HomeMy Public PortalAbout04-04-1974 /k7 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 4,1974 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session April 4, 1974, at the hour of of 9:00 a.m. in the Munici- pal Building of said City. Mr. Judge presided with Mr. Burton and Mr. Willis present. The following business was had to-wit: Mr. Burton moved to approve the minutes of the previous meeting, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Mr. Willis moved to advertise to take bids for Federal Revenue Sharing Boulder Curb Replacement at 9:15 a.m. April 18, 1974, seconded by Mr. Judge and on unanimous voice vote .the motion was carried. Chief of Police Lewis Doren presented the following letter of recommendation. April 4, 1974 Board of Public Works & Safety Jerald J. Judge, President Dear Board Members: I would like to recommend the following promotions be made within the Police Department. Patrol Lieutenant Thurlow Harter to be promoted to Patrol Captain. Lt. Harter has been a member of the Deparmtne since April 16, 1956. Patrol Sergeant Howard Crist to be promoted to Patrol Lieutenant. Sergeant Crist has been a member of the Department since April 22, 1959. Patrolman George Brouse to be promoted to Patrol Sergeant. Patrolman Brouse has been a member of the Department since January 1 , 1967. These promotions are made necessary by recent retirements. Please make these appointments effective Tuesday, April 9, 1974. Sincerely, /s/ Lewis E. Doren Chief of Police Mr. Burton moved to approve the promotions of Lt. Harter, Sergeant Crist / and ) atrolman Brouse as per the recommendations of the above letter, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Chief Lewis Doren presented the following letter: April 3, 1974 BOARD OF PUBLIC WORKS & SAFETY Jerald J. Judge, President Dear Board Members: I recommend that Gary Wayne Osborn age 23 of 1030 South 23rd Street be appointed a Probationary Patrolman on the Richmond Police Department. Mr.. Osborn /has successfully completed all mental and physical examinations as required by this Department. Please make this appointment effective April 8, 1974. Sincerely, /s/ Lewis E. Doren Chief of Police Board of Works Minutes April 4, 1974 Page 2 Mr. Burton moved to approve the appointment of Gary Wayne Osborn as a Probationary Patrolman effective April 8, 1974, seconded by Mr. Willis and on unanimous voice vote the motion was carried. Chief Doren presented the following letter: Lewis E. Doren Chief of Police Police Department Richmond, Indiana Dear Chief: I, Officer Kenneth Rile, wish to submit my resignation as a member of the Richmond, Indiana, Police Department, for personal reasons. I wish this resignation to become effective 3-27-74. /s/ Kenneth Rile Time: 7:20 P.M. Date: 3-27-74 Mr. Judge moved to accept the resignation of Officer Kenneth Rile effective March 27, 1974, seconded by Mr. Burton and on uanimous voice vote the motion was carried. Mr. Burton moved to accept and file proof of publication on bids for one 1974 Tandrum Dump Truck for Street Department, seconded by Mr. Judge and on unanimous voice vote the motion was carried. Bids were received from Gentry Trailer and Equipment, Inc. , Warfield GMC, Fred First Ford, Bob Ross Buick and Key GMC of Cincinnati . Mr. Judge moved to take bids under advisement for tabulation and study, seconded by Mr. Burton and on unanimous voice vote the motion was carried. Building Commissioner Claude E. Goins reported to the Board regarding property owned by Bob Marshall located at 508 South 10th Street. He stated the Board of Works order has been complied with. The building has been boarded up and made secure. No pwermits have been taken out as yet, but the Inspectors will follow up on it. The following is a report submitted by Claude E. Goins, Building Commissioner for the month of March. Goins, Building Commissioner Safety Director Strahan and Fire Chief William Berry reported the Police and Fire Departments sent assistance to Kennard, Indiana. Captain Scott Loper, Sergeant Richard Shoemaker, Volunteer Policemen John Mooris, Robert Burdett and Robert Ealker were amoung those helping.
