SPECIAL MEETING
BOARD OF PUBLIC WORKS & SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 5, 1974
The Board of Public Works and Safety of the City of Richmond, Indiana, met
in special session April 5, 1974, at the hour of 3:00 p.m. in the Municipal
Building in said City. Mr. Judge presided with Mr. Burton and Mr. Willis
present. The following business was had to-wit:
Chief of Police Lewis E. Doren presented the following letter to the Board:

Gentlemen:
It is my recommendation that charges be brought against Officer
Michael John Jennings, as investigation has shown that he has been
in violation of three statutory standards of conduct, pursuant to
Burns Indiana Statutes , Section 48-6105 (I .C. 18-1-11-3) , to wit:
(1 ) Neglect of Duty
(2) Immoral Conduct.
(3) Conduct unbecoming to an officer.
and also violation of three General Disciplinary Rules of the Rich-
mond Police Department to wit:
Article V
Under General Disciplinary Rules
Rule #2 Conduct unbecoming an officer of the Police
Department.
Rule #3 Immoral conduct.
Rule #4 Neglect of duty
Investigation by members of the Indiana State Police and City of
Richmond Chief of Police, Lewis Doren, has indicated that on January
12, 1974, Officer Michael John Jennings had sexual relations with
one certain Doris Jean Rochier in a City of Richmond Police Cruiser
while on duty. Further, said Officer Jennings has acknowledged these
to be the facts.

Mr. Burton moved to set hearing on these charges at 9:30 a.m. April 11 , 1974
and that notice of the hearing and appearance at such hearing and the right
to be represented by Council and the charges presented by the Police Chief
be presented at that time, seconded by Mr. Judge and on unanimous voice vote
the motion was carried.
Mr. Burton further moved that the Clerk issue subpoenas on these charges
ordering two people to appear, seconded by Mr. Judge and on unanimous voice
the motion was carried.
There being no further business on motion duly made,seconded and passed, the
meeting was adjourned.
