HomeMy Public PortalAbout05-02-1974 .2o/ BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 2, 1974 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 2, 1974 at the hour of 9:00 a.m. in the Municiapl Building in said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The following business was had to-wit: Mr. Willis moved to approve the minutes of the previous meeting, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Robert Mullins, 2030 South 14th Street appeared before the Board. to report a traffic hazard on South 14th Street between South "T" and one block south, stating south-bound traffic has a blind hill and cars can- not see children playing in the street. Mr. Judge moved to take the matter under advisement until Traffic Capt. Scott Loper can make recommendation, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Police Chief Lewis E. Doren presented the following letter to the Board: May 2, 1974 BOARD OF PUBLIC WORKS & SAFETY Jerald J. Judge, President Dear Board Members: I recommend that Timothy John Tyler, age 25 of 1409 South 9th Street be appointed a Probationary Patrolman on the Richmond Police Department. Mr. Tyler has successfully completed all mental and physical examinations as required by this Department. 111 Please make this appointment effective May 6, 1974. Sincerely, . /s/ Lewis E. Doren Chief of Police Mr. Willis moved to appoint Timothy John Tyler as Probationary Patrolman on the Richmond Police Department effective May 6, 1974, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Police Chief Doren presented the following letter: April 29, 1974 Board of Public Works and Safety Jerald J. Judge, President Gentlemen: It is my recommendation that charges be brought against Officer John Ross, as it has been brought to my attention that he has been in violation of one General Rule and Regulation and one General Disciplinary Rule, to-wit: 1 . Under General Rules and Regulations Article IV - Section 2 (q) All members or employees concerned in cases before the court are to be punctual and appear neatly attired. 2. In a written complaint to the Chief of Police by Captain Robert Coons and Sergeant Michael Tyra, Officer John Ross disobeyed a direct order from his Sergeant Michael Tyra on the date of April 24, 1974 at 11 :10 P.M. to appear at Wayne Superior Court No. 2 at 9:00 A.M. on April 25, 1974 at the trial of the State of Indiana vs. William Alvey Hampton. Officer Ross failed to appear at said time and place. /s/ Lewis E. Doren Chief of Police Mr. Burton moved to accept and file the charges against Officer John Ross and set a hearing date for Thursday, May 9, 1974 at 9:30 a.m. and that notice of hearing be given Officer Ross, seconded by Mr. Judge and on uanimous voice vote the motion was carried. George Sawyer, Attorney, appeared before the Board stating he is repre- senting Officer Ross and requested time to prepare for the hearing. Mr. Burton moved to set the hearing date for May 16, 1974, at 9:30 a.m. seconded by Mr. Judge and on unanimous voice vote the motion was carried. Traffic Captain Scott Loper reported he has received approval from the State Highway Commission for one hour parking in the 1st block of South llth Street on the West side of the Street. Mr. Judge moved to approve one hour parking on the west side of the 1st block on South llth Street, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Building Commissioner Claude E. Goins reported to the Board regarding a complaint presented at the last Council meeting by Rev. Jim on the dwelling located at 241 South 3rd Street. Commissioner Goins stated an inspection has been made of the dwelling and although it is empty at the present time, the dwelling is secure and does not look that bad. He presented pictures of the dwelling to the Board Mr. John Fitzgerald, 1011 Gurney Drive and Mr. Randy Roeser, 329 Barrett Hall , Earlham College, came before the Board to inquire as to discre- pancies in rates charged by the Tag's taxi service in the City. Mr. Burton moved to instruct the Clerk to send a letter to Mr. Taggart requesting him or the owner of the Cab Company known as Tag's Inc. to appear next Thursday, May 9, 1974, at 9:30 a.m. , seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Willis read a letter from J.E. Simons regarding Louis Jaffe land on Woodside Drive stating the following action has been taken. 1 . Delucio's have been contracted to remove washed material on and along Woodside Drive; and to 2. regrade the bare surface area to direct site drainage to Hayes Arboretum Road; 3. Contact has been made with the City Engineer's Office to work out an overall drainage network. Mr. Willis moved to approve the plat for the Richmond Northwest Indus- trial Park section three, seconded by Mr. Judge and on uanimous voice vtoe the motion was carried. Board of Works Minutes . May 2, 1974 Page 3 Administrative Assistant Charles Howell requested a Resolution be pre- sented to Council for approval to sell surplus City Cars. Mr. Burton moved to present a Resolution to Council for approval for the purpose of selling surplus City Cars as per request of Administra- tive Assistant Charles Howell , seconded by Mr. Judge and on unanimous voice vote the motion was carried. Mr. Judge moved to present to Council an ordinance requesting a trans- fer within the Budget of the Board of Public Works and Safety for $1 ,500.00 from Services Contractual (2-22-221b) Street Light Extentions to Services Personal (1-12-121 ) Extra Help, seconded by Mr. Burton and on unanimous voice vote the motion was carried.
