HomeMy Public PortalAbout04-25-1974 /r7 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 25, 1974 The Board of Public Works and Safety of the ;city of Richmond, Indiana, met in regular session April 25, 1974, at the hour of 9: 00 a.m. in the Munici- pal Building in said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The following business was had to-wit: Mr. Willis moved to approve the minutes of the previous meeting, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Street Commissioner Elmer Toschlog reported to the Board the problem of dirt washing down from property owned by Louis Jaffe at 1 Woodside Drive onto the street creating a dangerous problem to traffic and school buses. He stated this situation should be corrected by Mr. Jaffe. Mr. Judge moved to order Mr. Louis Jaffe to appear before the Board to answer complaint filed by Street Commissioner Toschlog, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Mr. Judge instructed the Clerk of the Board to write Mr. Jaffe to appear on May 2, 1974 at the hour of 9:15 a.m. Commissioner Toschlog also reported on the problem of dirt washing onto the roads at Hayes Arboretum Road and Gravel. Pit Road, causing a problem with traffic and with sewers. Commissioner Toschlog reported on problem getting the right of way in order to widen Sylvan Nook Drive going back to Oak Park. The Board will look into this matter. Administrative Assistant Charles Howell set May 16, 1974 at 9:15 a.m. to take bids for Gas, Fuel and Street Dept. Materials. Mr. Willis stated Second National Bank was presenting application for a curb cut at 2330 Chester Blvd. Traffic Captain Scott Loper was asked for his recommendation and he recommended approval subject to conditions as stated in his letter as follows: Petition for Curb Cut and Driveway Second National Bank 2330 Chester Boulevard Richmond, Indiana 47374 The Traffic Division of the Richmond Police Department recommends approval of petition, subject to the following conditions. 1 . The Second National Bank agree to and allow the developer of the land immediately south and adjacent to the bank to use the banks southern most exit as an entrance and exit to U.S.27 (Chester Boulevard) , and move the curb to the banks, south boundary and join in an expanded cut with the adjacent owner to the south. 2. Close existing curb cuts on US27 other than those petitioned for. 3. The southern most curb cut on US 27 be used as an exit only. 4. The west cut on Locust Lane be used as an entrance only, and the eastern cut be used as entrance and exit, on Locust Land, each being 20' in width. 5. That the raised median strip on US 27 be removed at the southern most exit so as to allow no interference upon exiting for northbound traffic on US 27. /s/ Scott Loper Traffic Division iY Board of Works Minutes April 25, 1974 Page 2 Mr. Burton stated he has reviewed the request with Capt. Loper and Rick Freeman and feels the conditions set forth in Capt. Loper's letter are fair and reasonable. Mr. Burton also stated that the Second National Bank requested we accept a letter instead of the 1st condition. April 19, 1974 Robert G. Burton Attorney at Law - City of Richmond 1010 South "A" St. Richmond, Indiana 47374 Re: THE SECOND NATIONAL BANK OF RICHMOND APPLICATION FOR CURB CUT ON U.S. HIGHWAY 27 NORTH, RICHMOND, INDIANA Dear Bob: In connection with the pending application by the Second National Bank of Richmond for curb cuts on U.S. 27 North in the City of Richmond for use with their new branch bank operation thereon, I have been authorized to advise you that the Bank is willing, should the occasion arise, to enter into negotiations with the owner of the land immediately south and adjacent to the Bank's land fronting on U.S. Highway 27 North at said branch location, to seek a mutually satisfactory arrangement with such owner on a use of a common strip of their adjoining lands" for a common entry or exit to such lands, providing the same is not incompatible with sound traffic con- trol and meets with the approval of the appropriate govern- mental body of the City of Richmond, Indiana. If you find this to be an adequate expression of the Banks intention, I would appreciate your expediting the ap- proval of all necessary curb cuts at this location in line with the past conferences and pending plans now before the Board of Public Works in the City of Richmond. Lper, and that we accept said letter of 4/19/74 from William Reller and place it on file in the City Clerk's Office, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Fire Chief William Berry read the following letter: Mr. Larry McDaniels American Water Works 1710 Sylvan Nook Drive Richmond, Indiana 47374 Dear Larry, As per our conversation concerning the fire hydrant located on National Raod WEst I recommend the following: The hydrant located on the north side of National Road West across from Toschlog Road should be moved twelve (12) feet to fifteen (15) feet east of its present location. This move is recommended due to the hydrant is presently situated where the entrance dreve is proposed for the new Kings Plaza. Board of Works Minutes April 25, 1974 Page 3 (Chief Berry's letter cont. ) The cost of this moved will be paid for by the developers of Kings Plaza and not be the City of Richmond, Indiana. Sincerely, /s/ William H. Berry Fire Chief Chief Berry reported to the Board the cause of gas _odor in Green Acres area is still being investigated. At the present time there is no odor, but hopefully we will have a report next week on the cause of the odor. Chief Berry read a letter of appreciation from the Fire Division of the City of Xenia, Ohio thanking all of the fire departments, rescue squads and private ambulance companies that responded to assist them during their recent disaster. Mr. Willis moved to approve curb cut for Peter Valtin, 3210 Glen Hills Drive, seconded by Mr. Judge and on unanimous voice vote the motion was • carried.
