publication for adver-
tising of bids to be taken for Street Department Materials, seconded
by Mr. Burton and on unanimous voice vote the motion was carried.

Mr. Judge moved to take bids under advisement for study, seconded by
Mr. Burton and on unanimous voice vote the motion was carried.
No bids were received for gasoline and fule oil .
Hearing regarding disciplinary charges against Mr.John Ross was held
starting at 9:30 a.m.
After hearing all evidence presented, at approximately 2:30 p.m.
Mr. Burton moved to suspend Officer Ross for two days without pay,
days of suspension to be Friday and Saturday, seconded by Mr. Judge
and on unanimous voice vote the motion was carried.
Mr. Burton moved to adopt Declaratory Resolution No. 1-1974 to vacate
an alley and advertise hearing date to be June 13, 1974 at 9:10 a.m.
seconded by Mr. Willis and on unanimous voice vote the motion was
carried. 111
Mr. Burton moved to adopt Declaratory Resolution No. 2-1974 to vacate
an alley and to advertise for hearing date on June 13, 1974 at 9:15 a.m.
seconded by Mr. Judge and on unanimous voice vote the motion was car-
ried.
Mr. Burton moved to adopt Declaratory Resolution No. 3-1974 to vacate
an alley and to advertise for hearing date on June 13, 1974 at 9:20 a.m. ,
seconded by Mr. Judge and on unanimous voice vote the motion was car-
ried.
Mr. Burton moved to adopt Declaratory Resolution No. 4-1974 to vacate
a street and advertise for hearing to be June 13, 1974 at 9:25 a.m. ,
seconded by Mr. Judge and on unanimous voice vote the motion was car-
ried.
Mr. Burton moved to adopt Declaratory Resolution No. 5-1974 to vacate
a street and advettise for hearing date to be June 13, 1974 at 9:30 a.m. ,
seconded by Mr. Judge and on unanimous voice vote the motion was carried.
Mr. Judge moved to sign and execute a contract for Services Contractual
in the amount of $50,000.00 with Green Acres, seconded by Mr. Willis
and on unanimous voice vote the motion was carried.
Mr. Judge moved to send an ordinance to Council to appropriate
$60,000.00 from Federal Revenue Sharing Trust Fund for construction
of a road on Rich Road to Northwest "L" , seconded by Mr. Willis and
on unanimous voice vote the motion was carried.

Mr. Willis moved to approve a curb cut at 938 South 23rd Street,
seconded by Mr. Judge and on unanimous vice vote the motion
was carried.
There being no further business on motion duly made, seconded and
passed, the meeting was adjourned.
